Women's Associations and the Enactment of Mothers' Pensions in the United States

Mothers' pensions were the first explicit welfare benefits established outside of poor relief in the United States. Contrary to established wisdom in political science, their enabling statutes spread very quickly across most states in the 1910s, with smaller, nonindustrial states often in the vanguard. Previous research concerning the predictors of state-level policy innovations has focused on a small subset of possible explanatory variables, typically economic or electoral conditions. We operationalize and test hypotheses about the influence of economic conditions, culture and ideology, electoral politics, governmental institutions and prior public policies, and the role of business, labor, and women's voluntary groups on the priority of state enactments. Our findings indicate that widespread federations of women's voluntary groups exerted a powerful influence on mothers' pension enactments even before most American women had the right to vote. We demonstrate the value to empirical political science of theories and variables referring to gender and women's politics.

The study of local politics has been relegated to the periphery of political science and many explanations have been offered for the marginalization of the subfield. I offer three related arguments for why scholars should revisit the study of sub-state politics. First, the local level is the source of numerous political outcomes that matter because they represent a large proportion of political events in the United States. Secondly, there are methodological advantages to studying local politics. Finally, analyzing politics at the sub-state level can generate thoroughly different kinds of questions than a purely national-level focus and can offer different answers to questions that apply more generally. Research on local politics can and should contribute to broader debates in political science and ensure that we understand both how and why cities are unique.

The ratification of the Nineteenth Amendment in 1920 officially granted voting rights to women across the United States. However, many states extended full or partial suffrage to women before the federal amendment. In this paper, we discuss the history of women's enfranchisement using an economic lens. We examine the demand side, discussing the rise of the women's movement and its alliances with other social movements, and describe how suffragists put pressure on legislators. On the supply side, we draw from theoretical models of suffrage extension to explain why men shared the right to vote with women. Finally, we review empirical studies that attempt to distinguish between competing explanations. We find that no single theory can explain women's suffrage in the United States and note that while the Nineteenth Amendment extended the franchise to women, state-level barriers to voting limited the ability of black women to exercise that right until the Voting Rights Act of 1965.

This study offers a preliminary exploration of whether state-level (N=6) and local-level (N=53) Wireless Emergency Alert (WEA) messages might contribute to impeding the spread of Covid-19 in the United States. The study compares changes in reported rates of infections and deaths between states and localities that issued WEA messages in March and April of 2020 with states that did not. Small sample sizes and differences in the rates of Covid-19 spread prohibit robust statistical analysis and detection of clear effect sizes, but estimated effects are generally in the right direction.

Any attempt to analyze fully this comprehensive and extremely complex subject would require at least a book, not a short paper. Businessmen in the American petroleum industry came face to face with governmental institutions in the United States on every plane from townships, counties, towns, and cities to states and the Federal authority. Since petroleum products entered into American trade with practically every national entity on the globe, producers, manufacturers, and marketers of oil were vitally affected by foreign legislation and administration of the laws in the various lands. No scholar has ventured as yet to investigate fully and evaluate carefully the historical relationship between government and oilmen on a local or state level, much less on a national or world-wide basis. This paper can only show the breadth of the subject and the size of the task presented to the historian.

In general, the founders of the National Conference of Black Political Scientists were “movement people.” Powerful agents of socialization such as the uprisings of the 1960s molded them into scholars with tremendous resolve to tackle systemic inequalities in the political science discipline. In forming NCOBPS as an independent organization, many sought to develop a Black perspective in political science to push the boundaries of knowledge and to use that scholarship to ameliorate the adverse conditions confronting Black people in the United States and around the globe. This paper utilizes historical documents, speeches, interviews, and other scholarly works to detail the lasting contributions of the founders and Black political scientists to the discipline, paying particular attention to their scholarship, teaching, mentoring, and civic engagement. It finds that while political science is much improved as a result of their efforts, there is still work to do if their goals are to be achieved.

Why do lenders time and again loan money to sovereign borrowers who promptly go bankrupt? When can this type of lending work? As the United States and many European nations struggle with mountains of debt, historical precedents can offer valuable insights. This book looks at one famous case—the debts and defaults of Philip II of Spain. Ruling over one of the largest and most powerful empires in history, King Philip defaulted four times. Yet he never lost access to capital markets and could borrow again within a year or two of each default. Exploring the shrewd reasoning of the lenders who continued to offer money, the book analyzes the lessons from this historical example. Using detailed new evidence collected from sixteenth-century archives, the book examines the incentives and returns of lenders. It provides powerful evidence that in the right situations, lenders not only survive despite defaults—they thrive. It also demonstrates that debt markets cope well, despite massive fluctuations in expenditure and revenue, when lending functions like insurance. The book unearths unique sixteenth-century loan contracts that offered highly effective risk sharing between the king and his lenders, with payment obligations reduced in bad times. A fascinating story of finance and empire, this book offers an intelligent model for keeping economies safe in times of sovereign debt crises and defaults.

BACKGROUND Though public health systems are responding rapidly to the COVID-19 pandemic, outcomes from publicly available, crowd-sourced big data may assist in helping to identify hot spots, prioritize equipment allocation and staffing, while also informing health policy related to “shelter in place” and social distancing recommendations. OBJECTIVE To assess if the rising state-level prevalence of COVID-19 related posts on Twitter (tweets) is predictive of state-level cumulative COVID-19 incidence after controlling for socio-economic characteristics. METHODS We identified extracted COVID-19 related tweets from January 21st to March 7th (2020) across all 50 states (N = 7,427,057). Tweets were combined with state-level characteristics and confirmed COVID-19 cases to determine the association between public commentary and cumulative incidence. RESULTS The cumulative incidence of COVID-19 cases varied significantly across states. Ratio of tweet increase (p=0.03), number of physicians per 1,000 population (p=0.01), education attainment (p=0.006), income per capita (p = 0.002), and percentage of adult population (p=0.003) were positively associated with cumulative incidence. Ratio of tweet increase was significantly associated with the logarithmic of cumulative incidence (p=0.06) with a coefficient of 0.26. CONCLUSIONS An increase in the prevalence of state-level tweets was predictive of an increase in COVID-19 diagnoses, providing evidence that Twitter can be a valuable surveillance tool for public health.

The very term ‘Dissenter’ became problematic in the United States, following the passing of the First Amendment. The formal separation of Church and state embodied in the First Amendment was followed by the ending of state-level tax support for churches. None of the states established after 1792 had formal religious establishments. Baptists, Congregationalists, Presbyterians, and Methodists accounted for the majority of the American population both at the beginning and end of this period, but this simple fact masks an important compositional shift. While the denominations of Old Dissent declined relatively, Methodism grew quickly, representing a third of the population by 1850. Dissenters thus faced several different challenges. Primary among these were how to understand the idea of ‘denomination’ and also the more general role of institutional religion in a post-establishment society. Concerns about missions, and the positions of women and African Americans are best understood within this context.

The chapter examines the fairness claim of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act (LARR), 2013. The author uses the utilitarian fairness standard proposed by one of the most influential American constitutional scholars of the twentieth and twenty-first centuries, Frank Michelman, whose study of judicial decisions from an ethical perspective by introducing the concept of “demoralization costs” has shaped the interpretational debate on takings law in the United States. Michelman’s analysis is particularly relevant for the land question in India today since there is a widespread feeling that millions of people have been unfairly deprived of their land and livelihoods. The chapter looks at the role of the Indian judiciary in interpreting the land acquisition legislation since landmark judgments affect the morale of society. It concludes that using Michelman’s standard would help in bringing about greater “fairness” than what the new legislation has achieved.
