BackgroundThe Administrative Data Research Centre Northern Ireland (ADRC NI) is a research partnership between Queen’s University Belfast and Ulster University to facilitate access to linked administrative data for research purposes for public benefit and for evidence-based policy development. This requires a social licence extended by publics which is maintained by a robust approach to engagement and involvement. ApproachPublic engagement is central to the ADRC NI’s approach to research. Research impact is pursued and secured through robust engagement and co-production of research with publics and key stakeholders. This is done by focusing on data subjects (the cohort of people whose lives make up the datasets, placing value on experts by experience outside of academic knowledge, and working with public(s) as key data advocates, through project steering committees and targeted events with stakeholders. The work is led by a dedicated Public Engagement, Communications and Impact Manager. DiscussionWhile there are strengths and weaknesses to the ADRC NI approach, examples of successful partnerships and clear pathways to impact demonstrate its utility and ability to amplify the positive impact of administrative data research. Working with publics as data use becomes more ubiquitous in a post-COVID-19 world will become more critical. ADRC NI’s model is a potential way forward.

AbstractPurposeThis study aims to classify research impact indicators based on their characteristics and scope. A concept of evidence-based nomenclature of research impact (RI) indicator has been introduced for generalization and transformation of scope.Design/methodology/approchLiterature was collected related to the research impact assessment. It was categorized in conceptual and applied case studies. One hundred and nineteen indicators were selected to prepare classification and nomenclature. The nomenclature was developed based on the principle—“every indicator is a contextual-function to explain the impact”. Every indicator was disintegrated into three parts, i.e. Function, Domain, and Target Areas.FindingsThe main functions of research impact indicators express improvement (63%), recognition (23%), and creation/development (14%). The focus of research impact indicators in literature is more towards the academic domain (59%) whereas the environment/sustainability domain is least considered (4%). As a result, research impact related to the research aspects is felt the most (29%). Other target areas include system and services, methods and procedures, networking, planning, policy development, economic aspects and commercialisation, etc.Research limitationsThis research applied to 119 research impact indicators. However, the inclusion of additional indicators may change the result.Practical implicationsThe plausible effect of nomenclature is a better organization of indicators with appropriate tags of functions, domains, and target areas. This approach also provides a framework of indicator generalization and transformation. Therefore, similar indicators can be applied in other fields and target areas with modifications.Originality/valueThe development of nomenclature for research impact indicators is a novel approach in scientometrics. It is developed on the same line as presented in other scientific disciplines, where fundamental objects need to classify on common standards such as biology and chemistry.

Effective research impact development is essential to address global challenges. This commentary highlights key issues facing research impact development as a nascent professional field of practice. We argue that those working on research impact should take a strategic, ‘evidence-based’ approach to maximize potential research benefits and minimize potential harms. We identify key features of evidence-based good practice in the context of research impact work. This includes integrating relevant research and theory into professional decision-making, drawing on a diversity of academic disciplines offering pertinent insights. Such an integration of scholarship and practice will improve the capacity of research impact work to make a positive difference for society. Moving the focus of research impact work to earlier stages in the research and innovation process through stakeholder engagement and anticipatory research can also boost its effectiveness. The research impact evidence base should be combined with the right kind of professional capacities and practical experience to enhance positive impact. Such capacities need to be developed through relevant education and training, for example, in participatory methods and social inclusion. Such training for research impact work needs to forge strong links between research impact scholarship and practice. Finally, there is a need for improvements in the evidence base for research impact to make it more practically useful.

This article showcases a research, dissemination and impact study on the striptease industry that explores why key stakeholders (dancers) are excluded, and ways that inclusion in policy development is achievable. This form of erotic work has undergone increased attention from policy and regulatory officials in recent years with the introduction of a new licensing process as venues are categorised as Sexual Entertainment Venues. The article will demonstrate how community and campaign group voices were heard over that of the dancers themselves, who were not consulted in the process of the legislative change. However, the article shows how small but significant interventions into policy development by direct work with stakeholders (here Licensing Committees and officers) can make steps towards an inclusion of dancer welfare and safety issues. Finally, we propose a set of principles that can ensure dancer and sex worker voices are included in policy consultation and decision making to ensure evidence-based policy making.

Background: Lower limb cellulitis poses a significant burden for the Irish healthcare system. Accurate diagnosis is difficult, with a lack of validated evidence-based tools and treatment guidelines, and difficulties distinguishing cellulitis from its imitators. It has been suggested that around 30% of suspected lower limb cellulitis is misdiagnosed. An audit of 132 patients between May 2017 and May 2018 identified a pattern of misdiagnosis in approximately 34% of this cohort. Objective: The aim of this pilot project was to develop a streamlined service for those presenting to the emergency department with red legs/suspected cellulitis, through introduction of the ‘Red Leg RATED’ tool for clinicians. Method: The tool was developed and introduced to emergency department clinicians. Individuals (n=24) presenting with suspected cellulitis over 4 weeks in 2018 were invited to participate in data gathering. Finally, clinician questionnaire feedback regarding the tool was evaluated. Results: Fourteen participants consented, 6 female and 8 male with mean age of 65 years. The tool identified 50% (n=7) as having cellulitis, of those 57% (n=4) required admission, 43% (n=3) were discharged. The remainder who did not have cellulitis (n=7) were discharged. Before introduction of the tool, all would typically have been admitted to hospital for further assessment and management of suspected lower limb cellulitis. Overall, 72% (n=10) of patients who initially presented with suspected cellulitis were discharged, suggesting positive impact of the tool. Clinician feedback suggested all were satisfied with the tool and contents. Conclusion: The Red Leg RATED tool is user friendly and impacts positively on diagnosis treatment and discharge. Further evaluation is warranted.

With increasing pressure on public organizations to demonstrate accountability, police services and public universities are being tasked with demonstrating how their institutional strategies are effective and economically efficient. In this paper, we draw on our own research collaborations with two different Canadian police services (Bluewater and Greenfield) on a similar community crime prevention strategy, Situation Tables. We illustrate how new public management practices are embedded in the political, economic, and organizational contexts that have inspired police-academic partnerships and invigorated the evidence-based policing movement in Canada. Our analysis illustrates how our partnerships were influenced by the performance strand of new public management that prioritizes the quantification of measures of outputs over qualitative evaluations of impact. We argue that these practices, if not interrogated, can jeopardize the integrity of evidence-based practice and policy development. Academic freedom must be retained when partnering with the police to ensure an examination of the implications of police practices.

This study explores the effects of interactions among key stakeholders, i.e., auditors, underwriters, and firm owners on IPOs’ first-day returns in selected OECD nations. It also examines the alteration effects of legal origin (Common law and Civil law) on the relationship between the interacted key stakeholders and IPOs’ first-day returns. A total of four thousand one hundred and sixty-four IPOs from twenty-eight OECD nations are included in this study. Since it is cross-sectional data, a two-stage least square regression is applied. The empirical outcomes indicate that, in general, the interacted reputable underwriters and auditors have a positive impact on IPOs’ first-day return. The relationship is modified between common law and civil law nations, whereby in civil law nations, no significance is demonstrated except for the interaction between the reputable auditors and underwriters. In the common law nation, interactions between reputable auditors and ownership retention have an impact on IPOs’ first-day return. The research findings provide outlooks into an IPO framework for issuers, investors, and regulators. Issuers may want to weigh carefully the costs and benefits of hiring credible auditors and underwriters when going public as they act as signaling agents. As for the investors, they should take into consideration the involvement of reputable underwriters and auditors and the degree to which the IPO firms retain ownership, as the interactive effects give clear signals on firm valuation and IPOs’ first-day returns. Regulators may find the findings informative concerning the creation of a more organized regulatory and financial system that could lead to a deeper and more open financial market.

AbstractObjectiveHealthy Eating Nova Scotia represents the first provincial comprehensive healthy eating strategy in Canada and a strategy that is framed within a population-health model. Five years after strategy launch, our objective was to evaluate Healthy Eating Nova Scotia to determine perceptions of strategy implementation and strategy outputs. The focus of the current paper is on the findings of this evaluation.DesignWe conducted an evaluation of the strategy through three activities that included a document review, survey of key stakeholders and in-depth interviews with key strategy informants. The findings from each of the activities were integrated to determine what has worked well with strategy implementation, what could be improved and what outputs have resulted.SettingThe evaluation was conducted in the Canadian province of Nova Scotia.ParticipantsParticipants for this evaluation included survey respondents (n 120) and key informants (n 16). A total of 156 documents were also reviewed.ResultsSignificant investments have been made towards inter-sectoral partnerships and resourcing that has provided the necessary leadership and momentum for the strategy. Policy development has been leveraged through the strategy primarily in the health and education sectors and is perceived as a visible success. Clarity of human resource roles and funding within the context of a provincial strategy may be beneficial for continued strategy implementation, as is expansion of policy development.ConclusionsKnown to be the first evaluation of its kind, these findings and related considerations will be of interest to policy makers developing and implementing similar strategies in their own jurisdictions.
