Transformations in China’s cultural and ideological narrative since the 2010s have required the establishment of specific Chinese “think tanks of a new type,” which are formally institutionalized in Chinese legislation. In the initial period of their development (2013–2018), thinktanks were tasked with becoming a significant “soft power” tool to promote and explain key political and economic ideas, including Xi Jinping’s initiatives, so say to “reconceptualize” official ideas at the expert and analytical level and translate Chinese ideological initiatives language into the generally accepted language of expert discussion. However, since 2019–2020, being challenged by creating an anti-Chinese alliance, think-tanks were required to carry out not only expert-analytical work but also to develop draft decisions on critical issues of external and internal development. China’s political leaders seek to create a new type of analytical culture, stimulating the development of new types of centers and completely transforming the old ones. Of the four types of centers – governmental, academic, university, and public (non-governmental) – the governmental and public centers have proved the most effective. In contrast, the centers that grew out of academic institutions and university structures have been criticized for being slow and impractical in their judgments. At the same time, a number of public analytical centers have grown into giant corporations: today, they have branches in dozens of Chinese cities and abroad, maintain ties with Chinese Huaqiao, and advise the country’s authorities on crucial issues of political and economic development.

The objective of this paper is to analyse key elements of the development strategy of Singapore since the mid–1960s. The paper describes the economic challenge faced by Singapore in the mid–1960s, overviews contemporary world trends in foreign direct investment, and uses competitiveness constructs developed by Michael Porter (1985) to clarify key stages in the evolution of Singapore's development strategy. The paper argues that the strategy has been successful because of unremitting top priority given to it by Singapore's political leadership and because the political leaders charged a single organisation, the Economic Development Board (EDB), with absolute authority to develop and implement the strategy. The paper concludes with implications for Queensland's Smart State initiatives.

This article aims to show the process of formation and operation (functioning) of the changing political system of South Korea. It is undertaken for the analysis of the process of the collapse of the former authoritarian political system and formation of South Korean democracy. Indicated in this article are the roles and participation of political leaders (Chun Doo Hwan, Roh Tae Woo, Kim Young Sam, and Kim Dae Jung) in the process of intense political change that took place in South Korea from the 1980s to the late twentieth century.During the authoritarian regimes of South Korea, the nation recorded spectacular economic development, but without political development. Political leadership in the democratization of the country was still authoritarian. Core values and attitudes of politicians pointed to the presence of the cultural heritage of Confucianism in politics.


This chapter explores healthcare as an investment and the geopolitical implications of healthcare in Africa. The importance of healthcare as a tool of diplomacy is documented and acknowledged. According to Li, the West and China have common interests in Africa regarding economic development and environmental protection. China, Africa, and Western countries must discuss effective methods for increasing cooperation on the continent together. But their interest can sometimes be contradictory in different aspects of the continent. Healthcare is the crossroads of their geo-political implications in Africa. As the PRC evolves from a poor country to a superpower, Africa has become the testing ground for soft power diplomacy via economic development and healthcare.

This chapter gives introduces the gilet jaunes. The gilets jaunes, a group of French protesters named after their iconic yellow vests donned during demonstrations, have formed a new type of social movement. The gilets jaunes have been variously interpreted since they began their occupation of French roundabouts. They were at first received with enthusiasm on the right of the French political establishment, and with caution on the left. The fourth weekend saw scenes of violence erupt on the Champs Élysées, notably around and within the Arc de Triomphe, which towers over the first roundabout built in France. The headlines of newspapers and stories of the news media became almost exclusively focused on the violence of the protests. Images of state violence became ever-present on Twitter and independent media outlets, making it clear that it was the use of disproportionate force by police units that was at the centre of the events. The chapter explains that the aim of the book is to show that the use of violence is not the only tale to be told about the role of the protesters in the contemporary French context. Their contribution to the political landscape of France is quite different. They have provided a fundamental challenge to the social contract in France, the implicit pact between the governed and their political leaders. The movement has seen the numbers of participants diminish over time, but the underlying tension between the haves and the have-nots, the winners of globalization and those at risk of déclassement [social downgrading], are enduring and persistent.

This chapter discusses how politicians have been deceived by faith-based, ideologically predetermined anti-planning arguments from free-market think tanks such as Policy Exchange. While ministers were fixating on the planning system as a barrier to house building, they neglected to do the obvious thing: build houses. In time, the ‘war on planning’, a steady stream of reports supported by seminars, newspaper articles, and private lunches and dinners, began to have an impact. Planning came to be widely blamed for the country's failure to build enough homes and, more generally, for holding back economic development. The chapter then looks at four related issues that help explain why a new approach is needed: the rise and fall of council housing; the economic model of the big developers; the rise and fall of the ‘property-owning democracy’; and land values.

The tradition of the US Army dates back to the era of patrimony of the Continental army, which was established on June 14, 1775. Topics related to land troops of the US Army are very complex and involve many substantial threads from the 18th to the 21st century. Publications on this subject can be divided into articles published in scientific journals, popular-science articles, and books. The books on the army can be further divided into synthesis (general overviews), anthologies, encyclopedias and dictionaries, autobiographies and biographies (personal and collective), journalistic reports, and monographs. In terms of thematic monographs, there are monographs of individual battles, campaigns, wars, intervention units, doctrines, and weapons. Autobiographies and biographies relate specifically to leaders of the US Army, and in doing so highlight related topics of the US Army’s evolution and history. Encyclopedias and dictionaries of armed conflicts focus on concepts or people. Journalistic reports apply to individual campaigns. These publications represent the achievements of military institutions connected with the US Army, analytical centers, think-tanks, and independent researchers. The most valuable publications, in terms of the merit, are those issued by the US universities and research institutions associated with the US Army, including the official US Army Center of Military History.

Abstract. The Amazon basin is the world's largest rainforest and the most biologically diverse place on Earth. Despite the critical importance of this region, Amazon forests continue inexorably to be degraded and deforested for various reasons, mainly a consequence of agricultural expansion. The development of novel policy strategies that provide balanced solutions, associating economic growth with environmental protection, is still challenging, largely because the perspective of those most affected – local stakeholders – is often ignored. Participatory fuzzy cognitive mapping (FCM) was implemented to examine stakeholder perceptions towards the sustainable development of two agricultural-forest frontier areas in the Bolivian and Brazilian Amazon. A series of development scenarios were explored and applied to stakeholder-derived FCM, with climate change also analysed. Stakeholders in both regions perceived landscapes of socio-economic impoverishment and environmental degradation driven by governmental and institutional deficiencies. Under such abject conditions, governance and well-integrated social and technological strategies offered socio-economic development, environmental conservation, and resilience to climatic changes. The results suggest there are benefits of a new type of thinking for development strategies in the Amazon basin and that continued application of traditional development policies reduces the resilience of the Amazon to climate change, whilst limiting socio-economic development and environmental conservation.

ABSTRACT:Industrial policy has long been considered a federal responsibility. Indeed, most scholars date modern local economic development programmes as starting in the 1960s. Before that, in this view, industrial policy wasad hoc, unco-ordinated and fragmented. In this article, I argue that the origins of modern industrial policy initiated by the local state slowly emerged at the beginning of the twentieth century in Chicago. Using an assortment of sources, I show that a new type of industrial policy was forged in the conflict over the 1923 zoning ordinance. The city's real-estate, financial and political elites were able to mobilize information, science, funding, individuals and arguments to convince industrialists that zoning was to their advantage. In the process, the city's industrial interests were able to frame the new zoning ordinance to their ends.

This paper focuses on the most recent trends of Chinese finance (foreign direct investment (FDI) and development loans) in Latin America and their impact on economic development. In particular, this paper explores the economic and institutional factors that attract loans and FDI from China to Latin America. Based on data from the Chinese Ministry of Commerce and the United Nations on Chinese FDI and development loans to Latin America, this article argues that Chinese capital flows to the region, rather than politically motivated, are mainly motivated by trade interests, the evolution of the market of commodities, and natural resources-related policy goals. These capital flows are functional to the Chinese government’s use of soft power in the region, but these goals are secondary to market-based interests.
