Healthcare as a Health Investment

This chapter explores healthcare as an investment and the geopolitical implications of healthcare in Africa. The importance of healthcare as a tool of diplomacy is documented and acknowledged. According to Li, the West and China have common interests in Africa regarding economic development and environmental protection. China, Africa, and Western countries must discuss effective methods for increasing cooperation on the continent together. But their interest can sometimes be contradictory in different aspects of the continent. Healthcare is the crossroads of their geo-political implications in Africa. As the PRC evolves from a poor country to a superpower, Africa has become the testing ground for soft power diplomacy via economic development and healthcare.

AbstractCulture is a demanding word, particularly when it is used in the context of the contemporary academic discipline of international relations (IR). It is often employed in order to distinguish one identity from another, allegedly illuminating idiosyncrasies embedded in a particular society or group of people. The essentialized understanding of culture is also detectable in the case of the current debate on the non-Western international relations theories (IRT). Non-Western politicians and scholars often employ the term culture in order to distinguish their values from alleged Western values. However, culture has another important function mainly advanced by a left-wing Kyoto School philosopher Tosaka Jun, that is, culture as a mirror for critical reflection for morality (Tosaka, 1966). This article is based on Tosaka's argument that culture has an important function for moral reflection beyond that of a mere means to identify one's distinctiveness from the West, and it criticizes Japan's soft power diplomacy or the total absence of it from that point of view. It also argues that this absence is the result of the soft power discourse's over-simplified interpretation of culture that results in confrontation between the West and the rest, particularly when it is employed in non-Western IRT discourses. Towards the end, I examine Miyazaki Hayao's films,Princes Mononokein particular, as examples of cultural works facilitating a moment of critical reflection, and I extract embedded messages of relevance to critical reflection on contemporary IR literature, particularly non-Western literature.

AbstractAfter 9/11, muslim in the west became minority even in his/her own country. There are presumption that Islam related to terrorism and this is the main reason why muslim in the world become minority, especially for muslim who live in the non-muslim country. Aim of the study is to find a new approach within muslim in diplomacy to protect the muslim minority or other minority in the plurality of today nation-state. We use literature studies through descriptive analysis in explained the relevance of maqoshid sharia in solving the minority issue and compare several case study of its implementation in several countries. The novelty of the study is that political scientists have not touched the topic from the basic teaching of Islam, which is maqashid sharia, as an approach in solving the problem related minority, especially muslim minority. The finding in the study is that maqashid sharia as an approach can be developed as soft-power diplomacy strategy which can be distinguished as Islamic diplomacy model in solving minority issue.Keywords: maqosid sharia, Islamic diplomacy, minorityAbstrakPasca peristiwa 9/11, warga muslim di negara-negara barat seakan menjadi minoritas di negaranya sendiri. Tujuan studi ini adalah diperlukan pendekatan baru dari umat Islam sendiri, terutama dari negara-negara Islam atau mayoritas muslim dalam berdiplomasi untuk melindungi minoritas muslim maupun minoritas etnis dan agama lain di tengah dinamika negara-bangsa yang semakin majemuk. Penelitian ini merupakan penelitian studi pustaka dan menggunakan analisis deskiptif dalam menjelaskan relevansi maqasid syariah dalam menyelesaikan masalah minoritas disertai perbandingan sejumlah contoh studi kasus penerapannya di sejumlah negara. Kebaruan dari studi ini adalah belum ada ilmuwan politik yang menggunakan maqosid syariah sebagai pendekatan model diplomasi Islam di dalam menangani berbagai persoalan menyangkut isyu minoritas, khususnya minoritas muslim. Temuan dalam penelitian ini adalah pendekatan maqasid syariah dapat menjadi strategi diplomasi soft power yang menjadi ciri khas model diplomasi Islam dalam mencapai kepentingan tidak saja menyelesaikan isyu minoritas.Kata-kata kunci: maqosid syariah, diplomasi islam, minoritas

With the rise of the American world literature movement, questions surrounding the politics of comparative practice have become an object of critical attention. Taking China, Japan and the West as examples, the substantially different ideas of what comparison ought to do – as exhibited in comparative literary and cultural studies in each location – point to three distinct notions of the possible interactions between a given nation and the rest of the world. These contrasting ideas can be used to reread political debates over concrete juridical matters, thereby highlighting possible resolutions. This work follows the calls of Ming Xie and David Damrosch for a contextualization of different comparative practices around the globe.

When Turkey’s Justice and Development Part (AKP) came to power in 2002, it brought a new strategy to foreign policy. Some scholars ascribed this reorientation to the rise of neo-Ottomanism, others to Islamization, and yet others to a Middle Easternization of foreign policy. All labels have one element in common: They give weight to Islam and Turkey’s imperial past as soft power assetsin the conduct of foreign policy by rejecting secular Kemalism in the country’s diplomacy. The AKP capitalized on Turgut Özal’s neo-Ottomanist foreign policy and Necmettin Erbakan’s multi-dimensional foreign policy by using Turkey’s pivotal geopolitical location to transform it into a global actor. The ongoing Islamic revival has caused the country’s attempted full westernization to slow down. But the West itself is hardly a monolithic bloc, given its own many internal cultural, linguistic,religious, political, and economic differences. I therefore describe Turkey as a “hybrid,” a modern and developing “semi-western” state, and argue that over time it will become ever more “socially conservative.”

The Conclusion reviews the volume’s major themes. Russia and China have common interests that cement their partnership, and are key players in shaping the international order. Both seek better relations with the West, but on the basis of “mutual respect” and “equality.” While the relationship has grown deeper, particularly since 2014, China and Russia are partners but not allies. Thus, their relationship is marked by burgeoning cooperation, but still areas of potential competition and friction. Russia in particular must deal with China’s growing relative power at the same time that it is isolated from the West. While the Russian–Chinese relationship creates challenges for the United States and Europe and a return of major power rivalry, there is also room for cooperation in the strategic triangle comprising China, Russia, and the West. Looking ahead, the world is in a period of dramatic transition.
