The main sources of soil pollution due to the development of oil and gas fields are analyzed. It is shown that the main sources of oil products entering the soil are sludge accumulators and drilling barns. A new construction of a drilling barn and a scheme of reclamation of the existing ones are proposed. The implementation of such developments will minimize the ingress of oil-containing fluids into the soil and increase the level of environmental safety of oil and gas development processes.

In the process of extraction, collection, transportation and primary processing of hydrocarbons, the lands of the fields are often damaged. For the further operation of the oil field, it is necessary to carry out not only reclamation of disturbed lands, but also oil-contaminated lands formed as a result of accidental spills. The natural environment of Western Siberia is a fragile environment and interference in its existing balance as a result of accidental spills of oil products and pollution of land and water bodies leads to negative consequences for the flora and fauna. If the impact on the natural environment during the development of oil and gas fields during the placement of oil field facilities can still be considered as permissible, then the ingress of oil products into the environment should be considered as negative with far-reaching consequences.

The depth and scale of man-made transformations of steppe landscapes in the course of oil and gas production remain underestimated. The sites provided for the development of oil and gas fields are not allocated to a separate category of the Russian Land Fund . Often there is a mismanagement of subsoil companies to the plots provided to them, provoked by the loyal attitude of the Supervisory authorities. Approved projects of oil and gas development often demonstrate minor significance of section on assessing the impact on the environment. Optimization of this type of land use becomes necessary at this stage of oil and gas production development.

The article discusses the features of the development of oil and gas fields in the Caspian region by the coastal states. The analysis of the participation in various years of large international companies in the development of oil and gas fields in the waters of the Caspian Sea is carried out. The development of the resource base of hydrocarbon raw materials in the countries of the Caspian region associated with the discovery of new geological structures is considered. Aspects of how the countries of the Caspian region have become full-fledged exporters of hydrocarbons are outlined. The main aspects of the great prospects for the development of the Caspian countries and possible steps in bringing to a new stage of cooperation between the states of the region in the energy, transport and communication spheres are stated. It is indicated that the joint development of the shelf hydrocarbons, which are of international and regional importance, serves to strengthen dialogue and cooperation on dividing the bottom of the Caspian Sea.

The influencing factors of the oil and gas differential income conclude the oil quality, the oil and gas development stages, the regional economy and the environmental pollution. Through analyzing these influencing factors, determining the influence coefficient of each influencing factor, identifying the dynamic tax rate formula of different oil and gas fields on the basis of benchmark tax rate, then applying the formula to Daqing Olifield to calculate its dynamic tax rate, achieving the aim of obvious differential profit and fair tax burden.
