This chapter extends the Allais–Samuelson Overlapping Generations models presented in chapters 1 and 2 to study interactions between infrastructure and human capital with R&D activities and growth. It begins by providing some background evidence on these interactions. The model is then presented and solved, and the impact of public policy, including potential trade-offs associated with the provision of infrastructure and other services by the government, is discussed. Again, this is a critical issue; if governments have access to limited resources to cover their expenditure, different types of government interventions may entail (temporary or permanent) trade-offs at the macroeconomic level—even though at the microeconomic or sectoral level these interventions are largely complementary. In addition, different types of government intervention may generate spillover effects on other sectors, which may have an indirect impact on innovation capacity.

Exploring and analyzing the common demands and behavioral responses of different stakeholders is important for revealing the mediating mechanisms of ecosystem service (ES) and realizing the management and sustainable supply of ES. This study took Mizhi County, a poverty-stricken area on the Loess Plateau in China, as an example. First, the main stakeholders, common demands, and behavioral responses in the food provision services were identified. Second, the relationship among stakeholders was analyzed. Finally, this study summarized three types of mediating mechanisms of food provision services and analyzed the influence of the different types of mediating mechanisms. The main conclusions are as follows: (1) Five main stakeholders in the study area were identified: government, farmers, enterprises, cooperatives, and middlemen. (2) Increasing farmers’ income is the common demand of most stakeholders in the study area, and this common demand has different effects on the behavioral responses of different stakeholders. (3) There are three types of mediating mechanisms in the study area: government + farmers mediating corn and mutton, government + enterprises mediating millet, and government + cooperatives mediating apples. On this basis, the effects of the different types of mediating mechanisms on variations in food yield, and trade-offs and synergies in typical townships, were analyzed.

The aim of this paper is to study the impact of public government policies, fuel cell cost, and battery cost on greenhouse gas (GHG) emissions in the US transportation sector. The model includes a government model and an enterprise model. To examine the effect on GHG emissions that fuel cell and battery cost has, the optimization model includes public policy, fuel cell and battery cost, and a market mix focusing on the GHG effects of four different types of vehicles, 1) gasoline-based 2) gasoline-electric hybrid or alternative-fuel vehicles (AFVs), 3) battery-electric (BEVs) and 4) fuel-cell vehicles (FCVs). The public policies taken into consideration are infrastructure investments for hydrogen fueling stations and subsidies for purchasing AFVs. For each selection of public policy, fuel cell cost and battery cost in the government model, the enterprise model finds the optimum vehicle design that maximizes profit and updates the market mix, from which the government model can estimate GHG emissions. This paper demonstrates the model using FCV design as an illustrative example.

The article acknowledges that Lesotho governance has been characterised by unstable democracy since its attainment of independence in 1966, which makes civil society and other democratic institutions unable to pursue their roles as expected. The proposed solution to overcome predicaments that Lesotho faces was to have active and vibrant democratic institutions such as civil societies, ombudsman, political parties, independent media, independent electoral commissions and the legislative, executive and judiciary. The article aims to bridge the gap by examining published literature and documentary review, which clearly elucidate how good governance can be achieved in a democratic country with the help of active democratic institutions. The article highlights the importance of active and vibrant civil society in governance and public policy. The article concludes by justifying that in deed the government of Lesotho should accept and allow participation of civil society so as to be able to realise its contribution and the important role played by it. Also, civil society in Lesotho must distance themselves from suspicions that they are political parties in disguise.

Purpose The purpose of this study is to find out how electronic word of mouth (eWOM) may affect evaluations of products with different brand images. In particular, the study explores differential eWOM impacts across several brand types and extension categories. Design/methodology/approach An experiment with 2 (brand image: prestige/function) × 2 (category similarity: low/high) × 2 (eWOM message type: positive/negative) between-subjects design was used to examine the impacts of eWOM on different types of brand extensions. A total of 268 subjects from a public university in the Southwest participated in the study. Analysis of Variance (ANOVA) was used in analyzing the data. Findings The findings highlight the differential impact of eWOM on brand extension evaluations with different brand images. First, eWOM is more effective in influencing evaluations of functional brand extensions than prestige brand extensions. Second, whereas negative eWOM does equally bad on both high- and low-similarity brand extensions, positive eWOM is more effective in improving evaluations of high-similarity extensions than low-similarity extensions. Originality/value This study is the first to examine the impact of eWOM on products with different brand images. This is a critical issue for brand managers who allocate limited marketing resources to monitoring and managing vast amounts of eWOM activities. The findings provide important guidance for managing social media marketing communications.

This paper studies the growth and fiscal policy implications of the assumption that public policy generates an externality in the individual rate of time preference through the aggregate public capital stock. We examine the competitive equilibrium properties and we solve for endogenous growth–maximizing fiscal policy. We investigate the behavior of the government size and the growth rate to the sensitivity of time preference to public capital and the magnitude of public capital externality on production. We find that the Barro taxation rule [Barro, Robert J., Journal of Political Economy 98 (1990), 103–125], which states that the elasticity of public capital in the production function should equal the government size, is suboptimal. We show that the government does not necessarily have to increase income taxation following a rise in public capital intensity because of the externality of public capital on time preference and, in turn, on growth and the tax base of the economy.

This study investigated the impact of COVID-19 pandemic uncertainty shock on the macroeconomic stability in Ethiopia in the short run period. The World Pandemic Uncertainty Index (WPUI) was used a proxy variable to measure COVID-19 Uncertainty shock effect. The pandemic effect on core macroeconomic variables like investment, employment, prices (both food & non-food prices), import, export and fiscal policy indicators was estimated and forecasted using Dynamic Stochastic General Equilibrium (DSGE) Model. The role of fiscal policy in mitigating the shock effect of coronavirus pandemic on macroeconomic stability is also investigated. The finding of the study reveals that the COVID-19 impact lasts at least three years to shake the economy of Ethiopia. Given that the Ethiopian economy heavily relies on import to supply the bulk of its consumption and investment goods, COVID-19 uncertainty effect starts as supply chain shock, whose effect transmitted into the domestic economy via international trade channel. The pandemic uncertainty shock effect is also expected to quickly transcend to destabilize the economy via aggregate demand, food & non-food prices, investment, employment and export shocks. The overall impact of COVID-19 pandemic uncertainty shock is interpreted into the economy by resulting under consumption at least in the next three years since 2020. Therefore, the government is expected to enact incentives/policy directions which can boost business confidence. A managed expansionary fiscal policy is found key to promote investment, employment and to stabilize food & non-food prices. A particular role of fiscal policy was identified to stabilizing food, transport and communication prices. The potency of fiscal policies in stabilizing food, transport and communication prices go in line with the prevailing reality in Ethiopia where government has strong hands to control those markets directly and/or indirectly. This suggests market failure featuring COVID-19 time, calling for managed interventions of governments to promote market stabilities. More importantly, price stabilization policies of the government can have spillover effects in boosting aggregate demand by spurring investments (and widening employment opportunities) in transport/logistics, hotel & restaurant, culture & tourism and export sectors in particular.

This paper studies the impact of federal state shareholdings on the performance of Russian companies. It focuses on mixed ownership companies rather than conventional state enterprises and distinguishes between several types of federal state shareholdings and golden shares. Econometric analysis shows that companies with state ownership generally perform worse than the average firm in terms of labour productivity and profitability. However, there are remarkable differences in the performance of companies with different types of state shareholdings. These differences are explained by different degrees of the federal state control over such enterprises. The paper concludes that the government should avoid keeping equity stakes in companies unless there is a necessity to retain them. Finally, the issue of golden shares in strategically important companies seems to be a reasonable alternative to retaining some control over them through equity ownership.

Purpose – The purpose of this paper is to assess how spatial heterogeneity and production diversification have affected the efficiency of households participating in the SLCP. Design/methodology/approach – Based on household survey data collected from three sample counties in the Loess Plateau region, the paper analyzes how spatial heterogeneity and business diversification have affected the production efficiency of households participating in the SLCP. Using four-step bootstrap, input stochastic distance frontiers of multi-inputs and multi-outputs are developed simultaneously with a technical efficiency effects model in which participating in the SLCP is treated as an exogenous variable. Findings – The household production in the three counties is constrained by land, labor, capital, and fixed inputs; thus, it is germane to using a multi-input and multi-output household production technology to evaluate the SLCP. However, the relative importance of each input and output, the productive diversification, and the technological structure are differentiated in the three counties; estimating the regression with pooled data appears to conceal the influences of local factors and blur the specific divergence, compared to running county-based, separate regressions. Research limitations/implications – The effects of the SLCP on farm household production are location dependent. It is necessary to include spatial heterogeneity within public policy evaluation. In addition to suggesting localized and differentiated schemes of subsidy, this implies that the government may provide means to facilitate different regions to make the economic transition. Originality/value – This paper intends to make two contributions. First, the analysis will capture and explain the adjustments induced by the SLCP in off-farm and other activities for entire household production, and special attention is given to the diversification of household production outputs. Second, this analysis sheds new light to the significance of spatial differentiation in mediating the effectiveness of a public policy or program.

AbstractDue to the financing constraint that faced by small and medium-sized enterprises (SMEs), SMEs are more cautious in innovation investments, and thus more eager to gain external financial support. This paper discusses the impact of SMEs’ R&D investment on government subsidy under the constraint of hidden information. It adopts a modified endogenous switching regression model to solve the endogenous problems. The results show that SME’s initiative to signal its underlying innovative capacity has an important impact on Chinese government’s subsidy feedback. SMEs that send high-type signals have gained more subsidies. And when SMEs are with different types of innovation signals, they would have different influence mechanisms on subsidy feedback. This study concludes that the policymakers should make more use of its belief and give effective feedbacks to the entrepreneurs.

This paper applies a spatial econometric model to measure the impact of environmental regulation on urban innovation capacity from a spatial interaction perspective by using panel data from 41 cities in the Yangtze River Delta urban agglomeration from 2009 to 2018. The study findings are as follows: first, environmental regulation has a significant positive impact on urban innovation capacity and a significant positive spatial spillover effect; second, innovation capacity has significant positive spatial dependence; third, city informatization level, government expenditures on science and technology, city economic scale, and industrial development level all positively affect the innovation capacity of neighboring cities and all have positive spatial spillover effects on the innovation capacity of neighboring cities; and finally, city expansion reduces the innovation capacity of a city and has negative spatial spillover effects on the innovation capacity of neighboring cities.
