The article analyzes the current state of environmental monitoring of atmospheric air near the construction or repair and construction works of the urban environment. The main direction of environmental monitoring in the context of local construction, i.e. the construction of housing complexes, micro districts where the construction site borders on already built and populated residential buildings, should be the control of air pollution, where special attention is paid to fine dust. Reliable monitoring of dust pollution in construction zones and adjacent territories is an important goal of improving the environmental safety of construction production.

The article analyzes methods for calculating the cost of environmental damage from construction work. Under the damage caused to the national economy by dust emissions from local construction and from other sources, they mean the additional costs necessary to eliminate the effects of air pollution. The analysis of the influence of fine dust particles emitted during repair, construction and decoration works air in the urban environment and the working area. Calculation methods and methods for the economic assessment of the cost of harm caused by construction production to the environment are proposed.

In the destruction of chemical weapons initiated in the Russian Federation in 1996, environmental safety issues played a key role in the creation of facilities for storing and destroying chemical weapons. The process of destroying chemical weapons is at the stage of eliminating consequences of activities and involving former destruction facilities in the economic turnover. The issue of development of safety systems is relevant. The purpose of the article is to study problems in the system of environmental safety insurance at chemical weapons destruction facilities and to identify possible ways of further development. The main methods used are analysis of information, induction, analogies, and generalization. The following conclusions were drawn: the environmental safety system fits into the system of safety insurance; the key subsystem is highly accurate and prompt environmental monitoring. Responding to the principles of the construction of head systems, complex monitoring systems were created at chemical weapons destruction facilities. The improvement of this subsystem can improve the environmental safety at these facilities; further development of the integrated environmental monitoring system requires the methods of data analysis and processing tools. Since the result of the monitoring system is information, its processing and interpretation is the most complex and time-consuming process. The use of modern information processing tools can reduce the time for an analysis, improve the quality, and create an information base for decision support systems in the environmental safety system. The research made it possible to outline further ways to improve the environmental safety systems at chemical weapons destruction facilities, which will further ensure the environmental safety and sustainability of chemical weapons destruction facilities and other potentially dangerous facilities that affect the environment.

The article deals with the development of the mobile environmental monitoring system and the peculiarities of algorithm design using aerospace technologies. The authors have proposed the methodology for designing the ecological risk zones based on the ranking methods of ecological indexes with the multi-criteria environmental safety assessment of the ecosystem, based on the use of multispectral characteristics of the space image. The methodology for defining the ecological risk zones has been proposed, which is based on the ranking methods of ecological indexes using one of cluster analysis tools – the hierarchy analysis method. The proposed approach can be efficiently used to define the ecological risk zones, choose the ways of the ecological rehabilitation of damaged areas and construct the prospective ecologically clean and safe regions. The proposed methodology for synthesizing the ecological risk zone based on the multi-criteria selection has been studied on the example of defining the most dangerous zone after the environmental monitoring. The article proposes the research and methodological basis, which helps to define the ecological risk zones directly based on the set of ecological indexes and turning the criteria into the complex (scalar) index. The prospective to develop the proposed approach is to improve it so that it could take into account the instability and stochasticity of the ecosystems under consideration. The authors have proposed to assess the risk of threats to the ecological, natural and technogenic safety of the regions. The intensity of emergencies has been statistically estimated in the article. The probabilities of the threatening environmental situation and safety functions of the considered ecological risk zone have been defined. The approach, considered in this article, will help to improve the efficiency of managerial decisions on ensuring the environmental safety, to find the best compromise between the contradictory quality indexes of system operation, to select and substantiate the priority directions for the development of complex ecosystems. The article provides the necessary research and practical recommendations for applying the mobile system of aerospace environmental monitoring.

Analysis of informational provision level of complex environmental monitoring system in surveillance zones of Ukrainian NPPs was carried out. It was established that different subsystems are used for solution of monitoring tasks. The systems are separated, heterogeneous, hardware-software incompatible, and aimed at observation and state assessment of specific components of the environment and natural resources. Such situation is not in compliance with the up-to-date European requirements and standards for environmental monitoring information systems in areas of influence of man-made facilities. It is demonstrated that solution of this problem is possible by developing an information and analytical expert system for evaluation of NPP environmental impact on the environment (EcoIES). The main tasks that will be solved by EcoIES and its specific functions during emergencies or corresponding emergency exercises were described. The main requirements for the system are consistency, openness, standardization and adaptation. Specific requirements are the completeness and hierarchy of information, comprehensive integration and rational use, semantic unity, compatibility of system components, integrated security. Three options of conceptual approaches to creation of EcoIES have been developed, each of which is characterized by its structure, level of hardware-software provision and organization of information exchange. The option, which to major extent is in compliance with the European requirements has been substantiated, and which allows to fully solve radiation and environmental safety tasks, as well as civil protection of population, territories and the environment in the surveillance zones of Ukrainian NPPs. Therefore, this approach is recommended for further practical implementation at NPPs in Ukraine. The basic scheme of structural organization and interconnections between the EcoIES and other subjects of environmental monitoring that are part of the State environmental monitoring system has been developed.

According to the distinguishing feature and requirement of vehicle environmental safety monitoring, the application of vehicle operating conditions monitoring with WSN technology is researched. In this paper, we propose a solution of vehicle driving environmental monitoring based on wireless communication network. Also, we will discuss the data acquisition, transmission technology, and the testing and analysis of applications with the WSN monitoring system we build.

In the article the authors attempt to determine environmental safety criteria in the field of construction activities. A comprehensive methodological rationale for environmental safety in the construction industry is given. The system of environmental monitoring, the criteria and conditions for its implementation, as well as the principles of environmental monitoring set out in environmentally friendly standards, are considered. Analysis of the environmental monitoring system at all stages of the construction products life cycle showed that departmental confusion impedes the development of environmentally oriented investment and construction activities. Under these conditions, it is necessary to create an independent structure focused on environmental protection. The transfer of maximum powers to it will make it possible to quickly solve the problems of environmental monitoring as part of the movement towards sustainable and balanced development of the country.

This research aims to develop an automatic unmanned aerial vehicle (UAV)-based indoor environmental monitoring system for the acquisition of data at a very fine scale to detect rapid changes in environmental features of plants growing in greenhouses. Due to the complexity of the proposed research, in this paper we proposed an off-board distributed control system based on visual input for a micro aerial vehicle (MAV) able to hover, navigate, and fly to a desired target location without considerably affecting the effective flight time. Based on the experimental results, the MAV was able to land on the desired location within a radius of about 10 cm from the center point of the landing pad, with a reduction in the effective flight time of about 28%.

In order to protect the components of monitoring, some measures should be taken when refuge chamber uses outside environmental monitoring system. This paper designs a kind of protective device for outside environmental monitoring system based on related theory analysis and coal mine environment. It can protect monitoring components from gas explosion shock wave. Meantime there is good contact between sensitive element and outside environment to guarantee the normal work of the monitoring system. Finally, this paper builds the model of protective device, and analyses its structural strength.
