This chapter reviews further basketball scandals from the 1980s and 1990s. As the professionalization and commercialization of college sports continued, gambling became increasingly accepted among college students. Since wagering on college sports was illegal in all states except Nevada, shady bookmakers reaped immense sums from the public's interest in betting on college football and basketball. By the early 1980s, the NCAA relied on the federal, state, and local governments to enforce and prosecute gambling-related crimes because the association, along with the conferences and colleges' athletic establishments, found it impossible to prevent game fixing. Most coaches had convinced the public that it was impossible to detect the rigging of basketball games, a viewpoint that only encouraged anyone wanting to fix games. A new generation of college student gamblers on sports would contribute to the decades-old scourge of game rigging, leading once again to federal and state investigations and prosecutions.

Social media platforms, such as Facebook, Twitter, Instagram, YouTube, and Snapchat, have become extremely popular; they serve as tools to connect individuals in a public forum. However, collegiate student-athletes use social media to send messages that may reflect poorly on their educational institutions. For example, student-athletes have posted profanity, obscene messages, compromising photographs, and even threatened the President of the United States while using social media. These messages create negative publicity for the college since athletics and student-athletes are a visible aspect of the institution. As such, inappropriate social media use has become a major concern with college athletic departments. Because the NCAA requires member institutions to adequately and consistently monitor social networking activity, colleges have responded to the actions by disciplining student-athletes that use social media negatively to voice their opinions; in some cases, this punishment has been as severe as actually dismissing the student-athlete from his or her team. But, how does this action impact the public relations of the athletic department? Further, does it subject the college to possible legal action?

Over the last two decades, there has been an increase in participation in intercollegiate sports with over 380,000 student-athletes participating in nearly 100 athletic conferences at 1,100 NCAA membership schools. Simultaneously, the professional development in the field of sport psychology has paralleled the public draw of competitive sports. This paper explores, from the university athletics departmental perspective, the opportunities as well as the challenges that clinical sport psychologists may encounter within this interesting and stimulating field. The sport psychologist’s training and expertise uniquely prepares him or her to play an important and rewarding role in the lives of coaches, student-athletes and all those who support them.

The Court of Appeals of New York held, in Council of the City of New York u. Giuliani, slip op. 02634, 1999 WL 179257 (N.Y. Mar. 30, 1999), that New York City may not privatize a public city hospital without state statutory authorization. The court found invalid a sublease of a municipal hospital operated by a public benefit corporation to a private, for-profit entity. The court reasoned that the controlling statute prescribed the operation of a municipal hospital as a government function that must be fulfilled by the public benefit corporation as long as it exists, and nothing short of legislative action could put an end to the corporation's existence.In 1969, the New York State legislature enacted the Health and Hospitals Corporation Act (HHCA), establishing the New York City Health and Hospitals Corporation (HHC) as an attempt to improve the New York City public health system. Thirty years later, on a renewed perception that the public health system was once again lacking, the city administration approved a sublease of Coney Island Hospital from HHC to PHS New York, Inc. (PHS), a private, for-profit entity.

In many respects, the least important part of the 1999 elections were the elections themselves. From the beginning of General Abdusalam Abubakar’s transition program in mid-1998, most Nigerians who were not part of the wealthy “political class” of elites—which is to say, most Nigerians— adopted their usual politically savvy perspective of siddon look (sit and look). They waited with cautious optimism to see what sort of new arrangement the military would allow the civilian politicians to struggle over, and what in turn the civilians would offer the public. No one had any illusions that anything but high-stakes bargaining within the military and the political class would determine the structures of power in the civilian government. Elections would influence this process to the extent that the crowd influences a soccer match.
