The article presents a substantiation of the necessity for an integrated (systematic) approach to solving the problems of road traffic injuries and research on the assessment of road safety criteria. The main regulatory documents - tools for reducing the road traffic accident rate in Russia - have been analyzed. The extent to which performance targets and indicators have to be improved is justified. The causes for the complication of the road transport situation are specified and factors of progressive increase of accidents are designated. The authors offer a comprehensive approach to solving the problems of accident rate reduction based on the use of system-forming indicators of road infrastructure to identify causes and factors, accident risk indicators and places of their concentration, a system of parameter assessment.

Every year we lose many young road users in road traffic accidents. Based on traffic accident data issued by the Indonesian National Police in 2017, the number of casualties was highest in the age group 15-19, with 3,496 minor injuries, 400 seriously injured and 535 deaths. This condition is very alarming considering that student as the nation's next generation lose their future due to the accidents. This figure does not include other traffic violations, not having a driver license, not wearing a helmet, driving opposite the direction, those given ticket and verbal reprimand. To reduce traffic accident for young road user, road safety campaigns were organized in many schools in Jakarta. This activity aims to socialize the road safety program to increase road safety awareness among young road users/students including the dissemination of Law No. 22 of 2009 concerning Road Traffic and Transportation. Another purpose of this program is to accompany school administrators to set up a School Safe Zone (ZoSS), a location on particular roads in the school environment that are time-based speed zone to set the speed of the vehicle. The purpose of this paper is to promote the road safety campaigns strategies by considering various campaign tools.

Tunnels are underground passages, placed horizontally, which serve to lead the road through them. In order to fulfill its purpose in road traffic, the tunnel must fit into the traffic infrastructure and as such not create an obstacle in movement and enable the movement of vehicles from entrance to exit without danger, but with increased restriction of freedom of lateral evacuation. Tunnels are among some of the most risky parts of the road network, primarily due to space constraints, where there is a possibility of a traffic accident. Managing the risks associated with the passage of road traffic, and in particular the safety of traffic in tunnels, is a serious problem in many countries. With the growing number of road users, it is necessary to adopt stricter standards regarding road tunnels. In addition to meeting these safety standards, factors such as operational requirements, economic efficiency, energy efficiency and state-of-the-art technology should also be taken into account when planning and equipping tunnels.

Introduction. Undesirable consequences of fast increase of the vehicle fleet are an increase in the level of accident rate and the number of deaths and injuries in traffic accidents (hereinafter accidents). The positive experience of other countries shows that objectives indicators for reducing the number of traffic accident victims by implementing reasonable measures to eliminate the dominant causes of accidents is the most effective way to achieve the desired result in improving traffic safety. Problem statement. Considering the enormous economic lost caused by traffic accidents, improving of traffic safety has been a priority in the policies of many countries around the world in recent decades. In this regard, the international community pays considerable attention to the development of targeted programs and implementation of traffic safety measures directed at preventing the road traffic injuries. In particular, on March 2, 2010, the UN General Assembly adopted Resolution No. 64/255 «Improving Traffic Safety Worldwide», which proclaimed the 2011–2020 «Decade of Traffic Safety Actions» to reduce deaths from injuries sustained as a result of traffic accident — by 50%. Ukraine, through which seven international transport corridors run [1], did not stay away from solving the common problem and joined in 2011 to the UN initiative regarding reducing the death rate due to traffic accidents by at least 30 % [2]. For evaluation of the achieved result, it is important to analyze the accident statistics and determine whether the planned results were achieved through the implementation of planned measures to improve traffic safety. Purpose. The article considers the dynamics of accident rate and the number of traffic accidents victims in Ukraine for the period 2011–2020, as well as analyzes the main causes of traffic accidents on the public roads, including roads of state importance, to evaluate the outcome of the Decade of Traffic Safety Actions and providing the recommendations for further decreasing of mortality on domestic roads. Materials and methods. The study used the method of statistical processing of data on the number of accidents and their victims in Ukraine and the method of systematic analysis of risk factors that contributed to the accidents. Results. It is determined that the total number of fatalities in traffic accidents for the period 2011–2020 decreased in Ukraine by 27.8 %, and on the public roads — by 44.0 %. However, considering that since 2014 there are no data on traffic accidents in Autonomous Republic of Crimea and partly in Donetsk and Luhansk regions, the indicator of decreasing of deaths per 100 traffic accidents and the result shows more modest achievements: in Ukraine it was possible to reduce deaths by 100 traffic accidents per 100 14 %, and on the public roads — only 5.4 %. Conclusions. Accident rate analysis provides an information basis for understanding the scale of the problem of traffic injuries, evaluating the results of implemented measures to improve traffic safety, the dynamics of positive or negative developments, and allows to plan reasonably the measures to improve road conditions to reduce mortality on roads.

Various traffic safety efforts that aimed to reduce the number of traffic accident victims on road. Traffic safety is a program to reduce the number of accidents either the consequences. Tendency of road accident causes are human factor, therefore is needed a system approach to handle traffic safety that include four aspects, that is 1) Process; 2) Infrastructure; 3) Management; 4) Coordination and integration. Safer road can not be achieved if only just using the strategy, but the capacity of institution is needed by coordination and integration amongst the ministries of the institution. Coordination and integration as a form of synergy among the ministries of the institution to handle the road safety conducted by sharing the role to handle various road safety related areas by using the Information Resources Information System – IRIS. Berbagai upaya keselamatan lalu lintas yang bertujuan menurunkan korban kecelakaan lalu lintas di jalan. Keselamatan lalu lintas merupakan suatu program untuk menurunkan angka kecelakaan beserta seluruh akibatnya. Kecenderungan penyebab kecelakaan lalu lintas adalah faktor manusia, sehingga diperlukan pendekatan sistem dalam penanganan keselamatan jalan yang mencakup empat aspek, yaitu: 1) Proses; 2) Infrastruktur; 3) Manajemen; 4) Koordinasi dan integrasi. Keselamatan jalan tidak dapat terwujud hanya dengan menggunakan strategi, namun dibutuhkan kapasitas kelembagaan melalui koordinasi dan integrasi antar kementerian lembaga. Koordinasi dan integrasi sebagai wujud sinergitas antar kementerian lembaga dalam penanganan keselamatan jalan dilakukan dengan berbagi peran dalam menangani berbagai bidang yang terkait keselamatan jalan dengan menggunakan sistem informasi sumber daya informasi (Information Resources Information System-IRIS).

The article analyses the data on road traffic accidents in Lithuanian main and interurban road networks in the years 2002–2006. The road network is divided into 341 road sections. The surrounding area and road parameters of each of the sections are measured. Then, the dependence of traffic accident rate on the parameters is studied and described using linear and multiple regressions. The equations are built using 90% of the available data and tested forecasting traffic accident rate for the rest of 10% of the data comparing the obtained results with the real data.

Hefei is the largest city in Anhui Province, and its traffic volume is increasing day by day, and traffic accidents will follow. Therefore, aiming at the traffic road safety problems in Hefei, this paper investigates and analyzes the causes of road traffic accidents in Hefei by visiting questionnaires and collecting data, and concludes that drivers’ driving behavior is an important factor leading to traffic accidents, such as driving and calling, changing lanes and overtaking in a hurry, etc. With the increase of traffic demand, it is necessary for relevant departments to make corresponding measures to reduce the traffic accident rate through investigation and analysis, so as to improve the safety ability of road traffic and further ensure the safety of citizens’ lives and property.

Based on the statistics of road accidents and calculations made, the level and severity of the consequences caused by the violation of the speed limit by the driver is established.

The level of road safety in Ukraine cannot be estimated as high. According to the reports of the Patrol Police, in Ukraine in recent years, on average, 3.5 thousand people die from road accidents every year. An increase in the level of road transport safety determines the development of a theoretical basis for legislation to ensure the prevention of offenses, primarily criminal ones. The criminological legislation in the field of road safety can be such a theoretical basis. The legislation, the norms of which are aimed at ensuring road safety, is significantly branchy and widely held in norms of laws of different legal force, forming, on the one hand, a large layer of legal norms, and on the other, laying the foundations for the prevention of offenses in this area. Criminological legislation in the field of road safety is a separate structural element of the criminological legislation of Ukraine. The subject of legal regulation in this case is public relations in the field of regulation of the prophylaxis and prevention of offenses (both administrative and criminal) in the provision of road traffic. According to their functional purpose, the norms of the criminological legislation of Ukraine in the field of road safety can be divided into conceptual, programmatic, regulatory and preventive ones. Conceptual norms include the norms through which the system of views and constructive ideas of the state about the road safety improving is revealed. The program norms of criminological legislation in the field of road safety include the provisions of documents aimed at the implementation of conceptual norms. Regulatory norms are the norms of legislation aimed at observing the rules, norms and standards for the operation of transport, ensuring the rules for organizing road safety and other prescriptions that determine the rules for road users. Preventive provisions include the norms of administrative and criminal legislation that determine responsibility for violations in the field of road safety and transport operation, thereby performing prophylactic and preventive functions.

We come up with the use of traditional methods in recording road traffic accidents that occur on highways, which makes the YTH analysis several difficulties and shortcomings. The analysis of YTH s has been shown to be effective in the use of Geoinformation systems. In conclusion, it can be noted that international experience shows that in recent years in European countries with well-developed motorization with high GDP and the level density of the road network, a national policy, and programs in the field of road safety in the medium and long term, in addition to the General problems and methods of their solutions, identifies targets, characterizing the level of road safety. This must include experience in implementing similar programs in other countries with a similar rate of car ownership, income level of the population, the condition, and development of the road network. The level of development of the road network, which is characterized by compliance with the total length, density, distribution of roads by functional value and categories, socio-economic needs of society in road transport, plays a significant role in the formation of accidents.
