LANGUAGE NOTE | Document text in English; abstract also in Chinese.Due to the developed economics during the last few decades, increasing demand for leisure services in Hong Kong cannot be denied. The main purpose of this study was to understand the perceptions of quality on service providers from the respective participants. Six participating settings (two public, two non-profit and two commercial) were invited to participate in this study. A total of 350 respondents completed the SERQUAL instrument (either English or Chinese). The findings indicated that participants’ perception of the recreation quality (five dimensions - reliability, responsiveness, assurance, empathy and tangibles) in commercial setting was better than public or non-profit organization. It is important for us to identify a number of keys to pursue excellence and meet the changing needs.隨著過去數十年的經濟發展,香港人對於康體服務的素求亦不斷增加。本研究之主要目的是探討本地參加者對康體服務之印象。總共有六個機構(包括兩個公營、兩個非牟利及兩個商業被邀請參予這研究;總共有三百五十位參加者回應英文或中文版之SERQUAL問卷。研究結果顯示商業機構所提供之康體服務質素的評分較高,研究結果亦加深我們確定追求卓越之服務質素,與時並進之要素。

The increasing demand for cloud computing has shifted business toward a huge demand for cloud services, which offer platform, software, and infrastructure for the day-to-day use of cloud consumers. Numerous new cloud service providers have been introduced to the market with unique features that assist service developers collaborate and migrate services among multiple cloud service providers to address the varying requirements of cloud consumers. Many interfaces and proprietary application programming interfaces (API) are available for migration and collaboration services among cloud providers, but lack standardization efforts. The target of the research work was to summarize the issues involved in semantic cloud portability and interoperability in the multi-cloud environment and define the standardization effort imminently needed for migrating and collaborating services in the multi-cloud environment.

Purpose This paper aims to discover why such a public partnership project had been successful with a non-profit third-party alliance such as a smart city consortium (SCC) promoting smart city development. Design/methodology/approach This descriptive case study is primarily based on analysing data collected from various texts, public statements, media interviews and three semi-structured interviews with key members involved in the Covid-19 dashboard project. Findings The data and analysis reviews that both interpersonal and interorganisational trust, dedication and proactiveness of the leaders at SCC were major contributing factors to why SCC was able to partner with the Hong Kong Government in the Covid-19 dashboard in the first place and that the success was also a direct outcome of effective mass collaborative knowledge management activities. Research limitations/implications The research in leadership attributes and activities in the non-profit alliance has been few and this collaborative partnership between the alliance and the government is an example of the importance of further research in smart city leadership. Practical implications In deploying projects for mass collaboration and knowledge sharing in smart city development (which is multi-disciplinary in nature). there are still many new and evolving organisational practices and leadership matters that many business leaders and city managers can learn from. Social implications Smart city development projects involve the notion of sharing data in an open environment enabled by software and mediating tools. Successful projects such as this Hong Kong Covid-19 dashboard which serves a diverse audience can further promote the importance of an open data policy regime for the benefit of the public. Originality/value This case study covers a highly original and unique case study with the leaders at the SCC and representatives from the Hong Kong Government.

Purpose To examine the nine common areas of non-compliance in managing investment funds and discretionary accounts, detailed in a Hong Kong Securities and Futures Commission (SFC) circular dated September 15, 2017, directed at SFC-licensed asset managers. Design/methodology/approach Discusses a July 2017 circular indicating the SFC’s general concerns and analyzing the following nine common areas of non-compliance cited in the September 15, 2017 circular: (1) inappropriate receipt of cash rebates giving rise to apparent conflicts of interests, (2) failure to follow investment-suitability and discretionary account mandates during solicitation, (3) failure to implement liquidity-risk management processes, (4) deficiencies in governance structures and fair-valuation procedures, (5) deficiencies in systems for ensuring best execution, (6) failure to safeguard fair order allocation, (7) inadequate controls for protection of client assets, (8) inadequate systems to comply with investment restrictions, and (9) inadequate safeguards to address market misconduct risk. Findings The nine examples of non-compliance provide a useful insight into key “problem areas” indicated to currently be of particular concern to the SFC. Practical implications All SFC-licensed asset managers would be well advised to revisit their internal governance structures and operational policies and procedures in order to ensure that they are compliant with applicable standards and requirements. Originality/value Practical guidance from a lawyer with extensive experience advising investment managers and advisers, fund administrators, trustees and other fund service providers on investment fund-related issues.

Purpose This paper aims to identify the factors that affect facilities management (FM) service outsourcing. Design/methodology/approach Five focus group discussions (FGDs) were conducted for this study. A total of 25 professional FM managers were invited to participate in the FGDs. The qualitative data collected from the FGDs were analysed with the coding method. Findings FM managers commonly regard that tight budget constraints and the absence of strategic planning are two important factors that affect FM service outsourcing. Tight budget constraints reflect that clients control their service providers by constraining budgets, which creates a series of inefficiencies in the outsourcing process and thus lead to adverse outsourcing relationships. A series of strategies are recommended to deal with the challenges posed by budget constraints and the lack strategic planning. Research limitations/implications Twenty-five Hong Kong-based FM managers were interviewed for this study. The empirical data collected mainly reflects FM service outsourcing in Hong Kong. It is important to test the findings with a bigger group of FM managers from other regions. Originality/value The managerial significance of FM service outsourcing has not yet been valued in practice. This study draws academic attention to FM service outsourcing practice and provides practical opinions from FM managers. Also, this study adopts the FGD method in data collection, which extracts to a maximum degree of authentic opinions from practitioners.

Developmental state used to be and is still regarded as a very practical theory to explain why Four Asian Tigers-Taiwan, South Korea, Hong Kong, and Singapore enjoyed almost averagely double-digit economic growth rate each year from 1970 to 1990 as well as East Asian economic development. However, developmental state theory couldn’t tell why South Korea and Singapore’s economic development had done much better than Taiwan and Hong Kong’s in terms of GDP per capita after 2003 and 2004 respectively. The aim of the study is trying to use national identity perspective to explain why it happens like this, since Four Asian Tigers’ economic development more or less was troubled by national identity issue. The major difference between these two groups is that South Korea and Singapore have done better in dealing with national identity issue than Taiwan and Hong Kong.

This paper considers the risks and opportunities inherent in a major national change process through a descriptive approach to the implementation challenges for Australian non-profit disability service providers as they grapple with the implementation of the transformational National Disability Insurance Scheme (NDIS). It highlights the leadership challenges associated with the newly developed NDIS Implementation Framework and, in doing so, recognises the risk and opportunity issues contained with that implementation process. The research used grounded theory coupled with framework analysis in a qualitative study that, in part, sought to identify leadership characteristics deemed necessary to minimize risks, capitalize on opportunities, and support positive change outcomes leading to successful NDIS implementations amongst several participating organisations, each with differing demographics and at different stages in the implementation process. The findings, which have been grouped into phases, suggest a range of leadership attributes at key phases of the NDIS implementation that are necessary to minimise implementation risks and maximise opportunities associated with the NDIS. These phases have been identified as: (i) An input phase where the emphasis must be on internal change preparedness and external environmental impacts and drivers; (ii) A process phase where the emphasis is on direct implementation issues; and (iii) An outcomes phase where active consideration needs to be on organisational mission sustainability, as well as the risk and opportunity challenge. The study is crucial in revealing leadership challenges and lessons for large scale change and risk management in the non-profit sector, within and beyond the specific case of Australia’s NDIS implementation, useful for both scholars and practitioners.

This chapter evaluates whether austerity can be interpreted as a continuation of an established neoliberal ideology or as a not-to-be-wasted opportunity that is unique to a particular era in time. Using the case of the Irish Non-Profit Voluntary and Community Sector (NPVCS), it draws on a qualitative-based empirical study within the sub-sector of Physical and Sensory Disabilities, built around two principal service providers. The chapter argues that government funding and service-level agreements created the conduit for New Public Management (NPM)-orientated thinking and practices to enter the sector and exert downward pressures on how it manages people and work. Coincidentally, this conveniently aligned with austerity ideology and gave new impetus to NPM. The findings show strong evidence of NPM-orientated changes in work and human resources management, propelled by strong isomorphic pressures that had accelerated and intensified during the era of austerity. The study uses the explanatory lens of institutional theory and labour-process theory to explicate how the state–NPVCS relationship became institutionalized through the isomorphism of NPM and how austerity reinforced and expedited this process.

As global population growth continues, the rapidly increasing demand for food and the environmental impact of this demand is a growing concern. Most food in Hong Kong is imported, which has implications for the associated environmental footprint. The carbon and water footprints (CF and WF) of the average Hong Kong diet were estimated from available sources and compared to well-accepted sustainable diets to characterize environmental sustainability. The total CF was 5701.90 g CO2-eq per capita/day, and the WF was 4782.31 L per capita/day. While meat products contributed only 22% to the weight, they were responsible for 57% and 53% of the total CF and WF, respectively. The impacts of the Hong Kong diet were greater than those of well-accepted sustainable diets, possibly due to the heavy consumption of meat and the import of foods. This confirms an urgency to increase environmental awareness among Hong Kong’s consumers and make interventions toward the adoption of sustainable, plant-based diets.
