The purpose of this study is the realization of the performance achievements of program plans and regional priority activities that have been targeted in the North Sumatra Province Regional Work Plan (RKPD) 2019. To evaluate public policies, it is necessary to measure the success of public programs and policies (effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy) Accuracy indicators are the most successful to be used in measuring the level of consistency. Meanwhile, the success of the Equity indicator is very difficult to measure, considering that the amount of the budget for programs and activities is not the same. The research design used in this study is a combination of qualitative and quantitative approaches with a dominant-less dominant design model. The results of the data obtained were carried out using descriptive-analytical methods. The results of the study showed that by looking at some of the standards used to evaluate the results of the North Sumatra province's RKPD Implementation in 2019 it showed a very good value. Evaluation of the results of regional development plans aims to achieve conformity between regional development achievements and established performance indicators. The performance indicators in question are performance indicators determined at the national, provincial, and district/city levels. So far, the measurement used by BAPPEDA of North Sumatra Province in evaluating development planning is only based on budget realization.

This article aims to identify and analyze the rule of law, the role and constraints faced by the Bappeda of North Sumatra Province in regional development. 70 of 2019 concerning Local Government Information Systems. This type of research is normative by using qualitative analysis. The results of the study found that the legal regulations for regional development planning are regulated in Law Number 25 of 2004 concerning the National Development Planning System and Minister of Home Affairs Regulation number 54 of 2010. The North Sumatra Bappeda has a role in formulating technical policies, regional development planning, research and development starting from the strategy, policy direction, macroeconomic framework, development of regulatory framework, institutions and funding in accordance with the policies determined by the regent based on the prevailing laws and regulations.

This paper examines the seasonality and stochastic cycle associated with GDP growth in Nigeria using two measures of filter. Our findings include, that the Christiano & Fitzgerald (2003) filter removed low-periodicity stochastic cycles associated with output growth in Nigeria compared to the Hodrick Prescott filter. The smoothed GDP trend further revealed that growth in Nigeria was higher but unstable in periods of development planning than in periods without development plans. This suggests that development planning in Nigeria was not accompanied by judicious mix of fiscal and monetary policy in the 1980s/1990s. Likewise, effort to achieve sustainable growth and development, since the return to democracy in 1999, has not been accompanied by effective planning. To achieve inclusive development therefore, there is the need to return to development planning in order to address the destruction meted by insurgents in the North east and the lack of inclusiveness in Nigeria’s growth observed in recent times.

Law Number 23 Year 2014 concerning Regional Government expressly wants that in this era of centralized regional government system towards decentralization, regional government and the community as well as all stakeholder components. The government must be able to direct various policies in the form of a framework for the implementation of regional autonomy policies at a point of accelerating the welfare of society through improving public services and optimizing the participation of the community in the process of regional autonomy in development.The author in this study wants to examine and analyze further the urgency of regional development planning in the era of regional autonomy and the obstacles and strategies for implementing regional development plans in the era of regional autonomy.The research method used is normative legal research, namely legal research carried out by examining library materials or secondary legal materials while the problem approach is carried out using a legal approach and conceptual approach.Development planning in a country or society that can be cultivated starting from the economy, natural resources. Human Resources and Infrastructure because the output of regional development planning is that local governments must encourage the achievement of a development plan based on regional planning. The preparation of the plan will always face obstacles in the form of unwillingness and the inability of the compiler to capture the philosophy and autonomization of the region. Subject. This article analyzes the changes in poverty of the population of the Russian Federation. Objectives. The article aims to identify macroeconomic variables that will have the most effective impact on reducing poverty in Russia. Methods. For the study, I used the methods of logical, comparative, and statistical analyses. Results. The article presents a list of macroeconomic variables that, according to Western scholars, can influence the incomes of the poorest stratum of society and the number of unemployed in the country. The regression analysis based on the selected variables reveals those ones that have a statistically significant impact on the financial situation of the Russian poor. Relevance. The results obtained can be used by the financial market mega-regulator to make anti-poverty decisions. In addition, the models built can be useful to the executive authorities at various levels for short-term forecasting of the number of unemployed and their income in drawing up regional development plans for the areas.

Facilitation of Development Planning is very urgent and vital as an instrument to increase effectiveness in building synergy in terms of regional development in accordance with the mandate of the law on national development planning, namely in accordance with Permendagri Number 86 of 2017. Kendal Regency Facilitation Process by the Central Java provincial government those that have been implemented well will produce legal products that are able to explain the central government's development programs and there will not be problems in the future. The problems of Regional Development Planning, which have been carried out by the Central Java provincial government, are still much sought to be in accordance with the conditions and needs and well implemented in accordance with the laws and regulations, the need for a better solution to avoid future problems ; Time problems that are less effective, and so that scheduling is done in great detail and in a short amount of time, to improve the performance and effectiveness of facilitation. Regarding the issuance of the Minutes is not quite right than the issuance of the Governor's Decree, the Javanese provincial government should be publishing the provisions of the results of facilitation that have been carried out.The Kendal Regency Government also seeks to ask the provincial government to establish a governor's decree so that it can form the basis of the legal umbrella of regional development planning, which is in accordance with the substance of the Minister of Home Affairs Regulation No. 86 of 2017, relating to the Regional Development planning process in Kendal District, which was previously in 2016 has been amended by the new regulation by referring to Permendagri regulation No. 86 of 2017, Kendal District Government seeks to ask the Governor of Central Java as the provincial government to provide facilitation that is in accordance with Kendal Regency characteristics, with reference to the effectiveness of the time given so that the bureaucracy that is built can be effective and efficient.Keywords: Facilitation, Juridical, Regional Development Planning
