Problematics Juridis Facilitation In Regional Development Planning Process (Study of Kendal Regency Research and Development Planning Agency)

Facilitation of Development Planning is very urgent and vital as an instrument to increase effectiveness in building synergy in terms of regional development in accordance with the mandate of the law on national development planning, namely in accordance with Permendagri Number 86 of 2017. Kendal Regency Facilitation Process by the Central Java provincial government those that have been implemented well will produce legal products that are able to explain the central government's development programs and there will not be problems in the future. The problems of Regional Development Planning, which have been carried out by the Central Java provincial government, are still much sought to be in accordance with the conditions and needs and well implemented in accordance with the laws and regulations, the need for a better solution to avoid future problems ; Time problems that are less effective, and so that scheduling is done in great detail and in a short amount of time, to improve the performance and effectiveness of facilitation. Regarding the issuance of the Minutes is not quite right than the issuance of the Governor's Decree, the Javanese provincial government should be publishing the provisions of the results of facilitation that have been carried out.The Kendal Regency Government also seeks to ask the provincial government to establish a governor's decree so that it can form the basis of the legal umbrella of regional development planning, which is in accordance with the substance of the Minister of Home Affairs Regulation No. 86 of 2017, relating to the Regional Development planning process in Kendal District, which was previously in 2016 has been amended by the new regulation by referring to Permendagri regulation No. 86 of 2017, Kendal District Government seeks to ask the Governor of Central Java as the provincial government to provide facilitation that is in accordance with Kendal Regency characteristics, with reference to the effectiveness of the time given so that the bureaucracy that is built can be effective and efficient.Keywords: Facilitation, Juridical, Regional Development Planning

One of government policies to alleviate poverty was through a Family Hope (Keluarga Harapan) Program. This Family Hope Program delivered cash grants to poor households who met some certain conditions and criterion. This was to improve the well-being and education of Family Hope’s recipients and members of family. This study intends to review and analyse Planning, Budgeting, Implementation and Evaluation processes of Family Hope Program in the municipality of Jayapura. This Research used a descriptive statistics. The study found that the planning process of Family Hope Program was prepared by Government of Jayapura Social Work Unit. Also, the budget came from the central government through Ministry of Social Affairs. The Family Hope Program grants payment was made through Post Office in Jayapura. Meanwhile, the evaluation for Family Hope Program arranged Provincial Government through its Social Work Unit, the Ministry Of Social Affairs and National Development Planning Agency Key Words :Poverty, Family Hope Program, Prerequisite Cash Grants

Tourism represents a complex multi-actor system. The successful sustainable development of tourism areas requires all stakeholders’ support and a map of the strengths, the relations, and the interests of stakeholder actors to determine appropriate institutional policies. This study aims to map stakeholders’ character at the Kedung Ombo tourism area development as a favorite potential destination in Central Java, Indonesia. Data collection used the focused group discussions method. The data analysis used was the Mactor method. This research shows that the Pemalijuana River Flow Management Office, the Indonesian State Forest Company, and the Regional Development Planning Agency were the dominant actors. The Department of Youth, Sports and Tourism, College, village government, the youth organization, and business people are relay actors. College is an autonomous actor; meanwhile, the youth organization, local government, and community are actor-dependent. The Regional Development Planning Agency Department of Youth, Sports and Tourism, college, village government, youth organizations, and business people are convergent actors who can build strong alliances. The support of BBWS Pemali Juana and Perhutani to collaborate is needed to succeed. The research findings are the basis for making a participative institutional design for the Kedung Ombo tourist area’s success and sustainability.

Participatory planning is a necessity. Unfortunately, participatory planning has various problems that make it ineffective. Human resource capacity as an input factor for participatory planning is still inadequate. The participatory planning process has not optimized the best way of producing the outputs that are needed by the community. Spatial aspects of planning, activities in the space, and budgeting must be aligned. However, empirical facts show the inconsistency of development planning. The purpose of this study is to analyze the relationship between community participation in planning and regional development performance through spatial planning, development, and budget planning alignment, as the mediating variable. This study explore measurement of all three variables using quantitative indicators. The results of this study, using SEM PLS, indicate that the direct relationship of community participation and the performance of infrastructure development is significant if it does not include the mediation variable.  Process, results of participatory planning, alignment of spatial and development plans, and alignment of strategic plans with work plans are significant variables. Therefore, local governments need to make efforts to improve participation processes in spatial planning and development so as to improve the regional development planning alignment and performance

This study aims to find out (1) the relevance of the mandate of the 1945 Constitution of the policy and legal development in GBHN RPJPN, (2) to the normative strategies of national development planning process in the period of the state system before and after amendment to the Constitution of 1945.  This study used a qualitative approach with a descriptive-comparative method. The results showed that (1) the formulation of policy towards development of the law, both the artifacts in the Guidelines of State Policy and RPJPN models, can be said to be substantially relevant to mandate of the Constitution, which applies in the context of each period; (2) there are fundamental differences in strategy formulation nomatif RPJPN GBHN with the preparation. This fundamental difference is the logical consequence of the amendments made to the Constitution of 1945 in the history of the Indonesian nation state system.

Local wisdom is seen as something that contains goodness for the lives of the people who embrace it. With the development of local industries, local excellence will become the potential for specific resources that are part of the scope of regional development planning. In one regional community in Gresik district, the community weaves traditionalist sarong and strongly holds local traditions which it considers as a legacy from their ancestors. From a tradition within a group / community comes the character in the group, this trait gives rise to local wisdom, namely; religious Islam, Mutual Cooperation and Panggungan (souvenirs) are inherent in the hospitality of the community in Gresik Regency which is pursued as a terminology in driving Small businesses in Gresik that continue to develop with the help of the Gresik district government

This paper aims to analyze whether Coordination and synchronization of programs or activities and budgeting in regional development planning agency is possible. Lack of synchronization and coordination between SKPD externally so as to affect the quality of development planning. The Relationship Between Strategic Planning and Budgeting Is expected to play a role other than as a control tool, but it can also be used as a performance quality appraisal tool, as well as a tool for the realization of a clean and authoritative government (good governance). There are relationship between strategic planning in Regional Development Planning Agency of sukabumi city  (Renstra) and its budgeting. The relationship particularly can be seen in the flow of Renstra (from vision to activities) and the achievement from targets.

<p>Implementation of local government as regulated by Law Number 23 Year 2014 contains three functions. The first function is the planning of activities of local government tasks that are acceded by the Regional Development Planning Agency (Bappeda), the second function is the implementation of the tasks of local government that are represented and implemented by the Regional Device Organization (OPD) in the local government, and the third function is supervision the implementation or implementation of local government implemented by the Regional Inspectorate as the supervisor of the local government. Internal supervision (Inspectorate) is formed in order for the implementation of loca <br />government tasks that are run by all existing regional devices can run well, effective, efficient and effective on target according to predetermined plans.  herefore, the Inspectorate's role in overseeing the tasks of all the Regional  ApparatusOrganizations in the local government is very important. In order to obtain an effective supervision, it is necessary to meet two principles of supervision, namely first, is the existence of a specific plan and the giving of instructions; second, giving clear authority to subordinates. The first basic principle is a must, because the plan is a standard, a measure of the work performed by subordinates. If this principle is well executed, then the implementation of good local government will be achieved well too.</p>

The imbalance between the land supply and the need for land, has caused many problems, sometimes the problem is very difficult to find a solution. With the redistribution of the TORA program in the Southeast Sulawesi province, it helped to slow down the problem slowly. Problems that often occur in the TORA program are generally narrow and unequal land ownership, land conflicts, legal inconsistencies, and damage to natural resources. To that end, the implementation of landreform activities in support of the TORA program in Southeast Sulawesi Province is a synergy of programs from the Central Government which is coordinated with the local Regional Government, in this case the Forestry Service, Forest Area Strengthening Agency, National Land Agency, Regional Development Planning Agency, Cipta Karya Construction and Design, Department of Agriculture and Animal Husbandry in the Southern Province. So that the true purpose of the Agrarian Reform is to restructure the structure of ownership, use and utilization of agrarian resources, especially land by the state as the basis of national development to realize a more equitable agrarian structure for all Indonesian people, in this case the people of Southeast Sulawesi Province.

SEZ (Special Economic Zone) is one of the government's policy programs in national development planning. Reliable and excellent business and investment activities are the main objectives of the Special Economic Zone policy. Promotion strategy in attracting investors interest continue to be enhanced by Palu City Government. The purpose of this research is to know the efforts made by Palu City Government in pushing Palu Special Economic Zone to potential investors. The method used is qualitative method with case study approach. The results of this study indicate the interest to attract investors to do personal selling done by direct communication between the Government of Palu City and Central Sulawesi Provincial Government with potential investors. Finally constructed suggestions for the strategy of promotion of Special Economic Zones to attract potential investors to invest in Special Economic Zones.The contribution of this research is to provide insight on personal selling with potential investors done by the government of Palu and the Central Sulawesi province.
