On Friday 15th March 2019, a white Australian man armed with assault weapons attacked Muslim worshippers at two mosques in Christchurch, New Zealand.  Fifty-one people were murdered. Another 49 were injured. Families and their communities were devastated. Almost a year later, they are evermore deeply into the hard, impossibly sad process of recovery. The city of Christchurch, still reeling from the catastrophic earthquakes of 2010-2011, took the blow to its determinedly imperturbable façade hard, but is now moving on. Aotearoa New Zealand likewise. Staged as a series of performances, the attack and its aftermath were also acutely performative. The gunman transmitted the images and sounds of his white-supremacist-fuelled, assault-weaponized violence via livestream on Facebook: himself the protagonist, his victims the unwitting antagonists in a filmed performance for an unseen audience. In response, Prime Minister Jacinda Ardern immediately took centre-stage: meeting the media, comforting the victims, commending the first responders, and leading two commemorative events on public platforms set up in the park across from Masjid Al Noor, the primary target. There were other, more ad hoc, performances, too, including haka (ritual chant/dance) by school groups, gang members and other odd individuals in front of Masjid Al Noor. Almost immediately after the mosque murders, plans for films, television specials and serials, and theatre performances began proliferating exponentially. This essay reflects on questions of performance and performativity in the wake of the mosque murders.

On Saturday 21 March 2020, Prime Minister Jacinda Ardern announced a 4-level alert system around the rise of covid-19 coronavirus in Aotearoa New Zealand. At that time there were 52 confirmed cases in New Zealand. On Monday 23 March, Ardern announced New Zealand would move to Level 4 and full lockdowni at midnight on Wednesday 25 March. Full lockdown in New Zealand meant exactly that. Everyone working from home, unless they were deemed essential workers. Retail outlets all closed. No travel unless essential. No interactions with people outside of your household—your “bubble”.In my role as Continuing Professional Development Coordinator, I connect with social workers regularly by way of webinars. We have begun using Zoom to hold discussions and consultations. I decided to set up a Zoom meeting for social workers to talk about what was happening in their workplaces, what their colleagues were talking about, how they were adapting their work.

Racism in the Aotearoa New Zealand media is the subject of scholarly debate that examines how Māori (Indigenous Peoples of New Zealand) are broadcast in a negative and demeaning light. Literature demonstrates evolving understandings of how the industry places Pākehā (New Zealanders primarily of European descent) interests at the heart of broadcasting. We offer new insights by arguing that the media industry propagates a racial discourse of silencing that sustains widespread ignorance of the ways that Pākehā sensibilities mediate society. We draw attention to a silencing discourse through one televised story in 2018. On-screen interactions reproduce and safeguard a harmonious narrative of settler–Indigenous relations that support ignorance and denial of the structuring force of colonisation, and the Television Code of Broadcasting Practice upholds colour-blind perceptions of discrimination and injustice through liberal rhetoric. These processes ensure that the media industry is complicit in racism and the ongoing oppression of Indigenous peoples.

On 15 March 2019, a white supremacist gunman shot dead 50 Muslim worshippers at two mosques in Christchurch, Aotearoa, New Zealand. His actions changed forever the safe haven known as ‘God’s Own’. New Zealanders were shocked that such an event had happened here. Many Kiwis believed the nation to be safe, given its geographic isolation from the terrorist targets of Europe and the United States of America. However, the atrocity has exposed an unhealthy underbelly that has long permeated New Zealand’s socio-culture. Racism and discrimination have forefronted ensuing conversations. This article explores the nation’s history of discrimination preceding the terrorist attack. In doing so, we expose something subtly denied: that New Zealand is not the egalitarian land of milk and honey that many Kiwis believed it to be. We suggest that the terrorist attack not only highlighted the nation’s discrimination but also provided its liminal moment. Part of that liminality was Cat/Yusuf Steven’s performance, in Christchurch, of ‘Peace Train’. We compound our exploration of Aotearoa New Zealand’s history of discrimination by asking how the lyrics of ‘Peace Train’ provide a way to view our past and provide an opportunity to perceive a way forward for the nation, given the tragedy of terrorism. We suggest that ‘Peace Train’ is a metaphorical illumination of the nation’s liminality, and that it provided a road map of unity that helped to guide many Kiwis in understanding and coming to terms with not only what had happened but also a future view of how Kiwis might see themselves.

What is the state of play for science advice to the government and Parliament? After almost ten years with a prime minister’s chief science advisor, are there lessons to be learnt? How can we continue to ensure that science advice is effective, balanced, transparent and rigorous, while at the same time balancing the need for discretion and confidentiality? In this article, we suggest that the hallmarks of good science – transparency and peer review – can be balanced against the need to provide confidential advice in an Aotearoa New Zealand context. To complement the advice to the prime minister, an expanded role for the Royal Society Te Apärangi would support public and parliamentary understanding of science and science issues relevant to policy.

Without fiscal pressure, but with a clamor for re-engineering and service reform reverberating, the usually progressive Seattle began an improved labor-management relations effort through a series of project teams sponsored by departmental joint-labor management committees. The aim was to save costs and improve service. Unlike the other examples in this issue, Seattle didn't start with bargaining improvement or conflict resolution in mind, nor did it begin with a large and visible project like health care or a civic arena. Seattle started with a simple but ambitious plan, sponsored by labor and management, to create the capacity to set up well-structured ad hoc joint teams to attack potential savings and improvements under the umbrella of joint committees in each department. Cost savings and improvements came from such diverse services as the electric utility, the parks department, fleet maintenance, the municipal court and animal control. The resulting Employee Involvement Committees can discuss any issue, other than wage and benefits, that relates to services improvement. A citywide oversight committee helps to share lessons and to help put issues relevant to bargaining into play in the proper forum. With the help of a U.S. Federal Mediation and Conciliation Service (FMCS) grant, Seattle and the coalition of unions jointly built training and administrative capacity to ensure success. The grant and the city support expanded the number of management and union leaders involved with constructive problem solving. Over two dozen involvement committees were launched and made progress within a year, and many departmental joint committees were started or revitalized. The results of the EICs and related arrangements led to and created enthusiasm for expansive changes in the labor-management relationship. These innovative arrangements were also expected to affect the bargaining climate and a broader range of workplace, service and cost items. In a dramatic broadening of these early efforts, the city formed a city-level Labor Management Leadership Committee with key representatives from the city council, the mayor's office and cabinet department. The Seattle example, partly an alternative to managed competition, shows the possibilities in starting small, building capacity, focusing on service through joint efforts, and seeing the expanded trust moving to other aspects of the relationship and creating greater opportunities for improvement. This jointly authored perspective brings insight to understanding how the EICs became a successful event and an effective catalyst for broader change.

Covid-19 has surfaced a number of educational issues in New Zealand schools and universities. Many schools and universities were able to move all teaching online within a short time. However, this flexibility was not shared by all educational institutions, or all students. Students from vulnerable communities did not enjoy the same access to learning as those from more affluent schools. The mental and emotional health of many learners, their families and teachers suffered from feelings of isolation. When the national borders closed to international students, departments set up to support their academic language learning have closed. This leaves emergent bilinguals without the linguistic support promised in the New Zealand Curriculum. This in turn endangers the academic success of another vulnerable community.

For more than two decades, diversity has been a growing mantra for the New Zealand news media. Initially, the concept of biculturalism—partnership with the indigenous tangata whenua—was pre-eminent in the debate, but as the nation’s Pasifika and ethnic media have flourished and matured and demographics have rapidly changed, multiculturalism has become increasingly important and challenging. The regional media relationship in the context of contested notions such as the ‘arc of instability’ and the impact of coups and crises on journalists has become critical. Projected demographics by Statistics New Zealand indicate that the country’s Asian population will almost double by 2026. The Pasifika and Māori populations are also expected to grow by 59 and 29 per cent respectively. Māori, Pasifika and ethnic media in Aotearoa/New Zealand are also steadily expanding with implications for the media industry and journalism educators. This article examines the regional trends and how initiatives such as the Pacific Media Centre and new journalism courses with an emphasis on diversity are addressing the challenges.

This research note briefly explores both the pre-attack and post-attack language employed by New Zealand’s security agencies and the New Zealand Prime Minister, specifically with regards to the terms ‘extremism’ and ‘terrorism.’ It demonstrates that throughout 2019, national security references to the Christchurch attacker were inconsistent in their use of the terms ‘extremist’ and ‘terrorist.’ We argue that this inconsistency indicates confusion and directly influences government and security agencies, as well as, the media and general population. Consequently, it is imperative for the terms to be clearly defined so that the executive and national security sector can deliver concise, clear, factual and consistent language and information for any future extremist or terrorist concerns facing New Zealand. Moreover, at this stage, we see no evidence that the new 2020 DPMC definitions of these two terms have encouraged consistent and concise language around these terms across the sector. We stress that an improvement in this language consistency will, ultimately, achieve better national security outcomes and lead to a safer New Zealand.

In the financial markets, there is a well established portfolio optimization model called generalized mean-variance model (or generalized Markowitz model). This model considers that a typical investor, while expecting returns to be high, also expects returns to be as certain as possible. In this paper we introduce a new media optimization system based on the mean-variance model, a novel approach in media planning. After presenting the model in its full generality, we discuss possible advantages of the mean-variance paradigm, such as its flexibility in modeling the optimization problem, its ability of dealing with many media performance indices - satisfying most of the media plan needs - and, most important, the property of diversifying the media portfolios in a natural way, without the need to set up ad hoc constraints to enforce diversification.
