The article focuses on the main factors influencing the safety of navigation, such as natural factors, man-made impact, depreciation aspect, operational impact and human factor. The analysis of marine accidents in the far East region determined the value of its technical component. The statistics of the machinery failures on fishing vessels is given. One out of ten accidents has been stated to occur as a result of force majeure events, three quarters of the accidents are related to the human factor in the form of personnel erroneous actions, the rest happen due to technical imperfection of the ships. The chart shows the distribution of accidents by years due to failures and breakdowns of ship technical equipment given in percentage figures. Breakdowns of the main engines, auxiliary mechanisms and their elements, including their systems, annually make up 33.9 - 40.7% of the total number of accidents. Characteristic failures of ship technical equipment are: breakdowns of the main engines, auxiliary diesel generators, auxiliary mechanisms, electrical equipment, screw-steering complex with the shaft line, automation systems. Statistics of the causes of breakdowns of propulsion plant, auxiliaries, main systems and their elements is proportional to the data of similar studies. An attempt has been made to evaluate the importance of the operator-machine link at all levels of responsibility for coastal personnel and ship crews. The impact on the man-machine link in the whole chain of operation of the vessel is important; thus, there was set a task to carry out a quantitative investigation of the reliability of this link. In terms of the ergotechnical component of the fishing fleet operation there has been substantiated the necessity of developing measures (technical, economic, informational, legal) to improve the quality of the vessel activity.

Проведен анализ аварийности морского флота в дальневосточных морях за период 2011-2018 гг. Целью работы является установление весовой доли эргатического элемента, структурированной по функциям и уровням ПДНВ-78 с поправками 2010 года, в создании предпосылок к аварии при эксплуатации судовых энергетических установок и их основных элементов: главных и вспомогательных двигателей, рулевых машин, электрических и других систем. Основные задачи для достижения цели: анализ аварийности на предмет некорректной функциональности судового персонала согласно минимальным стандартам компетентности международной конвенции ПДНВ-78 с поправками определение меры ответственности причастных к АС лиц определение эргатических весовых коэффициентов и направлений для их практического применения. Результаты исследования имеют большое значение для прогнозирования безопасной эксплуатации судов и их судовых энергетических установок в дальневосточном регионе.The article contains the analysis in the sea accidents at Far Eastern region for the period 2011-2018. The main idea of the article is the finding of ergatic weights of human factor in the accidents at sea into STСW-78 with amendments standards, and the role of the human factor in creating of the failures for the ships power plants background. Most of failures of ship technical equipment are: breakdowns of the main engines, auxiliary diesel generators, auxiliary mechanisms, steering gear, electrical equipment, automation systems. The main objectives of the article is crew competency analysis involved in the accident with failures of ship technical equipment, finding of ergatic weights of human factor, forming a base of ergatic scales in the format of professional competences, making practical recommendations. Research findings are important for making the forecast of shipping safety, safety ship control and reliable operation of power plants at Far Eastern region.

Active development of the territories of Siberia and the Far East requires the use of materials that are able to work under the combined influence of low temperatures and a complex state. When operating equipment parts at low temperatures, it is necessary to take into account the impact of static and dynamic loads, as well as the influence of an external aggressive environment. The paper studies corrosion-resistant cold-resistant metastable austenitic steels, which are widely used for manufacturing parts of low-temperature equipment. Tests were performed to assess the strength and ductility characteristics of smooth samples and samples with annular notches for static stretching in the temperature range from 293 to 77 K.

The results of studies of anthropogenic landscapes functioning with an assessment on the processes of natural self revegetation are summarized. The principles of accelerated restoration of the ecological and aesthetic value of disturbed landscapes at the permafrost zone are substantiated, based on the data obtained during studying the selfrevegetation processes on disturbed complexes. Development of placer and ore deposits of mineral resources is leading to deep transformation of landscape and to destruction of soil-vegetable complexes. The processes caused by mining-technical activity are leading to variable mechanisms of degradation of soil and vegetables often having complex impact. Results of study of sustainability of soil-vegetable complexes to the impact of mancaused activity have showed the dependence from the structure of the soil profile and it characteristic, from the character of genetic horizons, frozen status of the landscape elements, form the structure and biomass and productivity of vegetation cover.

As an Oriental, born and raised in Taiwan in strict conformity to the precepts of Buddhist and Confucian ethical patterns for human behaviour and who has spent most of her life in active business throughout the Far East, I would like to say in the first place that China’s contact with the West since the first half of the 19th century is a story full of disturbances. The slow process of adaptation and adjustment of China to the new situation created by Western aggressions was quite haphazard since China’s solid cultural self-consciousness made it underestimate the significance of the impact from the West, and particularly the impact emanating from the Anglo-Saxon part of the world.
