Integration of the Ukrainian national higher education system into the European Higher Education Area (EHEA) has already been traditionally identified as one of the priorities of the Ukrainian national education policy determined by the XXI century. The priority character as well as the urgency of the task leave the contradiction between the public need for the Ukrainian higher education institutions to join the EHEA and insufficient scientific validity of the ways providing the solution of this task unresolved. There are also certain discrepancies between Ukrainian higher education officials' perceptions concerning the directions and scope of reforms, since a fierce competition at the international education market and the process of national higher education system internationalization might lead to the situation when particular aspects of the system at times contradict the requirements of modern social environment in which Ukrainian universities operate. The current state strategy, increased media attention, and public Q&A sessions on specific issues within the specified context indicate that the Ukrainian higher education system is gradually adapting to the current globalized conditions while diversifying management mechanisms by means of step-by-step implementation of the internationalization process. The Ukrainian context of internationalization of higher education under study is outlined through the prism of East European, where the end of the XXth – the beginning of the XXI century can be named as the period of transformations in socio-political life of the countries and as the period of convergence of national higher education systems. It has been emphasized that with the establishment of the EHEA in the context of the integration of European education systems, the internationalization is one of the priority directions for reforming national higher education systems; it promotes greater access to higher education for representatives of different countries; universalization of diverse knowledge; enhancement of international cooperation at national and institutional levels; enhancement of academic mobility; orientation of education to the realities of the globalized world of the XXI century which involves an active development of public-private partnerships in education, etc. It can be concluded that the analysis of the East European experience of national higher education internationalization aimed at further implementation of its elements into the structure of the Ukrainian higher education will facilitate the development of new ideas and approaches to training specialists and will create opportunities and mechanisms for quality improvement of the national higher education. The research states that the accession of the East European countries (such as the Slovak Republic) to the European Union (EU) has given them new opportunities to develop national higher education and has ensured theire active participation in the EU-funded international research and education programmes, the access to the EU funds for developing educational infrastructure and improving the education quality. As a result, national higher education institutions (HEIs) in Eastern Europe have experienced an influx of foreign students and have shown an increase in student and staff outcoming mobility. This situation, in turn, has created a competition in the field of international student recruitment and involvement of external funding into the fields of research and innovation. As the result of the research, the following perspective levels of the Ukrainian higher education system reforming have been identified – political, management-centred, organizational and institutional. The work is devoted to the problem of modernization of the higher education system of Ukraine through the integration of higher education institutions into the European Higher Education Area. Based on the analysis of statistical data, it is concluded that the higher education system in Ukraine tends to curtail due to the presence of a number of problems, which negatively affects the formation of human capital. The importance of international cooperation with the EU in the educational sphere for the modernization of higher education has been substantiated. The institutional foundations of the formation of EHEA are investigated, the main priorities of its development at the present stage are determined. The legal principles of European integration of higher education in Ukraine are analyzed. The analysis of development of international cooperation between Ukrainian universities and their participation in The European educational programs is carried out. A positive trend towards an increase in the activity of Ukrainian universities in international cooperation has been revealed, which increases their positions in international rankings. The weaknesses of integration processes are identified and ways of improving the state policy to support the participation of universities in the EHEA are proposed.

Purpose. Studying the features of implementing the EU bioeconomy strategy in higher education in Ukraine. Methodology. As the main research method, the authors used the comparative approach and the method of expert assessment. The authors used the methods of functional analysis, the methods of content analysis and systems analysis as additional ones. Findings. According to the recommendations of the European Union, the implementation of the EU bioeconomy strategy in the higher education system is based on ten key principles. The authors considered the features of implementing the EU bioeconomy strategy in Ukrainian higher education, the key features of the recommended principles and the degree of their use in the modern system of higher education in Ukraine. Originality. The possibilities of the key principles recommended by the European Union for the effective implementation of the EU bioeconomy strategy in higher education in Ukraine were evaluated. Practical value. The research results contribute to the effective implementation of the EU bioeconomy strategy in the higher education system of Ukraine; the introduction of European standards in the educational, scientific and innovative activities of universities and enterprises in Ukraine in terms of the development of resource and energy-saving economy and environmental protection.

After changing the model of social organization in 1989, the development of Slovakia was focused on the post-socialist modernization and integration of the higher education system into the European educational space. Among the most significant objective prerequisites and factors of the macro level, which influenced the different stages of the reform, it was highlighted: the collapse of the “socialist camp” and the intensification of integration processes, the collapse of Czechoslovakia and the creation of an independent Slovak Republic (1993), European Community support for educational change in Slovakia and its accession to the EU (2004). The educational policy was also dependent on the internal political, socio-economic and socio-demographic conjuncture of the development of the Slovak society. XX - early. XXI century. It was emphasized that an important internal prerequisite for reforming Slovak pedagogical education was the need to overcome the crisis in the teaching profession. It has been established that an important factor in the transformation in the higher education system was the influence of the European community and the Euro-integration aspirations of Slovakia.

This report is a part of the results of the international project entitled “Studium in Osteuropa: Ausgewählte Aspekte (Analysen, Befunde)” conducted in the years 2013-2015 under supervision of Prof. Wilfried Schubarth and Dr Andreas Seidl from the Potsdam University, Department of Education Science, and Prof. Karsten Speck from the University of Oldenburg, Germany. The project was conducted jointly by representatives of academic centres from Germany, the Czech Republic, Poland and Russia. Its general aim was a comparative analysis of the effects of implementation of Bologna Process directives into the higher education systems of the individual countries. The changes introduced into the higher education systems in the countries involved in the project were described and evaluated, discussed was in particular the problems of education of teachers at the university level. The following text is the result of the contribution of the Polish group participating in the project. The report will be presented in two parts. The first part is focused on the macro-societal context of transformations in the higher education system in Poland. The implementation of selected aspects of Bologna Process directives is described and supplemented by empirical comments. The second part deals with selected aspects of university level education of teachers, followed by a polemic against the assumptions and execution of the target transformations of higher education system.

Abstract This article explores Bruno Amable’s Diversity of Capitalism approach to analyze educational systems in the European Union (EU28). The main goal is to identify the main clusters of educational systems with regard to their institutional characteristics. Second goal of the analysis is to evaluate the impact of several EU policies and initiatives on the institutional structure of European educational systems. This article identified six clusters in terms of general education and five clusters in terms of higher education systems. The clustering shows, that – with some exceptions (notably the United Kingdom and Ireland) – European education systems have similar structure to other institutional areas, in particular, it confirms the existence of post-communist (in terms of Farkas) or patchwork (in terms of Rapacki et al.) capitalism. The article shows, as well, that subsystem of higher education is much less diverse, what may have a significance for future discussions on the capitalisms in the EU. Results suggests also that there exist significant differences in performance between the clusters, something that may have a crucial importance for an educational policy.

<p><strong>Purpose</strong> – The purpose of this study to overview the trends of higher education globally, within Asia Pacific Region and specially in Pakistan. Most importantly, current study highlights the strengths and opportunities as well as weakness and threads of Pakistan’s higher education system by proposing a SWOT analysis of higher education internationalization.</p><p><strong>Design/methodology/approach</strong> – This review paper is meant to appear in conjunction with more discrete and in-depth previous literature regarding higher education internationalization. </p><p><strong>Findings</strong> – It is investigated that higher education institutions in Pakistan are in need to rethink and reshape internationalization strategies following global standard which would be useful for the smooth drive towards global knowledge society and quality of higher education can be enhanced by developing internationalized curriculum, recruiting international students and staff and establishing international research collaboration programs.</p><p><strong>Originality/value</strong> – In this study a SWOT analysis of internationalization has been proposed which illustrates the internal and external factors which are positively or negatively impacting the higher education system in Pakistan.</p>

This is a comparative analysis of higher education systems in Ecuador and Bolivia, countries that are characterized by cultural diversity and geographic proximity; its evolution in the higher education system has progressed in recent years with different rate.  Reason given, the aim of this work is to make a comparison, to understand the similarities and differences between the systems of higher education in Ecuador and Bolivia, and thus, we can have a diagnosis in relation to the structure of the higher education system of both countries. In this context, we provide an overview about the situation or reality in which both institutions of Higher Education (IES) are developed. Also, the aspects that distinguish the higher education in these countries such as their regulations are mentioned, their internal political contexts, resources, segments, management, technological evolution; and the change of the political, economic and social model. In this way, a description of the main features of the Ecuadorian and Bolivian higher education systems is made, which is summarized in a comparative chart showing the similarities and differences that characterizes them.

Purpose. This article aims to test the hypothesis of significant imbalances in the regional higher education systems in Ukraine and to substantiate the priority areas for improving their competitiveness on the criteria of quality, social responsibility, and economic efficiency. Design/methodology/approach. The first part of the study offers a conceptual model for analysing the higher education system's competitiveness. The authors use the main provisions of the theory of human, social and intellectual capital, stakeholder theory, literature review method, and interdisciplinary approach to determine the features of higher education as a particular sector of social activity, regional economy, as well as an object of competitiveness analysis in terms of three criteria – quality, economic efficiency, and social responsibility. In the second part, the authors propose the methodological framework and list of indicators for analysing the regional higher education systems based on a developed conceptual model. The third part presents the results of statistical analysis of higher education systems in 25 regions of Ukraine and priority areas for improving their competitiveness by the criteria of quality, social responsibility, and economic efficiency. Findings. The hypothesis of significant imbalances in the regional higher education systems in Ukraine is proven. The results of the analysis reveal substantial differences in the regional higher education systems, particularly for indicators as the ratio of university entrants and high school graduates participating in the independent external testing in this region, the proportion of HEIs students studying at the expense of local budgets, the number of regional HEIs in the world university rankings. Considering the results of the analysis and the features of regional development, the authors substantiate the priority areas for improving the competitiveness of the higher education system for Ukraine’s regions by the criteria of quality, social responsibility, and economic efficiency. Each of these priority areas involves using appropriate target indicators and considers the interests of key stakeholders of the higher education system. Practical implications. The authors propose priority areas for improving the competitiveness of higher education in the regions that can be used to implement the strategic goals of the potential intellectual development of Ukraine's regions and thus enhance the role of HEIs in solving urgent problems of regional development. Originality/value. Despite numerous papers on economics and management in higher education, there are virtually no studies in academic practice, which aim to take into account the regional features of higher education. Secondly, based on its comprehensive empirical research, third, it can justify the strategic priorities for the development of provincial higher education systems with relevant target indicators. Thus this study aims to fill these gaps.

Introduction. Recent trends in the sphere of internationalisation of higher education expand theoretical insights into the dialectical nature of correlation between pedagogical science and educational practice, as well as the relationship between the general direc tions of the development of higher education, its national and regional specifics. An analysis of the experience of internationalisation of universities is required for the development of various models to modernise higher education, including legal education, and to substantiate practical recommendations for reforming the Russian higher education system. To date, an understanding has been reached of the need to internationalise higher education in the context of globalization to increase the competitiveness of the Russian higher education system, as evidenced by the Federal project to maximise the competitive position of Russian universities among the world’s leading scientific and educational centres (The Russian Academic Excellence Project 5-100). Internationalisation, being the key to optimising the export potential of Russian higher education, is essential for the modernisation of legal education.Aim. The research aimed to evaluate the productivity of actual instruments of international cooperation between universities and to outline optimal approaches to the usage of successful practices of international and Russian educational space to enhance the attractiveness of Russian legal education, and, as a consequence, the creation of a sustainable competitive advantage of a higher education institution.Methodology and research methods. Complex, interdisciplinary goals and tasks of the present research predetermined the application of gnoseological and synergetic approaches to the selection of research tools. The gnoseological approach facilitated a more profound analysis of the nature of internationalisation and integration of education in the current international processes. The synergetic approach resulted in the integration of pedagogical and legal research methods to define an optimal internationalisation strategy for the training of multiskilled legal professionals.Results. The authors assessed the effectiveness of the existing ways of internationalization of Russian legal education according to foreign student demand. A comprehensive analysis of the legal, political and social aspects of the current state of attractiveness of the Russian market of educational services and the need to identify the specifics of the internationalization of higher legal education was carried out. The experience monitoring of inter-university international cooperation allowed the authors to determine the conditions for the effectiveness of joint legal programmes (creation of an innovative educational environment, project activities and a flexible management system); to analyse modern pedagogical technologies applicable to legal disciplines; to determine the best schemes used by Russian and European universities for external mobility of students and teachers; to develop the proposals for the introduction of disciplines (for Russian students) provided in foreign languages by Russian and foreign teachers; to propose measures to improve the state policy in the field of interest, aimed at stimulating Russian universities to develop international joint educational programmes.Scientific novelty. The article presented the analysis of positive and negative experiences of Russian universities in application of internationalisation key tools in legal higher education. The acknowledged internationalisation methods of higher education were systematised in general. The additional ways for the integration of Russian legal education, in particular, to the international educational space, were identified.Practical significance consists in the approbation of new methods based on competency and practice-oriented approaches. The authors developed the guidelines for the implementation of internationalisation to enhance university competitive advantage and to increase the demand for graduates in labour market.
