Mohandas Karamchand Gandhi has today become an iconic figure, a symbol of many things for many people. He is seen variously as the great opponent of European Colonism,as a champion of civil rights for racial, religious and other minorities, as an important critic of the industrial system of production, as a great pacifist, or as a person who stood for the need to resist injustice in a non-violent way. In the process, he developed the new technique of civil resistance now universally known as Satyagraha. His political, social and spiritual development during those years led to his manifesto of 1909-Hind Swaraj or Indian Self-rule a work that was considered so scandalous by the British. Gandhi returned to India in 1915 and after a period of settling in soon established himself as a champion of the peasantry, leading to confrontations with white indigo planters in Champaran in 1917 and the colonial tax bureaucracy in Kheda in 1918.He also led a successful strike in Ahmedabad. In 1917 he staged his first all India protest-the Rowlatt Satyagraha and followed this in 1920 by gaining control over the Indian National Congress and launching the Non-Cooperation Movement in which Indians withdrew their support for British Colonial institutions. This was followed in later years by two more powerful confrontations with the British-the Civil Disobedience Movement of 1930-1934 and the Quit India Movement of 1942.These movements were reflected through the Press which is the powerful media which forms the predominant role in molding the information of the public opinion. It reflects the political and socio-economic opinion of the people and emerges as an important source of information for framing the political scenario of a nation or a region according to the nature of its publication.

AbstractThis article analyzes in depth four main writings by the pioneeringnahḍaintellectual Rifaʿa Rafiʿ al-Tahtawi, who drew on classical kinds ofadabto articulate new kinds of political subjectivities. He especially draws on the image of the body politic as a body with the king at its heart. But he reconfigures this image, instead placing the public, or the people, at the heart of politics, a “vanquishing sultan” that governs through public opinion. For al-Tahtawi,adabis a kind of virtuous comportment that governs self and soul and structures political relationships. In this, he does not diverge from classical conceptions ofadabas righteous behavior organizing proper social and political relationships. But in his thought, disciplinary training inadabis crucial to the citizen-subject's capacity for self-rule, as he submits to the authority of his individual conscience, ensuring not only freedom, but also justice. These ideas have had lasting impact on Islamic thought, as they have been recycled for the political struggles of new generations.

Grundtvig in Politic until 1830-1831By Vagn WåhlinVagn Wåhlin discusses the Grundtvig text, .Political Considerations., re-printed above, which was written in the year of the 1930 revolution. In the Danish United Monarchy the European revolutions gave rise to a demand for a wider citizen participation in politics through parliamentary institutions and a demand for a solution to the national problem of the position of Schleswig between the Kingdom and Holstein. In addition, the debate led to a discussion of and a demand for an extension of the civil rights, including in particular a specification of the character and extent of the freedom of the press. The present article discusses Grundtvig’s treatment of these and other political subjects in the pamphlet mentioned.In the article, the concept of politics is defined as the attempt by an individual or a group to influence the authoritative distribution of the material and spiritual wealth of the society, a definition that comes close to Grundtvig’s own view. The article does not intend an exhaustive account of Grundtvig’s political views, but aims to show how Grundtvig’s attitude in a number of earlier writings has emerged through his occupation with current events and considerable social philosophers. The decisive thing for Grundtvig, before and especially around and after the time of the pamphlet discussed here, was to present and promote a form of government, on a historical and pragmatic basis, for the benefit and welfare of the whole people, where freedom and power balanced each other, where the rulers were responsive to the voice of an enlightened citizenry, and where confidence, love and responsibility rather than selfishness prevailed among the members of the society and determined the purposeful actions of the whole people - all under Divine Providence. It is pointed out how Grundtvig takes account of the character of the Danish society as an agrarian society by emphasizing the peasantry as ideally the fundamental and stabilizing element in the state. Consequently Grundtvig stresses the primary production as the foundation of society, structured through the mutual love in freedom and the folk culture of the people - traits common to the nation - as the basis of the interaction of the citizens and hence the balance between their equality and freedom. Grundtvig doubts the general possibility or desirability of equality, and is of the opinion that inequality is a natural condition of life, but that this condition is counterbalanced by the mutual fellow feeling of the citizens. Grundtvig uses the social pact idea in his definition of the distribution of power between the consultative function of the people, expressing the general will of the public, and the executive power of the King. The consultative power of the citizens finds its expression through the public media, dependent on freedom of the press, and Grundtvig brings up the concrete proposal that the Schleswig question should be solved by letting the Schleswigers give expression to the general public will in the public press. Grundtvig defends the right of the citizens to revolt the moment their rights, for example their right of property, are violated, but he dissociates himself from revolutions which, in his opinion, lead to tyranny, the opposite of freedom. The article explains how trust in God’s Providence together with love is the condition of the King’s and the people’s trust in the viability of the above-mentioned relationship. Grundtvig’s political views have their foundation in his emphasis on the importance of Christianity for the universal-historical development and for a people’s fulfillment of its own destiny in it.

The political and economic crises faced today, evidenced by the manifestos of political parties and the texts published in social networks and in the press, point to Brazilian society the possibility of different directions, including that of an autocratic regime, with the return of the military to the public sphere. This article discusses the movements of acceptance and resistance to the military regime that was implemented in Brazil with the coup of 1964. It is observed that the military uprising received at that time the support of a large part of the Brazilian population, which sought ways to maintain its socioeconomic status to the detriment of a majority that perceived itself vulnerable in view of the forms of maintenance and expansion of power used by the regime. In this context, Tropicalism emerges as an example of a contesting movement. This text approaches the song "Culture and civilization" by Gilberto Gil, performed by Gal Costa, relating the ideas present in this composition with the understandings of politics and culture, in a multidisciplinary proposal, seeking to understand the resistance and counter-resistance movements that emerged in Brazil at the time.

IntroductionThe Scottish Medicines Consortium (SMC) provides advice on which new medicines should be accepted for routine use by the NHS in Scotland. To help increase the accessibility of the advice, SMC produces public information summaries, which have been published on the SMC website since 2018. We conducted an evaluation to investigate if the public summaries are achieving their purpose and subsequently help inform improvements from a user perspective. The objectives were to determine how the public summaries are being used; what users like and what could be improved; and if they have achieved a greater understanding of decisions.MethodsThe first stage of the evaluation involved surveying patient groups (organizations that represent the interests of patients, families and carers) to investigate how they use the public summaries. We then conducted workshops with patient groups and Public Partners (members of the public that volunteer with Healthcare Improvement Scotland) to gather perspectives on the content, language and layout of a selection of public summaries.ResultsThe survey responses (n = 14) illustrate that the public summaries are being used in a variety of ways. The majority (n = 10) of patient groups reported using the public summaries to help explain SMC decisions to the people they support.The workshops highlighted that participants found the public summaries clear and helpful. In general, patient groups felt the level of detail and language used in the public summaries improved their understanding of SMC decisions compared to other sources of information, such as the press release or Detailed Advice Document.There were a number of suggested improvements, including changing the layout (so the SMC decision appears first) and providing definitions for some technical terms. Where actionable, these recommendations have been implemented.ConclusionsWorking in partnership with patient groups and Public Partners has enabled SMC to further strengthen public summaries, and patient engagement more broadly. Improvements have ensured that SMC's decisions are communicated clearly, helping to increase accessibility.

The referendum came onto the agenda in the UK in the final quarter of the nineteenth century, and it has never entirely disappeared from it, either as a proposition or a working device. Use of the referendum in the UK was conceived of and presented both as a natural extension of the principle of democracy that was then taking hold, and as a means of offsetting perceived defects with the representative variant of popular government that had developed. In particular, it was seen as a safeguard against the manipulative impact of parties that might lead the parliamentary system to serve the ends of factions within the elite above the people. It might enable the public to vote for a particular party with which they were broadly sympathetic without needing to endorse their entire programme; and would mean that a government could not implement measures of major significance to which a majority objected. It was largely envisaged as likely to have a conservative impact, creating a new and final means by which change might be blocked. Yet its appeal spread across the political spectrum; as did opposition to it....

This chapter tells the story of public speaking in Russia from the imposition of greater restrictions on the public sphere in 1867 through to the eve of Alexander II’s assassination in 1881. It shows that in this period the focus of the Russian public switched from the zemstvo to the courtroom, where a number of high-profile trials took place (and were reported, sometimes in stenographic detail, in the press). The chapter examines the careers and profiles of some of Russia’s leading courtroom orators. It also explores the activities of the Russian socialists (populists), in particular the ‘Going to the People’ movement of 1873–4 and later propaganda efforts in the city and the courtroom. It ends by considering the intensification of public discourse at the end of the 1870s: the Russo-Turkish War saw a surge of patriotic mobilization, but at the same time the populist adoption of terrorism seized public attention.

This chapter deals with the question of whether the public narrative of ‘We, the people of Europe’, which claims constituent power for a cross-border demos composed of EU citizens, can be justified in terms of a systematic model. To that end, it draws on the political theory of regional cosmopolitanism, which holds that even though the EU is not a state, it has its own political community. The literature on regional cosmopolitanism offers two possible strategies of defending the idea of an EU-wide constituent power: a first-principles approach and a reconstructive approach. The chapter argues that only the latter proves viable, and then goes on to examine the merits of the model that it gives rise to. While regional-cosmopolitan constituent power plausibly responds to the fact that the EU has created a new group of addressees and authors of the law, it neglects the continuing importance of the member state peoples and fails to explain how an EU-wide constituent power could be reconciled with the compound and dependent nature of the EU polity.

This chapter takes up the public narrative of ‘We, the multitude of Europe’, which suggests that the only hope for progressive change in the EU lies in a politics of disruption, and asks whether this idea can be defended based on a systematic model. To that end, it resorts to the political theory of destituent power, according to which opposition to or withdrawal from public authority can function as a legitimate trigger for constitutional change. Distinguishing between anti-juridical and juridical conceptions of destituent power, the chapter discusses to what extent the disruptive political strategies put forward by protest movements in the EU can be regarded as justifiable. Focusing on the juridical strand as the more plausible one, it argues that ideas of destituent power as ‘state civil disobedience’ run into a problem of authorization. By contrast, popular sovereignty-based approaches illuminate a neglected dimension of constituent power: the right to dismantle public authorities without the intention to create new ones. While such a model of destituent power in part captures the actions and demands of EU protest movements, it can only complement, not replace, the constructive side of constituent power.

Dozens of newspapers written and edited by people of color flourished in the last decades of the nineteenth century in Cuba. Through an analysis of black press periodicals representative of the main political tendencies between 1879 and 1886 this article examines the economic and socio-political contexts in which the black press operated and demonstrates how Cubans of color successfully carved out a space in the market of newspaper consumption. By examining the economic forces determining circulation and readership of these periodicals, it argues that black Cubans actively negotiated the public spheres of journalism and the marketplace, becoming empowered consumers and creators of information and economic value. This article foreground debates within the black press in order to analyze the history of the Cuban civil rights movement through the perspectives of people of color and to destabilize the notion of black political homogeneity. Black journalists and leaders with national and royalist affiliations vied for political positioning and debated over how to represent the people and the struggles of the raza de color.

The contribution by the public press in promoting and establishing the merging of the three existing churches in the Zuid-Afrikaansche Republiek in the period 1881-1885 With this paper it is endeavoured to indicate that the public press, particularly in the years 1881 to 1885, made an important contribution to the promotion of the merging of the three existing churches in the Zuid-Afrikaansche Republiek in that same period. The hitherto unknown unity resulting from the developing Afrikaner Nationalism after the First Boer War of 1880 to 1881, has been overemphasized by the press to encourage a sense of emotionality to permit the political unity to overflow into the ecclesiastical province.
