Abstract The Mediterranean basin is a marine biodiversity hot spot. Despite this, the macroalgal diversity of the Mediterranean Sea is still not fully known, especially in the Mediterranean Marine Protected Areas (MPAs) including, Al-Hoceima National Park of Morocco (PNAH). This paper provides the first comprehensive checklist of the seaweeds of PNAH, based chiefly on our own original collections, and complimented by literature records. Using present-day taxonomy, the total number of taxa at both specific and infraspecific levels currently accepted   is 306 taxa with 207 Rhodophyta (39 families), 51 Ochrophyta (13 families) and 48 Chlorophyta (12 families). Ninety five of these species were not found in our samples, 93 were new to the PNAH, and the taxonomic identity of 26 taxa was amended. From the totality of taxa, ten species were reported for the first time from Morocco: 9 Rhodophyta and one green alga. Furthermore, 12 others species (10 red, 1 brown and 1 green alga) are new records for the Mediterranean coast of Morocco. Besides this, confirmed records are mentioned for 20 species, whether in Africa, in Morocco or in the Moroccan Mediterranean coast. This accessible checklist to the international community could serve as an infrastructure for future algal investigations of the taxa in this Specially Protected Area of Mediterranean Importance. Key words: Al-Hoceima National Park, Checklist, Mediterranean Marine Protected Areas, Morocco, Seaweeds. Resumen Lista de algas marinas del Parque Nacional de Alhucemas en Marruecos (Área Marina Protegida del Mediterráneo) La cuenca del Mediterráneo es un Hot Spot de biodiversidad marina. Aún así, la diversidad de macroalgas del Mediterráneo no está plenamente conocida, especialmente en las Áreas Marinas Protegidas del Mediterráneo (AMP) incluido el Parque Nacional de Alhucemas en Marruecos (PNAH). Este documento proporciona la primera lista exhaustiva de las algas marinas del PNAH. Usando la taxonomía actual, el número total de taxones a niveles específicos y infraespecíficos actualmente aceptados es de 306 taxones con 207 Rhodophyta (39 familias), 51 Ochrophyta (13 familias) y 48 Chlorophyta (12 familias). Noventa y cinco de estas especies no se encontraron en nuestras muestras, 93 eran nuevas en el PNAH y se modificó la identidad taxonómica de 26 taxones. De la totalidad de las macroalgas, 10 especies (9 Rhodophyta y 1 Ulvophyceae) fueron registradas por primera vez desde Marruecos. Además, 12 otras especies (10 Rhodophyta, 1 Phaeophyceae y 1 Ulvophyceae) son nuevos registros para la costa mediterránea de Marruecos. También, se mencionan los registros confirmados de 20 especies, ya sea en África, en Marruecos o en la costa mediterránea marroquí. Marine protected areas (MPAs) raise serious challenges in terms of their governance. By applying a participatory approach co-management can help in overcoming many of the deficiencies of top-down management processes. Yet, despite benefits of co-management, it is still found to be the exception in the Mediterranean. This paper provides a review of co-management and the prospects for decentralisation in the European Mediterranean. The role of social capital (SC) in co-management is discussed and a framework for SC and participation to attain effective co-management is proposed.

Marine Protected Areas (MPAs) are a key tool in ecosystem-based management, implementing a spatial approach to biodiversity conservation in the oceans. While the use of protected areas to conserve and/or protect resources has a long history, including centuries of royal hunting areas and traditionally managed areas, the modern conceptualization of protected areas dates to the late 19th century, with the designation of Yellowstone National Park in the United States in 1872. The first similar formally protected area with a marine component was the Royal National Park MPA in New South Wales, Australia, in 1879, although it also included a terrestrial component, as do many MPAs in coastal areas. The land/sea interface poses a challenge to delineating between terrestrial and marine parks, adding to a complex jurisdictional and legal landscape. Consequently, it is helpful to categorize MPAs based on the broad definition for protected areas offered by the IUCN (International Union for Conservation of Nature): a clearly defined geographical space, recognized, dedicated and managed, through legal or other effective means, to achieve the long-term conservation of nature with associated ecosystem services and cultural values. As evidenced in this definition, discussions surrounding MPAs have become more amenable to soft-law approaches and/or less formal legal designations, and they are also increasingly tied to the concept of ecosystem services (i.e., protecting systems that in turn provide people with services that would be costly to otherwise reproduce, such as the coastal protection provided by mangroves and coral reefs). Of course, there are also strong arguments for protecting nature for its own intrinsic value, as well as the value it holds for non-human species. In order to fully understand the promise and efficacy of MPAs, it is necessary to examine their legal basis, their effectiveness as tools, how they can work together as networks to achieve ecological objectives, and how the global community is using protected area targets and large-scale MPAs to maximize coverage. However, it is also important to consider the socioeconomic dimensions of MPAs, as these often lead to problems with their success, including concerns with equity and justice and how well they are governed. Looking forward, future work in the field of MPAs includes ensuring they are achieving their ecological objectives, by ensuring enough areas are closed to all extractive uses, and developing a regime for designating them in areas beyond national jurisdiction, on the high seas.

Marine protected areas (MPAs) are foundational to global marine biodiversity conservation efforts. Recently, countries have rapidly scaled up their MPA networks to meet targets established by the Convention on Biological Diversity (CBD). While MPA networks are intended to permanently safeguard marine ecosystems, evidence points to widespread legal changes that temper, reduce, or eliminate protected areas, known as protected area downgrading, downsizing, and degazettement (PADDD). Research on PADDD to-date has focused on terrestrial PAs, leaving fundamental questions about PADDD in MPAs unanswered. To address this knowledge gap and provide a foundation for understanding the conservation implications of PADDD in marine ecosystems, we documented patterns, trends, and proximate causes of PADDD in MPAs globally. At least six countries have enacted 44 PADDD events in MPAs, most of which were in Australian MPAs. Globally, PADDD events in MPAs have affected an area of at least 1,198,774 square kilometers, approximately the size of South Africa. Most PADDD events in MPAs (67%) are associated with industrial-scale resource use, extraction, and development, suggesting that PADDD may undermine the conservation objectives of MPAs. Additional research, transparency, and proactive policy responses are needed to address PADDD to better safeguard marine ecosystems.

SUMMARYProtected areas are regarded as the main strategy to halt biodiversity loss; however, protected area effectiveness evaluations remain scarce and mostly rely on limited scientific evidence. Protected area managers from two case studies in the Mediterranean basin biodiversity hotspot (networks of Spanish terrestrial protected areas and individual Mediterranean marine protected areas) were surveyed to assess the use of two protected area evaluation systems: the ‘System for the Integrated Assessment of Protected Areas’ (SIAPA) and the ‘System for Quick Evaluation of Management in Mediterranean MPAs’ using the ‘Knowledge Systems for Sustainable Development’ framework. A second survey in Spain ascertained the degree of implementation of protected area evaluation systems and the institutional interest in implementing such systems. The main weaknesses attributable to the systems presented were limited salience (for the SIAPA) and legitimacy in terms of costs (for the System for Quick Evaluation of Management in Mediterranean MPAs). However, the main reasons for the limited uptake of the evaluation systems presented were not attributable to the systems themselves, but to management or institutional limitations: the lack of basic data for and weak institutional interest in evaluation in Spain, and the scarce resources available for evaluation in the case of some Mediterranean marine protected areas.

Micro- and macro-plastics pollution is a growing threat for marine biodiversity, ecosystem functioning, and consequently human wellbeing. Numerical models that consider main sources of plastics and simulate their dispersal characteristics are unique tools for exploring plastic pollution in marine protected areas (MPAs). Here, we used a Lagrangian plastic drift model, taking into account various sizes/types of plastic litter, originating from major land-based sources (coastal cities and rivers), to predict plastic accumulation zones in protected areas of the Mediterranean Sea (i.e., nationally designated MPAs, Natura 2000 sites, and Cetacean Critical Habitats). The model predicted that the size of plastic litters plays a key role in their dispersion and ultimate destination (i.e., larger litter travel longer distances). Most of the studied Mediterranean countries (13 out of 15) had at least one national MPA with over 55% of macroplastics originating from sources beyond their borders. Consequently, in many cases, local efforts to reduce plastic pollution in protected areas would be insufficient, especially for macroplastics management. Transboundary collaboration among Mediterranean countries is critical for implementing successful management plans against plastic pollution in their territorial waters and specifically in MPAs.

O primeiro evoca a instalação de áreas marinhas protegidas (AMP) em um contexto socioeconômico e político, destacando seu funcionamento e a noção de “ efeito reserva”. O segundo mostra a importância das AMP na proteção da biodiversidade marinha. Finalmente, o terceiro ponto exemplifica a avaliação do meio natural e aborda, de maneira geral, o valor econômico das espécies e da “Natureza” na ocorrência de degradação. Contributions of the marine protected areas for the conservation and management of the marine environment Abstract This article presents the various aspects of the littoral environmental protection by approaching three important points. The first evokes the installation of the marine surfaces protected in a socio-economic and political context. The operation of the reserves and the concept of “ reserve effect “ are explained. The second explains the interest of MPA to protect the marine biodiversity. Lastly, the third point shows the evaluation of the natural environment and more generally of the economic value of the species and “Nature” in the event of degradation.

Guidelines to marine protected areas is a collation of efforts from the IUCN, NOAA and Cardiff University, among others. It is aimed at managers and would be managers of marine parks, but will also be of use to anyone involved in the Marine Protected Area (MPA) process from conceptual planning to establishment, monitoring and management. Its broad application takes into account the hurdles that a manager is likely to encounter. There are nine sections, an introduction, an evaluation of the legal framework required to successfully establish MPAs, a discussion on dealing with all the relevant parties, involving communities and other stakeholders, site selection, planning and managing MPAs, zoning, evaluating economic aspect and financial sustainability, and finally a section on research, monitoring and review. Boxes are used throughout the text within each chapter to summarize important points and make for quick reference to the topic of that chapter.
