Abstract One of the most important documents occurring in the investment process is the administrative decision: building permit. Obtaining it is often a time-consuming process in practice, associated with the need to attach to the application other required decisions and permits necessary for a positive consideration of the case. The procedure itself is not always a long-term process, as long as the investor makes sure to prepare a reliable application free of errors and irregularities together with the construction project and the required attachments. The purpose of the article is to analyze errors appearing in investors’ applications and attached project documentation required in the administrative procedure for obtaining a building permit in the light of the applicable provisions of Polish law.

Abstract Investor bears responsibility for proper preparation of the investment process. One of his tasks is to prepare the project documentation and obtaina building permit. Frequently, during his work, there are situations and events whose im pact interferes with the design solutions. Regardless of reasons, alterations to a project constitute a source of cost risk. In each case, the Investor should be prepared for this type of a risk. Exposure to risk should be taken into account in the planning stage of the investment. Also, a model of investment execution should be chosen at this stage. The type of model is associated with the distribution of risk throughout the project. The aim of this paper is to identify events that generate risk related to alterations to Project Documentation in the context of the selection of the investment executionmodel.

The paper presents analysis of European counter-crisis response programs: investment initiatives in response to the coronavirus; REACT-EU package of measures; a long-term recovery program (budget for 2021-2027) and Next Generation EU; and a banking package of measures titled “Supporting businesses and households amid COVID-19”. The sources of financial instruments for the recovery and adaptation of EU member states to the transcrisis state are described, and the most effective mechanisms for supporting entrepreneurship in the COVID-19 crisis are shown. The example of Slovakia and Poland is used to demonstrate the European experience in organizing the credit process, providing guarantees, intensifying social entrepreneurship in the face of the ongoing epidemic shock. The European investment trends and the participation of financial intermediaries in the post-crisis recovery are determined and used as a basis to characterize nationalization of the European long-term investment process. The special role of the state and the formation of state funds in the process of ensuring the effective adaptation of the Ukrainian financial and institutional environment to new challenges is substantiated; the importance of developing long-term programs for adapting the Ukrainian economy and society to the challenges of sanitary, humanitarian, climatic and political and economic nature, as well as forming appropriate institutions is shown. It is concluded that, given the peculiarities of the operational behavior of Ukrainian banking institutions, which are now focused on operations with government securities and commission activities, the adaptation investment process should be provided by public financial institutions.

This article examines whether women’s representation among senior-level construction jobs increased over time during a long-term, large-scale construction project in Boston, Massachusetts, and whether enactment of the Workforce Investment Act (WIA) has fostered support and connection to construction career opportunities for women in this metropolitan area. Results show that the proportion of hours worked by women in senior-level positions on the project was relatively high for a few years, followed by a general decline across all job types, and the WIA did not significantly enhance opportunities for women in construction.

By comparing Russian and American capital investment programs according to gross and per capita indexes, this article analyzes capital investments long-term dynamics in economic activities in general and manufacturing in particular. Results showed that Russian economic growths quality, determined by its 2000 capital investment structure did not correspond with the national economys long-term development aims. Moreover, investment activitys current fading appears consequent to that periods inappropriate investment politics. The existing Russian investment system aims to incorporate its economy into the global economy as a supplier of natural and, partly, agricultural resources, thus dooming manufacturing to stagnation at best. The authors reveal that activation of industrial politics, established on a fundamental power-of-the-state approach in the investment process, based on long-term strategic interests and the potential of market forces (namely, efficiency use of resources) allows launching large-scale investment projects to provide favorable conditions for creating an innovative national economy.

The article examines and assesses the problem of the investment deficit in the Russian economy, which has acquired particular relevance due to the coronavirus crisis caused by the pandemic. The study aims to develop practical recommendations for Russian state bodies to stimulate the investment process in the Russian economy and improve the efficiency of measures taken by the state to ensure the country’s socio-economic development. The objectives of this paper are to analyze the directions of optimization and prioritization of investment of resources during the economic recession caused by the coronavirus crisis using investment lending and project financing instruments, as well as to analyze and assess the ongoing reform of development institutions based on the state corporation “VEB.RF”. The research methodology includes an analysis of the regulatory legal framework, statistical information, official reports of state bodies, development institutions, scientific monographs and publications of Russian scientists, periodicals. The authors analyzed the trends and problems of the investment process in the Russian economy, including in the field of attracting foreign direct investment. Attention is paid to the ongoing reform of development institutions aimed at enhancing the role of the state development corporation “VEB.RF” in stimulating investment. The authors conclude that it is necessary to take a set of functional, instrumental, and institutional measures aimed at stimulating investment and ensuring sustainable socio-economic development of Russia. In particular, in the context of a shortage of domestic sources of financing for long-term investments, it is important to provide regulatory macroeconomic support for the inflow of foreign direct investment into the Russian economy. In this regard, the authors propose to change the monetary policy strategy to increase the stimulating role of refinancing of credit institutions and the projected exchange rate in attracting domestic and foreign long-term investments and ensuring sustainable development of the Russian economy. The authors also propose to increase the role of foreign exchange regulation and foreign exchange control in stimulating investment and ensuring sustainable socio-economic development of Russia.

The article presents a settlement analysis of introduced changes in the example infrastructure investment. The procedure of introduced the Change Command and the Engineer's Instruction on the Construction contract, as well as examples of the Change Commands given by the Engineer on the analyzed object were presented. The study covered the settlement of a road investment, based on compliance with expressway parameters. The analyzed object was very composed, thus has an extended bill of quantities and cost estimate. In accordance to such an extended cost estimate for this investment, it was important to establish an appropriate and fast flow of settlement documents. Moreover, changes in the project documentation and settlement based on the Contract Conditions for the Construction for Engineering - Construction Works designed by the Employer - the so-called. & quot;Red Book& quot; was showed. The studies discussed the cases of settlement of increased quantities, new entry items and replacement construction works that occurred on the analyzed investment, as well as examples of a sample settlement documents. The authors of this studies conclude that the introduction of the Engineer in the early stages of the investment process and the overall FIDIC procedures help establish sample forms, development of working out procedures and document flow schemes, including a settlement documents. In consequence they minimize the costs of addition, replacement, and abandoned works and reduce the time of the investment realization.

AbstractThis chapter focuses on planning field campaigns and data collection relevant to plant biodiversity. Particular emphasis is placed on sampling spectra of plants across scales, from the leaf to the canopy and airborne level, considering the issue of matching ecological data with spectra. The importance of planning is highlighted from the perspective of the long-term sustainability of a project, which includes using and contributing to the development of standards for project documentation and archiving. These issues are critical to biodiversity researchers involved in data collection in situ and via remote sensing (RS).

The article is devoted to the research of the main trends and problems concerning the development of measures for the protection and rational use of the environment in Russia as well as the assessment of the environmental impact. The main sources of the regulating and legal information were analysed. As the result of the research, of the analysis and synthesis of these documents, the authors offered the basic methodology for the assessment of the environmental impact of the construction projects. The authors developed some recommendations about contents of the sections of the assessment of the impact of the construction project on the environment. The recommendations presented in the article are useful to all the participants of the investment-and-construction process, for the contractors involved in development of the project documentation, for the employees who carry out the state assessment of the environmental impact of the projects.
