AbstractDuring 15 years of implementation of the Regional Innovation Strategy of South Moravia, the support of innovative business evolved into a set of interconnected programmes for startups and innovative companies with a potential of growth and foreign expansion. Programmes of the South Moravian Innovation Centre (JIC) facilitate creation and development of technology oriented companies in the region, highly concentrated in prioritised high-tech branches corresponding with specialisation of the regional economy (IT, mechanical engineering etc.). Growth of highly qualified jobs (mainly in R&D) in these companies contributes to the increasing orientation of the region on knowledge intensive branches of economy. Emerging companies supported by the JIC show in average a longer lifespan and growth dynamics than comparable newly established companies in the region without this support. Realisation of the programmes also significantly contributes to building of high quality business environment in the region. Problematic aspects of support to innovative business in the South Moravian Region are linked mainly with poor network of investors able to stimulate faster growth of startups, with low motivation of university students to start their own business or with emerging dichotomy in the support of knowledge intensive businesses concentrated in Brno and insufficiently supported businesses with lower knowledge intensity, also operating in priority branches of the regional economy.

AbstractHighly qualified and creative people are the key prerequisite of innovation development of every region. Orientation at the development of talents and inflow of qualified people from abroad gained importance during 15 years of implementation of the South Moravian Regional Innovation Strategy. Through the Internationalisation programme, realised since 2006, the regional authority awards scholarships to students from non-EU countries studying at universities in Brno. A substantial part of supported students remains in the region after graduation, working at highly qualified positions. The SoMoPro programme – a unique support tool from Czech but also from European perspective – contributes to the increase of internationalisation and quality of research conducted in South Moravia. Recognised foreign researchers are motivated to move to Brno especially thanks to the newly built top quality research infrastructure. However, turning their short to mid-term stays into a long-term residence is rather difficult given not sufficiently motivating wages in public R&D in Czechia. The needs of increasing number of foreign researchers and other specialists mainly in private sector are addressed by the Brno Expat Centre. In the last years, the number of clients and consultations provided by the organisation grew continuously. Despite more significant impact of national and international mobility schemes and other influences, the aggregate effect of regional activities supporting inflow and maintaining of foreign talents and specialists leads to the increasing attractiveness of the region and the development of a competitive advantage above the other regions of Czechia. Thus the described regional activities contribute to high shares of foreign students and researchers in the region, placing South Moravia on leading positions among Czech regions.

To build an innovative economy, it is necessary to take into account the factors that affect this criterion. One of these factors is the quality of training of highly qualified personnel in engineering and management professions. Technological re-equipment of the industry requires the production of high-tech products that will become the backbone of the new, innovative economy of Russia. Thus, the need for a competitive system of training personnel who will participate in the formation of such an economy in the conditions of modernization of industries, transition to the sixth technological order is increasing. Engineering and management personnel combine both knowledge of science and technology (technical means) and the basics of management in relation to production and technological systems.

The aim of the work was to evaluate the dynamics of regional innovation development and compare the Russian regions according to their innovation efficiency, used resources, and achieved results. To estimate direct and indirect innovation effects, this study used the data on Russian regions according to variables of the innovative product volume, the share of high-tech products in the gross regional product (GRP) structure, the number of used patents, and investment in innovation activity for 2006–2017. To obtain a representative sample, a cluster analysis was applied as a preliminary step, which made it possible to select a group of regions that were most advanced in terms of their innovative development. Output-oriented data envelopment analysis models were applied for Malmquist Productivity Index calculation. The obtained results indicate the average growth of total factor productivity of regional innovation development over time. The main source of innovative development is largely derived from the economy of scale, while the effectiveness of regional innovation systems is basically increasing through broader resource bases, rather than through its effective utilization. The research findings can be applied to diagnose regional innovation effectiveness, justify public investment in research and development (R & D), and identify the priorities of regional innovation policy for specific regions.

The article presents comparative analysis results for the state of the business environment for innovation transformations in the Russian economy by comparing Russia’s positions with those held by world powers in leading international ratings that characterize conditions for economic growth and quality of economic growth. The article shows data pointing to positive changes in the country’s competitiveness and its critical lag in terms of global leadership in high-tech markets and labor productivity. In the article, the authors assess the condition and development trends in the national innovation ecosystem, with close attention paid to the analysis of interaction among major venture market participants, the discovery of factors, which encourage and prevent its development. The authors emphasize that major industrial groups are introverts when executing domestic technology projects and ignoring their opportunities of breaking onto the venture market. The authors accept arguments in favor of choosing major industrial enterprises as targets of innovation policy as producers of faster and more tangible innovation results. They substantiate whether the development of Russian industrial enterprises under the Industrie 4.0 model is adequate, describe tools, measures and the best practices to bring innovations to the industrial sector. They draw a conclusion that the Russian industrial sector’s innovation development is possible and urgent as a factor of solidifying the country’s economic strength.

AbstractSupport to research-industry cooperation belongs to main priorities of the Regional Innovation Strategy of South Moravia, also considering the shortcomings identified in cooperation and knowledge transfer between these sectors. Establishing links between companies and research institutions was aimed by the JIC Voucher (2009–2015) programme, the first programme of innovation vouchers in Czechia. Even though the support of new partnerships between companies and research institutions was the main goal of the programme, the number of supported partnerships of formerly cooperating entities was higher. A follow-up cooperation, usually on financially larger research projects, took place in more than one third of supported partnerships. Thus the programme positively affected a part of participating companies to spend higher amounts on R&D needed for co-financing of projects funded from national R&D programmes. The follow-up projects were more often realised by partners cooperating even before receiving the voucher. Also the non-approved projects of formerly cooperating partners were more often realised using other sources of funds than projects of those newly cooperating on an application for innovation voucher. Despite significant benefits of JIC Voucher to strengthening cooperation between companies and research institutions, the support to large companies – also enabled by the programme – can be viewed as inessential. This is obvious especially with respect to resources and experience with research cooperation usually held by these companies.

Purpose. The purpose of the article is to present the organizational and economic potential of innovative entrepreneurship in the strategic development of the regional economy. Methodology of the research. The following research methods are used to achieve such purpose: theoretical synthesis, analysis, abstract and logical - to reveal the relationship of entrepreneurship, innovation and strategic development of regions in the context of achieving sustainable development goals; interpretation and comparison - to determine the prospects for increasing the innovative activity of enterprises in the region; tabular and graphical - for a visual presentation of Ukraine's ranking of GII, the dynamics of training highly qualified scientific personnel and the cost of research and development. Findings. It has been established that dreams about the transition of Ukraine from a low-tech resource to a high-tech innovative economy are pinned on innovative entrepreneurship, which ensures qualitative structural changes in the economy in favour of knowledge-intensive types of economic activity. It is substantiated that, unfortunately, Ukraine is inferior to neighbouring states in terms of innovative indicators, taking 30th place among 39 European countries. There is a growing gap between the national economy and European countries. The main indicators of the innovative potential of the regions, which correspond to the trends, of the rating of Ukraine according to the global index of innovations are analysed. The expediency of the formation and development of entrepreneurial regional innovation systems has been determined. Originality. The substantiation of the feasibility of the development of entrepreneurial regional innovation systems, the feature of which is mobility and the ability to quickly and adequately respond to changes in external conditions of functioning, was further developed. Practical value. Proposals substantiated in the research can be used by authorities, educational institutions and business structures for the development of regional innovation systems. One of the most important objectives of the innovation policy of both developed and developing countries is the development of national and regional innovation systems. These are institutions and skills that aim to introduce innovations increasing competitiveness of the economy and improving the quality of life in society. Maintaining economic growth based on building a knowledge-based economy requires increasing the economic potential, mainly through increasing productivity and innovation. What is important in creating the innovative potential of the Polish economy is the fact that the large size of the Polish market, combined with the low level of openness to trade isolates domestic companies from their international competition. Domestic markets products and services are among the least liberalized in the EU and OECD. Polish companies may be sufficiently profitable in the domestic market, and therefore the pressure to compete with their counterparts abroad through investments in innovation and R&D, is lower. An important role in building an innovative economy is played by the business environment institutions providing specialized services to support the development of enterprises. Between these entities that are a part of the entrepreneurship support system in Poland, there are numerous organizational and competence links. The aim of this study is to determine the course of action for activities undertaken in the framework of innovation policy, which are aimed at creating system support for the development of the agri-food sector. The idea behind the study was to verify the hypothesis that the availability of the system services affects the increase of competitiveness, profitability, or viability and potential of the agri-food sector. The object of the study was a pilot service in the field of marketing and sales of products for micro and small companies in the agri-food processing industry. It was carried out based on the system project of the Polish Agency for the Development of Entrepreneurship (PARP), “Providing enterprises with access to new services of the National Service Network (KSU),” financed under Sub-measure 2.2.1 of the Operational Programme Human Capital 2007-2013.
