Abstract The management of the production assets in the Polish Mining Group Inc. is geared towards achieving strategic aims through the unification of the obtained machines/devices, their practical use while maintaining them in the proper technical condition, adhering to proper maintenance-renovation procedures, reserves optimization as well as final recycling with no re-use in the production cycle. The following paper presents the functioning of the IT support in the production assets management, geared towards the integration with other areas of technical and economic activities of the Group. The modular structure of the integrated IT system makes it possible to gradually implement the successive solutions functioning within the Group as well as in the surrounding local areas, ensuring the suitability to the current needs of the organization and the system users.

Development and practical implementation of the enterprise industrial safety management system considering the new requirements of the legislation on creation of the state system for monitoring, remote control, technical certification, and diagnostics of technical devices at hazardous production facilities supervised by Rostechnadzor is discussed in the article. To perform automated collection, recording, generalization, systematization, and evaluation of the information on the parameters that characterize safety of the enterprise hazardous equipment as a whole and each technical device, a block diagram of the enterprise automated industrial safety management system is proposed. The basics are suggested for creating the automated system containing a database that includes all the technical documentation, certificates and expert opinions, repair documentation and accompanying documents (orders, instructions, audit conclusions, etc.) for the efficiency of tracking the technical condition in real time considering changes in all the controlled parameters of the enterprise technological complexes. It is noted in the article that the assessment of the technical condition and life of single and unique technical devices that make up the bulk of equipment in hazardous production should be carried out already at the manufacturing stage by combining technical control with technical diagnostics, and their results should be included in the technical passport of the device. The need in this information for the operators is invaluable, especially after working out the manufacturer’s designated period of safe operation and for evaluating the actual technical condition and comparing it with its original, which was documented during fabrication. Data on the initial state allows to qualitatively assess the degradation processes that are developing during operation and consider them when evaluating the life of a technical device and conduct a qualitative audit of the industrial safety management system.

In view of the scientific protection and management of intangible assets of scientific research institutions, the importance of protection and management is expounded, and the significance of intangible assets to scientific research institutions is understood. In view of the problems existing in the management of intangible assets, the paper puts forward suggestions on three aspects: paying attention to the management of intangible assets property rights, optimizing the management mechanism of intangible assets and improving the specialty of intangible assets management. The purpose is to change the ideology of all managers, realize the value of intangible assets, and improve the protection and management system of intangible assets.

For the traditional inspection methods, the visual inspection data is firstly recorded on the inspection forms and then input manually into computer, which is inefficient and creates errors frequently. This research aims at establishing a smartphone-based bridge inspection and management system that can avoid such inputting errors and facilitate the bridge inspection process. The system enables the inspector to complete the inspection information collection in a portable smart phone. The site photos that related to the investigated structures can be easily added and edited during the inspection work with the help of the smart phone. After the investigation, the inspection report and the technical condition rating of the inspected bridge can be automatically generated. The collected data and the GPS information can be uploaded to the terminal server directly via the mobile network. The interface of the mobile software is user-friendly and easy operation, which provides an opportunity for the public to take part in the bridge inspection work, especially for the bridges in rural and mountainous areas. Then, this paper puts forward the relevant ideas on public participation in bridges’ emergency assessment and disposal after the disaster, which can provide data support for the decision-making and disaster relief work.

This article outlines a business and application architecture for policy-making organisations of public administrations. The focus was placed on the derivation of processes and their IT support on the basis of the policy-cycle concept. The derivation of various (modular) process areas allows for the discussion of generic application support in order to achieve the modular structure of e-government architectures for policy-making organisations of public administrations, as opposed to architectures for operational administration processes by administrations. In addition, further issues and spheres of interest to be addressed in the field of architecture management for policy-making organisations of public administrations will be specified. Different architecture variants are evaluated in the context of a potential application of the architecture design for policy-making organisations of public administrations. This raises questions such as how the issue of interoperability between information systems of independent national, state, and municipal administrations is to be tackled. Further research is needed to establish, for example, the level of enterprise architecture and the depth to which integration in this area must or may extend.

El objetivo de este estudio fue analizar y describir la situación actual de la calidad en las organizaciones deportivas de gestión de instalaciones deportivas españolas. De un total de 5.065 registradas bajo el código nacional de actividades económicas 9311, se procedió al estudio pormenorizado de cada una de las organizaciones a través de la observación sistemática, para finalmente seleccionar a 35 organizaciones con certificación de calidad ISO9001, ISO14001, OHSAS 18001y EFQM. Los resultados muestran una escasa implantación de calidad en las organizaciones de gestión de instalaciones deportivas, siendo las certificaciones con mayor implantación, el sistema de gestión de calidad (ISO 9001) y el sistema de gestión medioambiental (ISO 14001). The aim of this study was to analyze and describe the current situation of quality in sports management organizations of Spanish sports facilities. Out of a total of 5,065 registered under the national code of economic activities 9311, a detailed study of each of the organizations was carried out through systematic observation, to finally select 35 organizations with quality certification ISO9001, ISO14001, OHSAS 18001and EFQM. The results show a low quality implantation in the management organizations of sports facilities, being the certifications with greater implementation the quality management system (ISO 9001) and environmental management system (ISO 14001).

Life-cycle assets management (LCAM) is promising for improving power system efficiency and reliabilities, lowering life-cycle costs of smart grid. This paper, after investigating and redesigning traditional assets management processes with integration-centered optimization, puts forward a life-cycle assets management system model with multi-agent style, in which life cycle analysis (LCA) can be executed with collected and retrieved data from heterogeneous agents in complex multi-level environment. Related critical issues are also discussed about system modeling and implementation. Finally, technical solutions are proposed about agent communication mechanisms and information security. Research results can be extended to enhance information capacities in related fields.

The article is devoted to the generalization of theoretical aspects and practical recommendations for improving the asset management system in modern conditions. To build an effective system, the object of management — assets — is studied in detail. The approaches to understanding the essence of assets, namely value, financial and property, are singled out. The ratio of such concepts as “current assets”, “working capital” and “working capital” is studied, their common and different characteristics are determined. The current assets are grouped according to different classification features and their significance in the production process is determined. It is substantiated that the grouping of current assets is primarily of practical importance, allowing to build a clear system of accounting and analysis of the availability and movement of current assets and to form an effective system of their management by individual types. A thorough analysis of the interpretations of the concept of “asset management” available in the scientific literature has been made, and several approaches to its understanding have been identified. The conducted research made it possible to form an author's definition of the current assets management system. It is determined that the current assets management system should be based on an integrated approach, the components of which are objects and subjects of management, purpose, basic principles and functions, methods and tools of influence, formalized quantitative and qualitative criteria for achieving goals, and factors forming the operating environment of the object. The characteristic of each element of the system is given, in particular the subjects and objects of management are concretized, their interaction is considered, the purposes and tasks are outlined. It is determined that the functions of the management system are controlling, stabilizing and analytical, and the principles on which it is based — timeliness, unity, continuity, optimality and rationality. The implementation of the current assets management system involves the implementation of a number of successive measures in the form of certain stages, which are considered in the work. The proposed system of current assets management will predict the choice of management strategy of the entity in the long run and increase the overall efficiency of its operation.
