ABSTRACT As we enter the 21st century and advance further into the information age, traditional methods for computing a celestial navigation fix can no longer meet the requirements of modern vessels in terms of calculation speed and precision. Study of precise, rapid, and convenient celestial navigation computational methods and the application of information technology to modern celestial navigation is especially meaningful, considering the current push for e-Navigation. In this work, we employ a genetic algorithm, from the field of artificial intelligence, due to its superior search ability that mimics the natural process of biological evolution. Unique encodings and genetic operators designed in this study, in combination with the fix principle of celestial circles of equal altitude in celestial navigation, allow the rapid and direct attainment of accurate optimum vessel position. Test results indicate that this method has more flexibility, and avoids tedious and complicated computation and graphical procedures.

This introductory chapter analyzes the central political problem of our time, namely how to adapt democracy to the acceleration of the information age. Modern technology creates a supply of new tools for improved governance, but it also creates an urgent demand for putting these tools to use. We need better policies to obtain the benefits of innovation as quickly as possible and to manage the social problems that speedier innovation will inevitably create—from pollution to weapons of mass destruction. Our task is to place politics progressively within the domain of information technology—to use its new or enhanced tools, such as empiricism, information markets, dispersed media, and artificial intelligence, to reinvent governance. An overview of the subsequent chapters is also presented.

In this paper, a Parallel Genetic Algorithm has been developed and mapped onto a coarse grain MIMD multicomputer whose processors have been configured in a fully connected chordal ring topology. In this way, parallel diffusion processes of good local information among processors have been carried out. The Parallel Genetic Algorithm has been applied, specifically, to the Travelling Salesman Problem. Many experiments have been performed with different combinations of genetic operators; the test results suggest that PMX crossover can be avoided by using only the inversion genetic operator and that a diffusion process leads to improved search in Parallel Genetic Algorithms.

<p>The purpose of this study is to find and analyze the effect of feedback on <br />learning outcomes in mathematics and an interest in basic statistics course. The <br />population in this study are affordable Information Technology Student cademic Year 2012/2013 Semester II Indraprasta PGRI University of South Jakarta. Sample The study sample was obtained through random sampling. This study used an experimental method to the analysis using the MANOVA test. This study has three variables, consisting of: one independent variable, namely the provision of feedback (immediate and delayed), and two dependent variable is the result of interest in the study of mathematics and basic statistics course. The data was collected for the test results to learn mathematics, and a questionnaire for the interest in basic statistics course. Collected data were analyzed using the MANOVA test. Before the data were analyzed, first performed descriptive statistical analysis and test data analysis requirements (test data normality and homogeneity of covariance matrices). The results show that the learning outcomes of interest in mathematics and basic statistics course for students who are given immediate feedback higher than students given feedback delayed. <br /><br /></p>

Blood sample collection and rapid separation—critical preanalytical steps in clinical chemistry—can be challenging in decentralized collection settings. To address this gap, the Torq™ zero delay centrifuge system includes a lightweight, hand-portable centrifuge (ZDrive™) and a disc-shaped blood collection device (ZDisc™) enabling immediate sample centrifugation at the point of collection. Here, we report results from clinical validation studies comparing performance of the Torq System with a conventional plasma separation tube (PST). Blood specimens from 134 subjects were collected and processed across three independent sites to compare ZDisc and PST performance in the assessment of 14 analytes (K, Na, Cl, Ca, BUN, creatinine, AST, ALT, ALP, total bilirubin, albumin, total protein, cholesterol, and triglycerides). A 31-subject precision study was performed to evaluate reproducibility of plasma test results from ZDiscs, and plasma quality was assessed by measuring hemolysis and blood cells from 10 subject specimens. The ZDisc successfully collected and processed samples from 134 subjects. ZDisc results agreed with reference PSTs for all 14 analytes with mean % biases well below clinically significant levels. Results were reproducible across different operators and ZDisc production lots, and plasma blood cell counts and hemolysis levels fell well below clinical acceptance thresholds. ZDiscs produce plasma samples equivalent to reference PSTs. Results support the suitability of the Torq System for remotely collecting and processing blood samples in decentralized settings.
