Introduction. The article describes the principles of building state policy for the implementation of sustainable development goals in the Republic of Belarus. The authors analyse the compliance of the Belarusian national legislation with the principles of effective public administration in the interests of sustainable development.Material and methods. The study is based on general scientific and special methods. In view of the nature of the researched issues, the comparative research of the legal base of the Republic of Belarus, as well as analogy were of particular importance. Much attention was paid to the analysis of the National Concept of Sustainable Development of the Republic of Bela­rus until 2035 and the Roadmap for the implementation of the SDGs in the Republic of Belarus.Results. The effectiveness of public administration should be assessed by the fol­lowing parameters: security, international recognition, the ability of the state to pro­vide access to quality education and health care, the ability to involve the regions, the ability to provide basic infrastructure (transport capabilities, registration, statistics), the ability to replenish the treasury – taxation, the ability to organize management: the structure of public administration, procedures and selection of management person­nel, rational consumption of goods and services, maximum conservation of ecosystems in the process of natural resource management, cooperation with international part­ners and international organizations, development of integration processes with the countries of the Eurasian Economic Union.Discussion and Conclusions. Today it is necessary to take into consideration that both Belarus and Russia are involved in the implementation of the UN SDGs as part of the implementation of the Union State project. So, it is extremely important to harmonize our approaches, including in matters of effective public administration. And it is necessary to introduce common criteria for evaluating efficiency, which can have a positive effect through the synergy of both systems, to coordinate public admin­istration in both countries. In addition, joint implementation, and preparation of joint projects in terms of improving public administration should be carried out.

The main aim of this article was to test the authors’ proprietary method (i.e., the conversion method applied to evaluate e-banking services that support sustainable development goals in households, communities, and society). The authors’ conversion method can be applied with the aim of maintaining a balance between households, producers, and public administration services in line with the principles of sustainable development of the information society in Poland. To achieve this goal, the authors identified the differences between the results obtained using the conversion method and the results produced by other methods such as TOPSIS, Promethee II, and PROSA involving the same group of respondents. A hypothesis was made about the existence of significant differences in the results obtained as part of the studies. The research was carried out on a sample of nearly 830 ratings concerning the 27 most popular electronic banks in Poland. As part of the survey, the respondents assessed 18 characteristics (attributes) of the selected banks using a simplified Likert scale. The study was conducted during the pandemic in Poland in 2020. The authors compared the results achieved in the case of the TOPSIS, Promethee II, and PROSA methods and the ones obtained with the application of the conversion method. Then, the ratings of the e-banking websites were arranged in descending order, and the distances between the positions in the rankings obtained by the conversion method and other methods were calculated. In addition, the R2 correlation coefficients were calculated for all combinations of the results received using individual methods. The results showed the greatest differences both in the absolute distances between the positions obtained in the ranking and the lowest value of the R2 correlation coefficient in the case of the conversion method in relation to the other methods. The limitation of the present research resulted from the fact that the study sample included respondents who were all members of the academic environment. The students analyzed in the study were part of a group supporting globalization processes where e-business solutions are widely used. However, the purchases of goods and services both local and foreign made by this group were often limited in scope and value due to a lack of funds. The research results indicate a potential need for improvement of the conversion method.

Since the 70s, the focus of the Malaysian government on sustainable development is to improve the economic well-being of its society. In September 2015, Malaysia reaffirmed this commitment with the other United Nations countries by implementing the 2030 Agenda for 17 Sustainable Development Goals (SDGs), focusing on the bottom 40% of households (B40). Unfortunately, the implementation of Goods and Services Tax (GST) on 1st April 2015, followed by Sales and Services Tax (SST) 2.0 on 1st September 2018 impacted all income groups especially B40. The public especially B40 claimed that indirect tax is regressive and burdensome (MIER, 2018). Hence, the present study aims to identify the existence of SST 2.0's tax burden assessing through the relationship between elements of guiding principles of good tax policy. One of the programs of the Ministry of Villages, Development of Disadvantaged Regions and Transmigration of the Republic of Indonesia based on sustainable development (Sustainable Development Goals) globally which consists of 17 goals which are then added one point as a foothold for the community, namely a dynamic village institutional program and adaptive culture that involves the local government as a working partner. The program of dynamic village institutions and adaptive culture aims at village development that is based on the cultural roots of the local community with the intention that everything built on a cultural basis will have extraordinary resilience and have good deterrence. This study uses Edwards III theory by considering four indicators as a factor in implementing public policies consisting of: Communication, Resources, Implementing Disposition, and Bureaucratic Structure. Factors that are considered as supporting factors in the implementation of the dynamic village institutional program and adaptive culture in Southeast Minahasa Regency are communication and the disposition of the implementer. Factors that are considered as inhibiting factors in the implementation of dynamic village institutional programs and adaptive culture in Southeast Minahasa Regency are resources and bureaucratic structure. Human and financial resources need to be improved. It is necessary to make standard operating procedures specifically for dynamic village institutional programs and an adaptive culture that has a clear position base in carrying out the program.

Theoretical and practical aspects of development of strategic prospects for the land reform implementation in Ukraine have been analysed, possible consequences of termination of moratorium on land sale and the need to improve management in the process of the national land reform implementation have been determined in the article. The main strategic priorities of land relations in Ukraine have been covered. The research vector is focused on taking into account principles of land resource management regulated by specific methods and forms of legal impact on the land market formation and free circulation of land in general, management in a particular area complying with theoretical foundations of basic mechanisms of public administration and regulation. The conceptual foundations of strategic prospects for the implementation of the land reform in Ukraine and the launch of the land market have been presented in the article. It has been noted that the strategic prospects for the implementation of land reform in Ukraine will make it possible to achieve economic, social and environmental effects and to implement a number of sustainable development goals. The main legislation issues and the need of certain changes, improvement of public administration in the area of land relations enabling the economic growth in Ukraine have been covered. The article is devoted to the analysis of the inclusion of the Republic of Belarus in the processes of achieving the goals of sustainable development adopted by the world community. Environmental marketing is seen as a tool to achieve sustainable development goals in the area of responsible consumption. The essence of environmental marketing at the level of organizations and at the state level is determined. Directions for the development of environmental marketing in the Republic of Belarus have been identified in order to reduce the volume of non-decomposable waste and waste that cannot be recycled, including due to improper collection.

The paper considers one of the aspects of sustainable development - sustainable tourism development in accordance with the Sustainable Development Goals aimed at preserving the natural resources of the marine and terrestrial ecosystems. The research of this phenomenon is carried out using the analysis of regulatory legal acts in force in the field of tourism. Since most authors consider the purpose of travel to be one of the generally accepted criteria for dividing into types of tourism, the study was conducted on the basis of one of the most common types of tourism – health-improving tourism, the conceptual apparatus of which is formed under the influence of various conceptual approaches, based on the actual resource potential and features of the promotion of tourist services in the territories of tourist destinations. The proposals on amendments and additions to the existing regulatory legal acts of the Republic of Belarus and the Russian Federation determine the priority of the concept of “sustainable development” in the field of tourism activities.
