The article is devoted to the analysis of the inclusion of the Republic of Belarus in the processes of achieving the goals of sustainable development adopted by the world community. Environmental marketing is seen as a tool to achieve sustainable development goals in the area of responsible consumption. The essence of environmental marketing at the level of organizations and at the state level is determined. Directions for the development of environmental marketing in the Republic of Belarus have been identified in order to reduce the volume of non-decomposable waste and waste that cannot be recycled, including due to improper collection.

The article refers to such a document as the "Millennium Declaration", formulated by the UN and the Millennium development goals (MDGs) included in this document. The effectiveness of this document for 2000 to 2015 and developing countries UN Conference new programs - sdgs, included in the document "transformation of our world: an agenda for sustainable development in the years up to 2030". Creating own programs aimed at achieving the sdgs of all countries without exception. The significance of this document for the world and the planet as a whole, and the need to implement the SDG program for each country in the interests of the current and future generations. Adaptation of the SDG program in countries such as Germany, Switzerland, great Britain, and Norway. As well as the rating of countries for the implementation of the SDG program published in early 2018 by the world organization SDSN together with Bertelsmann Stiftung, in which the Russian Federation ranks 62nd, and the Republic of Belarus is the leader in the EEU, taking 21 places. Problematic aspects in Russia, as a result of which the sdgs are not achievable and the country does not have its own programs at the state level aimed at their implementation.

Sustainable consumption concept has been investigated widely in the literature and factors that effecting sustainable consumption or being a green consumer has been investigated recently, too. But the relationship between sustainable development and consumer behavior isn't investigated sufficiently. After 2030 Sustainable Development Goals set up, responsibilities and roles have been an important issue to achieve sustainable development in the long term. In this point, this study aims to investigate the consumer role for sustainable development goals through sustainable consumption patterns and trends.

In this work we discuss the importance of the application of sustainable development goals (SDGs) to all aspects which are related to the ocean. We argue that the ocean is interconnected and processes which are related to the ocean have direct impact on all SDGs, and any action undertaken within any of the SDGs will have an impact on the ocean. We believe that widely understood education of societies can ensure the proper understanding and hence implementation of the sustainable development idea throughout the world.

The United Nations has published the Sustainable Development Goals, which it aspires to achieve by 2030. The goals aspire to end poverty and hunger, build dignity, and create an inclusive, safe, and environmentally sound society. To much of the world community, markets are the problem, not the solution. This chapter argues the contrary; namely, that markets properly harnessed to work for development and for the people are an essential prong in the plan to end poverty, hunger, and exclusion by empowering people to help themselves. It shows how Competition Law in the service of markets helps to achieve these goals.

The relevance of the assessment of the state and prospects of the implementation of the Sustainable Development Goals (SDGs) in Ukraine, taking into account the current state program documents are shown. The national system of the Sustainable Development Goals of Ukraine, developed by the Ukrainian scientific community, in their relationship with the United Nations Sustainable Development Goals is considered. Perspectives of realization of Goals in state strategies, programs and plans are analysed and data on the level of their integration into state strategic documents are generalized. It is established that the current state of implementation of the Sustainable Development Goals in Ukraine is characterized by partial implementation and adaptation at the state level; there are no general methodological approaches to the development and coordination between different documents, etc. The necessity of further improvement of the system of the national (adapted) Sustainable Development Goals and monitoring of their achievement is substantiated.

Purpose. The aim of the article is to establish the level of food price volatility in Ukraine in order to develop national and regional food security programs in the framework of the 2030 sustainable development goals. Methodology of research. The theoretical basis of the study are the fundamental provisions of the food system, modern economic theory, which defines the goals and patterns of sustainable development of the world and Ukraine, scientific works of domestic and foreign scientists on food security, public administration and legislative settlement of this problem. The methodological basis of the study is the dialectical method and general and special methods of scientific knowledge. The following methods of economic research are used in the research process: abstract and logical (formation of principles, theoretical generalizations and conclusions); monographic (study of experience in food security); system analysis (determination of causal relationships); elementary-theoretical analysis and synthesis (establishment of patterns of development). Also in the process of research statistical methods are used: comparison, graphical and index. Using these methods, the state and dynamics of indicators of price fluctuations for food in Ukraine as a whole and in terms of territorial and administrative units, their economic and social consequences are analysed. The information base of the study is legislative and regulatory acts and program documents of state bodies of Ukraine and EU countries, official materials of the Cabinet of Ministers of Ukraine, methodical and statistical materials of the State Statistics Service of Ukraine and relevant services and institutions of other countries, scientific information from the world computer network Internet (research results of international organizations and FAO), the results of personal research of the author. Scientific work is based on the Agenda in the field of sustainable development "Ukraine 2016-2030". Findings. It is proved that if the established trends are maintained, it will not be possible to reach the target set in the National Report 2017 “Sustainable Development Goals: Ukraine” of CSW2 at consumer prices for food by 2030. In addition, the forecast values according to actual data significantly exceed the target. Originality. For the first time in Ukraine, the study is conducted on the basis of the indicators of the National Report 2017 "Sustainable Development Goals: Ukraine" in accordance with the identified objectives of CSW2, linking the results with the ability to achieve specific sustainable development goals – to reduce food price volatility. Practical value. Reducing food price volatility will have positive consequences for all actors in the food chain: consumers, producers and the state. Achieving the goals of sustainable development largely depends on the state machinery effectiveness and the professionalism of civil servants. Continuous education (life-long training) is an effective tool for ensuring competence level of civil servants. According to the results of the analysis of the education system of civil servants, it can be argued that in the Republic of Belarus it has developed a mixed framework of education for civil servants, which is characterized by a combination of innovative and traditional forms and teaching methods aimed at their professional and personal development. The training of civil servants is carried out within the annual governmental order. The existing educational framework was developed before the adoption of the 2030 Agenda, in this regard, the education of public servants does not fully take into account the paradigm of sustainable development. The solution is seen in the transition from the annual government order for training of civil servants to long-term, medium-term and short-term planning of their training, which correlates with the Sustainable Development Goals. It is also important to implement the principle of inclusion in education. This will entail not only the improvement of the scientific and methodological support of the educational process and the creation of new educational programs, but also an increase in the requirements for the level of teachers training and the intensification of the students role. We also believe that the use of advanced foreign experience in the learning process will strengthen the personnel capacity of the state machinery and promptly implement changes to reflect the new realities. The listed aspects of the civil servants education framework transformation in the Republic of Belarus can become potential growth points that in the long term will allow Belarus to achieve the Sustainable Development Goals.

The chapter argues that whether or not the world is successful in attaining sustainability, political systems are in a process of epoch-defining change as a result of the unsustainable demands of our social systems. This chapter theorizes a framework for analyzing the political “translation” of sustainability norms within national polities. Translation, in this sense, denotes the political reinterpretation of sustainable development as well as the national capacities and contexts which impact how sustainability agendas can be instrumentalized. This requires an examination into the political architecture of a national polity, the norms that inform a political process, socioecological contexts, the main communicative channels involved in the dissemination of political discourse and other key structures and agencies, and the kinds of approaches toward sustainability that inform the political process. This framework aims to draw attention to the ways in which global economic, political, and social systems are adapting and transforming as a result of unsustainability and to further understanding of the effectiveness of globally diffused sustainability norms in directing that change.
