Participatory planning is a necessity. Unfortunately, participatory planning has various problems that make it ineffective. Human resource capacity as an input factor for participatory planning is still inadequate. The participatory planning process has not optimized the best way of producing the outputs that are needed by the community. Spatial aspects of planning, activities in the space, and budgeting must be aligned. However, empirical facts show the inconsistency of development planning. The purpose of this study is to analyze the relationship between community participation in planning and regional development performance through spatial planning, development, and budget planning alignment, as the mediating variable. This study explore measurement of all three variables using quantitative indicators. The results of this study, using SEM PLS, indicate that the direct relationship of community participation and the performance of infrastructure development is significant if it does not include the mediation variable.  Process, results of participatory planning, alignment of spatial and development plans, and alignment of strategic plans with work plans are significant variables. Therefore, local governments need to make efforts to improve participation processes in spatial planning and development so as to improve the regional development planning alignment and performance

Abstract The article is focused on the creation of flood maps for ungauged basins (i.e. local spatial scale areas), using a hydrologic-hydraulic approach, geographic information systems (GIS) and remote sensing techniques, and their role in local spatial planning. The case study is represented by the Turniansky potok catchment which was not mapped in the preliminary flood risk assessment (EU Floods Directive) as an area with existing potential risk. The design discharges were estimated by applying the regional formula. The design discharge with 100-year return period was chosen for hydraulic modeling using the one-dimensional HEC-RAS model. The basis for creating the flood vulnerability map for the selected hydraulic domain was the current land use. Each land use category was assigned a category of acceptable risk (low, medium, high). Furthermore, the vulnerability was defined by digitizing buildings within the hydraulic domain. The role of the created flood maps, as regulatory tools in local spatial planning (i.e. local development plan of municipality), was highlighted and discussed. The importance of flood maps is primarily seen in limiting the irresponsible expansion and densification of construction in the areas near the watercourse which were assigned the low acceptable risk.

Abstrak. Penyimpangan penggunaan lahan sangat sering terjadi terhadap rencana tata ruang wilayah (RTRW). Daerah pinggiran kota merupakan wilayah yang banyak mengalami perubahan penggunaan lahan terutama perubahan penggunaan lahan pertanian menjadi non pertanian. Adapun tujuan penelitian untuk menganalisis tingkat keselarasan penggunaan lahan basah eksisting di Kecamatan Darul Imarah berdasarkan RTRW. Metode yang digunakan dalam penelitian ini adalah metode deskriptif dengan teknik survai. Sedangkan analisis data spasial menggunakan SIG dengan konsep extract, overlay dan reclassify. Hasil kajian menunjukkan sebesar 583,94 ha (86,68%) sawah eksisting di kawasan kajian telah selaras dengan RTRW dan yang tidak selaras yaitu sebesar 0,15 ha (0,02%). Sementara 89,57 ha (13,3%) sawah eksisting lainnya ditemukan belum selaras dengan RTRW Kabupaten Aceh Besar tahun 2012-2032.The Use of Existing Wetland Analysis Based On Spatial Planning in Peri Urban Area in Banda Aceh (Case study: Darul Imarah Subdistrict Aceh Besar Regency)Abstract. The deviation of land use is very frequent happened to spatial planning. Suburban areas are areas which undergo many changes in land use, especially changes in the use of agricultural land to non-agricultural. The purpose of the research is to analyze the aligned level of the existing wetland use in Darul Imarah sub-district based on spatial planning. The method used in this research was descriptive method with survey technique. While the spatial data analysis was using GIS with extract, overlay and reclassify concept. The result of the study showed that 583.94 ha (86.68%) of the existing fields in the study area were aligned with the RTRW and the non-aligned ones were 0.15 ha (0.02%). Meanwhile, 89.57 ha (13.3%) of other existing rice fields had not been aligned with the spasial planning of Aceh Besar Regency in 2012-2032.

In order to effectively improve the construction level of Zhejiang Province’s territorial and spatial system and its spatial governance capabilities, it is necessary to redeploy the province’s territorial and spatial planning based on the actual development of Zhejiang Province. With the rapid advancement of the urban integration work in Zhejiang Province, the increasingly prominent problems such as the deterioration of the ecological environment, the chaotic order of land use, and the large differences in regional development have made land and space development and governance more difficult. In order to effectively improve this situation, this article Taking Zhejiang Province as an example, the author discussed the basic path of constructing the framework of Zhejiang’s territorial and spatial planning system, hoping to play a certain role in promoting Zhejiang’s territorial and spatial planning.
