The paper aims to determine the role and formula of investments in renewable energy sources in Poland’s concepts of local spatial policies. It analyses 12,777 planning documents of local spatial policy (these are resolutions adopted by municipalities—in Poland there are two types of these instruments: studies of spatial development conditions and directions and local spatial development plans) in Poland enacted in 2005–2020. On this basis, local concepts were classified and related to the geographical and functional characteristics of municipalities. Poland is an interesting case study in this respect, providing a good reference point for broader international considerations. It was found that only 58.4% of Polish municipalities include renewable energy sources in their spatial policy concept. These are definitely more often urbanised municipalities. The degree of approach to renewable energy sources is also determined by the location of the municipality in the given province. The authors diagnose serious weaknesses in the Polish spatial planning system, consisting in the lack of skilful implementation of renewable energy sources into it. This is one of the reasons for the weaker development of renewable energy sources in the country. The authors consider as an innovative element of the research the analysis of the content of all spatial policy instruments in a given country, from the perspective of renewable energy sources, including proposing a way to verify these instruments.

The article aims to compare the local tools of Ukrainian and Polish spatial policy. It includes legal solutions (with a particular emphasis on the basics of development restrictions) and problems related to their application diagnosed in the literature on the subject. Based on the analysis of the spatial management systems of both countries, the similarities and differences were determined, referring them to the international discussion and suggesting directions for further research (on the spatial management systems of Central and Eastern European countries). Ukraine and Poland were selected for analysis in terms of similarities (partially similar historical conditions, location) and differences (status of a European Union Member State, spatial planning traditions).

Small towns are a significant component of the landscape in Europe and a key element of its cultural heritage. Currently, they face socio-economic crisis and spatial disintegration. Against this background, the spatial transformation of the Swiss town of Monte Carasso is of particular interest. It was initiated in the 1970s as a design intervention made by the architect Luigi Snozzi and eventually constituted a local spatial policy with a scope to maintain or even restore town urbanity and identity. This paper describes the case through its decomposition into primal elements such as context, main procedure elements, supplementary action, and obtained results. The results were measured by calculating urban parameters and observations compared with the adjacent town of Sementina, whereby they proved that the policy is effective. In the next step, a synthetic diagram was proposed that describes the interrelation between specific elements of the procedure. It was then modified to serve as a model for other possible contexts. Finally, its main potentials and limitations were described. It was concluded that the construction of the Monte Carasso urban regulatory mechanism has the potential to be replicated elsewhere. However, some of its features need to be rethought—mainly the role of an individual architect, which was highly exposed in the original case.

The article provides an overview of the legal and administrative aspects of spatial governance and planning and of the related challenges. The legal dimension of spatial planning, administrative spatial planning traditions, as well as different frameworks and conditions for the governance of territorial regions are briefly introduced. On this basis, the various contributions that compose the special issue are framed and presented to the readers. In conclusion, a number of directions for further research are identified. Overall, the article serves as an editorial introduction and the various issues it touches upon are further specified in the individual contributions the compose the special issue.

AbstractNeighbourhood cohesion is a concept describing the residents’ sense of community, engagement in acts of neighbouring, and attractiveness of living in the neighbourhood. Since 2000’s the term ‘cohesion’ has also been used in geography and in spatial policy to represent the distribution of functions and opportunities in space. The two approaches seem be complementary, but they lack consistency and appropriate conceptual framework. This paper aims at developing an integrated methodological framework which will include both social and spatial aspects of cohesion at the local level. Its empirical content refers to studies conducted in 2017–2019 in five locations in Poland. Three methods of spatial analysis are presented depicting various aspects of territorial cohesion of a neighbourhood: functional balance, accessibility of facilities and match between supply and demand. Such approach enables effective measurement and comparison of neighbourhoods representing various settlement types. The results show that the highest levels of cohesion were obtained for large cities where the density of amenities is the highest, and the lowest levels were noted in suburban settlements which confirms their malfunctioning character. The paper concludes with a critical revision of the concept of neighbourhood cohesion which can serve as a guideline for local urban policy.

Abstract The formulation of spatial planning strategies in an area is strongly influenced by the development of issues and problems in the area. Spatial planning policies contained in a regional regulation must be able to be aware of and deal with all current and future problems. Urban Heat Island) is currently a very growing issue in various regions in Indonesia which is influenced by many factors, one of which is the increase in built-up land. The issue of the Urban Heat Island is important because its effects are starting to be felt, including natural degradation, health, economic losses to excessive energy use. One of the most dominant areas in contributing to hot temperatures in urban areas is the industrial area. Kendal Regency is one of the regions in Indonesia with a fairly dominant industrial estate development. Industrial areas that are synonymous with built-up land, air pollution and the lack of green open spaces are one of the triggers for an increase in temperature. In contrast to the negative effects caused, the development of industrial estates in Kendal Regency is one of the drivers of the regional economy so that its existence is considered important. This study aims to understand spatial planning policies in response to the Urban Heat Island in the Kendal Regency industrial area. The research method used is spatial analysis using Landsat 8 imagery with supervised classification to see the UHI phenomenon in the Kendal industrial area, the results of which are used as a basis for evaluating spatial policies in response to UHI. The spatial policy of Kendal Regency in the designation of industrial areas has not fully responded to the UHI phenomenon in industrial areas, although 13 of the 14 clauses indicate the potential for an increase in surface temperature. UHI in the Kendal Regency spatial policy has not been seen as a threat to urban areas. Mitigation efforts against UHI mentioned are only in the form of providing green open space and waste management. It is hoped that this research can be input in improving spatial planning policies in the Kendal Regency industrial area, especially to suppress the increase in temperature.

Abstract Shaping the spatial policy belongs to the tasks of the local commune governments, which through the acts of local law in the form of local spatial development plans establish rules of land development for specific purposes. Analyzing properties which are not significantly diversified in terms of location, because they belong to the same area of the “local market”, it can be concluded that linking land properties with the functions they can perform and with their development possibilities is the most significant attribute which shapes the level of land value. Suburbanization processes influence the decisions of communes located in the immediate vicinity of urban agglomerations as to the directions of allocating land for specific purposes, especially in the areas within the city’s range of influence. The subject of the research is real estates with commercial, service and industrial functions located in the district of Krakow, within the boundaries of communes directly adjacent to Krakow. The aim of the works is to analyze the links between the location of areas designated for commercial development and the location of main communication routes and the distance from the city borders.
