The article provides an overview of the legal and administrative aspects of spatial governance and planning and of the related challenges. The legal dimension of spatial planning, administrative spatial planning traditions, as well as different frameworks and conditions for the governance of territorial regions are briefly introduced. On this basis, the various contributions that compose the special issue are framed and presented to the readers. In conclusion, a number of directions for further research are identified. Overall, the article serves as an editorial introduction and the various issues it touches upon are further specified in the individual contributions the compose the special issue.

Contemporary scholarship has critically interrogated categorical distinctions of urban and rural settlement types, shifting attention to processes of urbanisation instead. Yet, in some cases, the urban-rural dichotomy still proves an indispensable category to understand the governance of urbanisation. In this article, we explore this apparent contradiction: why is it that a distinction which is clearly inadequate in capturing the actual reality of urbanisation in post-urban regions still strongly informs the way a variety of actors involved in spatial planning think and act? This question is explored through an in-depth qualitative study of spatial governance in the fragmented post-urban settlement structure of Flanders, Belgium. Central to the study is the spatial governance instrument of demarcating ‘urban areas’, which is based on a strict urban-rural dichotomy in an attempt to counter sprawl. Through its implementation in the agglomerations of Antwerp and Mechelen, we show how this distinction tends to activate and reproduce a morally charged symbolic urban-rural divide. Combined with anti-urban identities and interests the distinction is instrumentalised in strategic actions of politicians and residents to undermine the instrument’s effectiveness. We conclude that arguments about the need for ‘new epistemologies of the urban’ should take the symbolic power of the urban-rural dichotomy seriously, as declaring these categories obsolete does not in itself lead to their disappearance.

COVID-19 calls for a new understanding of urban landscape and associated living. As an emerging topic, lockdown urbanism involves an unpredictable future where lockdown or quarantine may be a come and go new normal for everyday practice, but the topic itself seems to have escaped historical inquiry. This paper attempts to answer why the strict lockdown is suitable for China by revealing a long and complex history of urbanization and its social and administrative organization. The urban fabric is characterized by a system of urban patterns: enclosed communities, the spatial layout and service distribution of the neighborhood, and the formation of the center. It was also animated by daily ritualistic practices, such as the control of time, quotidian lockdown practice (yejin), and individual ties within the enclosed neighborhood. This paper contributes to a better understanding of the deep history of urban form and the order and logic behind lockdown urbanism.

The transition of rural industrial land has a critical role to play in rural revitalization. The study of rural spatial governance is an important starting point for analyzing the processes and exploring the paths through which the transition of rural industrial land takes place. This study takes the case of Shunde District, China, a typical semi-urbanized area, as its research object and constructs an analytical framework for rural industrial land transition based on spatial governance; it uses this case to conduct an analysis of the spatiotemporal processes and dilemmas involved in rural industrial land transition. Hengding Industrial Park is taken as a specific example to study how the processes and mechanisms involved in the transition of rural industrial land work in practice from a spatial governance perspective, and the path of rural revitalization based on rural spatial governance is discussed. The conclusions are as follows: (1) the fragmentation of rural space, the difficulty of renewing rural industrial land, the chaos of ownership, and the incomplete mechanism of the differentiation and game of multiple subjects, are the main obstacles in the process of rural industrial land transition in Shunde District; (2) since the 1990s, the rural industrial land dominant morphology—including quantity, structure, and so on—and the recessive morphology, including property rights, organizational systems, and input–output efficiency, have all undergone significant changes; (3) the comprehensive governance of rural space under the analytical framework of “matter-ownership-organization,” is an important starting point for analyzing the process of transition of rural industrial land. The “top-down” and “bottom-up” approaches, combining rural spatial governance strategy and the effective participation of multiple subjects, are important means of promoting the transition of rural industrial land; (4) rural spatial governance is conducive to promoting the transition of rural land use and the healthy development of rural space. The experience of semi-urbanized regions with rural revitalization is of vital significance for other regions.

In this think piece I will take you on a journey to share my approach to reading contemporary city building, which is increasingly chaotic, fragmented, and complex. Spatial governance, in my understanding, refers to the collective efforts to coordinate and structure the dynamic institutional activities of a variety of actors that aim to organise the built environment. Urban planning is one of these efforts, though not the only one. Therefore, in this article, I will visualise spatial governance as a dynamic landscape which accommodates multi-actor, multi-scalar, multi-loci and multi-temporal regulatory activities related to the uncertainties, opportunities, and crises of the market. Reading dynamic landscapes of spatial governance requires an understanding of regulatory efforts as they refer to the relational behaviour of state, market, and community actors. This approach, to linking regulatory efforts to relational behaviour, in my view, gives us new opportunities to provide comprehensive understandings of how cities develop under market-driven conditions.

The European Union identifies the regional level as the ideal spatial scale for resources’ redistribution, in so doing turning European regions into key spatial development players. This raises challenges due to the heterogeneity of the EU in terms of administrative configurations, and spatial governance and planning systems. The contribution of this article draws on the results of three interlinked ESPON research projects to shed light on the matter. Building on an overview of the institutional variables that may influence successful regional development, it proposes a typology of multi-level regional development governance in the EU and reflects upon the potentials for delivering economic, social, and territorial cohesion.

The change of urban construction land is most obvious and intuitive in the change of global land use in the new era. The supply and allocation of construction land is an important policy tool for the government to carry out macro-control and spatial governance, which has received widespread attention from political circles, academia, and the public. An empirical study on the change of construction land and its driving factors in 70 county-level cities in Guangxi, China based on the GeoDetector method reveals the driving mechanism of the construction land change in county-level cities and provides more detailed information and a more accurate basis for county-level city policy makers and decision makers. The study shows a significant heterogeneity in the action intensity and interaction between construction land change and its driving factors in county-level cities, where population and GDP size, transportation, and industrial structure are determining factors. Besides, the factors of fiscal revenue, social consumption, utility investment, and real economy have a very weak action force individually, but they can achieve significant synergistic enhancement effects when coupled with other factors. In the end, urban construction land change at different scales and their driving mechanisms are somewhat different, and it is recommended to design differentiated and precise construction land control and spatial governance policies according to local conditions.
