The article presents the analysis of approaches connected with solving the problems of increasing the effectiveness of managing the processes of goods movement in the supply chains. The attention has been focused on estimating the qualitative component of transport services, and that is the reliability index. The approaches focused on improving the efficiency of providing transport services have been studied. The main parameters influencing the reliability of transport and logistics services are identified: time, qualitative and quantitative characteristics of the goods, as well as the financial component – the cost of the provided transport service. A new methodical approach to estimating the reliability of goods flows in the supply chains is proposed. It is based on the main principles of the theory of automatic regulation and the determination of the reliability of technical systems. A complex index of reliability of transport services of logistics chains is offered: the readiness coefficient and the technical use coefficient. On the basis of structural and parametric identification of the dynamic model of the logistic system of goods transportation, the considered approach allows identifying a large number of constructive and technological parameters which affect the movement of goods flows in the supply chains. The results of the simulation allow one to analyze the influence of the time constant  which characterizes the response time of the links in the transport and logistics system, that is, the ability of the transport service participant not to respond to any external influences, and the influence of the time constant  which is responsible for delays, non-productive time losses occurring during the delivery of the goods, on the dynamics of the transitional processes of the goods flow movement for each link in the supply chains. The elaborated method allows developing managing actions aimed at improving the quality of transport services.

The article discusses the method of assessing the state of the agricultural sector logistics. The purpose of the logistics system of the agricultural sector is to create conditions for efficient operation of producers in the industry, as material costs are the most important among the cost items and can reach 60-80% of all costs for production and sales. Despite the large number of developments, today there is no single approach to assessing the management of logistics of the agricultural sector, further study requires evaluation of efficiency on the basis of integrated or combined approaches, taking into account the specifics of the agricultural sector and integrated indicators. It is established that one of the more adapted methods of assessing the level of management is integrated, which involves the construction of a single integrated indicator and allows you to combine the names, units, significance and other characteristics of factors to make effective management decisions on logistics in agricultural sector. An integrated assessment of the whole country and its regions, as well as the paradigm of its algorithm. A comparison is made in the dynamics of all regions of Ukraine on the level of management of logistics of the agricultural sector through a study of the system of statistical indicators that characterize the effectiveness of management. Based on the obtained results, three groups of the level of logistics management of the agricultural sector have been established: low, medium and high. By areas with relatively high logistics management, according to the conducted integral evaluation are: Kiev, Dnipropetrovsk, Poltava, Vinnitsa, Odesa, Kirovograd and Kharkiv region. These regions are characterized by a relatively satisfactory condition of all indicators of integrated assessment. It is established that regions with an average level of logistics management are characterized by a decrease in such an indicator of integrated assessment as the level of its investment in the agricultural sector. Thus, the general integrated indicator for Ukraine is at the middle level of management, which requires the introduction of innovative tools into the management system.

The article presents a structural description of the functioning of the regional information and communication system “Student and Labor” (SAL). This system is aimed at identifying and developing creatively gifted youth in the field of science, techniques and technology and is focused on the gradual involvement of university students in real work and interaction with leading enterprises in the region. The first cycle of the SAL system functioning is described, which has a complete character and has already led to a concrete result. The bank of information about the leading enterprises of the region that took part at the initial stage of the functioning of the SAL system were formed as well as the bank of 150 themes of scientific research for student projects, which were proposed by the enterprises themselves. All projects are focused on the practical significance of research for the enterprises themselves, as well as for students, their supervisors from universities and scientific consultants from enterprises that have embarked on joint research activities, which at the first stages are mostly of informational and educational nature. The Union of Employers of the Samara Region and the Council of Rectors of Universities in the Samara region are already taking the necessary measures to implement the described cycle of the functioning of the system SAL in the current academic year.
