In recent years, the management staff at the ethnic minorities boarding lower secondary schools have made great efforts in leading the application of information technology in teaching. Subjects from basic subjects to specialized subjects use information technology (IT) to improve subject teaching effectiveness. Depending on the characteristics and characteristics of each subject, even each lesson, that is applied in accordance with the objectives and contents of the subject and the lesson. In general, the application of IT in teaching of ethnic minority boarding lower secondary schools teachers is shown in the following activities: Teachers use computers as text editing tools to prepare lesson plans , exam questions, tests, print documents, access the Internet to collect materials for teaching; Electronic lecture design; Organize teaching by electronic lectures in class. However, the effectiveness of IT application in teaching of ethnic minorities boarding lower secondary schools in the Central Highlands provinces is not high. Through an in-depth assessment of the current situation of leadership capacity development in IT application in teaching at ethnic minority boarding lower secondary schools, the authors of the article has proposed an effective solution system for leadership capacity development in IT application in teaching at ethnic minority boarding lower secondary schools in accordance with the human, material and financial conditions of the ethnic minorities boarding general education schools for lower secondary in Central Highlands region in the current period.

Being aware of the importance of applying information technology in teaching to contribute to renovating teaching methods, district ethnic minorities boarding lower secondary schools in the Central Highlands Region have implemented many measures to promote information technology application in teaching, management and initially achieving certain results. However, the application of information technology in teaching at district ethnic minorities boarding high schools is still very difficult and therefore its effectiveness is not clear. There are many reasons for this situation, including the underlying causes of leadership capacity in applying information technology in teaching. To gradually overcome this situation, the authors of the article has conducted a survey to investigate the situation of developing leadership capacity in the application of information technology in teaching in district ethnic minority boarding high schools in the Central Highlands Region in the period from 2013 to 2018. The authors analyzed the survey results on the status of leadership capacity development in information technology application in teaching in district ethnic minority boarding lower secondary schools, the strengths sides, the weak sides and the causes of the strengths, weaknesses and issues to be posed to solve in the current period.

Application of ICTs in teaching in ethnic minority boarding secondary schools in Dak Lak province has been implemented relatively extensively and achieved certain results. However, the application of IT in teaching still faces many difficulties and is not synchronized in all regions. Although aware of the role of IT application in teaching, it has not become an indispensable need. The majority of teachers are not sure about the process of applying IT in teaching, individual and discrete working ways; The sharing and exchanging of knowledge are not regular, so the expansion of knowledge is limited. It can be seen that ethnic minority boarding secondary schools in Dak Lak province have mostly stopped at the policy of applying IT in teaching, there are still lack of specific measures to influence and connect teachers. with learners, have not created a motivation for the application of IT in teaching, have not selected practical and focused application contents, and have not organized leadership to apply IT in teaching in a scientific and effective way. Therefore, there has not been a clear change in IT application in teaching at secondary schools for secondary education in Dak Lak province. Therefore, the organization of researching the current situation of developing leadership capacity in information technology application in teaching at ethnic minority boarding schools for secondary schools in Dak Lak province has proposed a solution system. measures to develop leadership capacity in the application of information technology in teaching in ethnic minority boarding schools for junior high schools is an important and urgent issue that has been posed in the context of the current industrial revolution 4.0. now on.

Teaching for principals is one of the important factors to develop human resources ready to meet the requirements of educational innovation.The author of the article through surveying the situation of leadership capacity development in applying information technology in teaching for the principals of ethnic minority boarding schools in the Central Highlands region, analyzing strengths and weaknesses, from there propose a system of solutions to develop leadership capacity in applying information technology in teaching for principals of ethnic minority boarding schools in the Central Highlands region in the context of the industrial revolution 4.0 and comprehensive fundamental innovation for general education in Vietnam in the current period.

Background: In Central Highland of Vietnam, number of HIV infected people in the Highlands region was 2,869, with 654 cases of AIDS. There are very few researches on HIV/AIDS, especially, research in community [14]. The ethnic minority populations are the source of differences from other regions of in the country. Negative attitude and misperception toward HIV/AIDS are remaining among this group. To improve the perception and attitude towards HIV/AIDS among Ethnic minorities. This study aims to illustrate attitude and perception towards HIV/AIDS among ethnic minority in Buon Ma Thuot City and determine factors related to attitude and perception towards HIV/AIDS in this population.Methods: We performed a cross-sectional survey of collected from 810 ethnic minority aged 15-49 in Buon Ma Thuot city, Vietnam in 2012.  Face-to-face interviews were conducted to collect information regarding HIV knowledge, HIV perception and attitude towards people living with HIV/AIDS (PLWHA).  The mean score was calculated. Multivariate analysis performed to analyze the influence of socio-demographic, HIV information sources and HIV knowledge on attitudes and perception towards HIV/AIDS.Results: We identified the mass media channel is common HIV information resource (92.8%), but the respondents received HIV information through mass media channels had lower perception and attitude towards HIV/AIDS. The multivariate analysis showed that the socioeconomic-demographic characteristic, HIV information, and HIV knowledge significantly associated with perception and attitude towards HIV/AIDS. But the HIV information provided by health officers, who are ethnic minorities had more effectiveness of improving attitude towards PLWHA in community (p<0.05).Conclusion: Based on these data, we recommend improving quality of HIV massage through mass media channel with adequate HIV information combine with social messages. Besides, the role of multichannel mass media and the role of health officers is need to combine together.

Abstract: In the mindset of ethnic minority communities in Vietnam, Northeastern region, Northwestern regions and Truong Son-Central Highlands refers to a forest-related & cultural ecosystem. Especially, both living space and social space of the ethnic minorities in Truong Son - Central Highlands are deeply forest-related. Researchers often call it "mountainous culture", "highland culture" or "upland culture". Similar to many other ethnic minority groups in the North East and North West, those in Central Highland have long “eaten” the forest, have their livelihood based on forest, and shelter in wild highlands without any previous human footprints. They believe that deep forests, high mountains, and watershed forests are sacred, where gods situate in and therefore needed to be strictly protected. However, wars, reclamation, economic development policies, consequences of migration and other reasons have significantly destroyed the forestry ecocultural system in Central Highlands, Vietnam. Ecological environment has been ruined rapidly while cultural spaces have also been seriously damaged. This article aims to examine roles of the forests in the preservation of traditional cultural values ​​of the Central Highlands, and from which, provide recommendations to ensure green and sustainable development for local communities in the Central Highlands in particular and Vietnam in general. Vietnam has been fundamentally an agricultural country and consequently, rural areas with farmers play a critical role in its socio-economic development. As villages and communes are foundational social structures of the agricultural society, they have been the focal points in the development process throughout the history, especially during the modernization and industrialization of the country. For ethnic minority groups in the Central Highlands, despite their relative low socio-economic development level, the social relations are community – based, which forms the potential strength of the nation. Socio-economic development and village management have become central tasks set forth by the Party and the national government of Vietnam. The goals are to foster the development of the Central Highland villages while protect them from adversary derivative conditions, creating prerequisite conditions for the region’s integration with the market economy that is being formed and developed. With the development trend, the tools for managing and regulating basic social relations are customary laws and State laws. In this paper, we discuss a traditional form of society which is the village and its customary laws as solutions to developing advanced social relations, enhancing the internal power of the region, creating a driving force for the country.
