This paper explores access to, and engagement of, marginalized communities in the public education system. It begins by interrogating the meaning of access and engagement in education from a social justice position, and then turns to challenges that practitioners experience as they attempt to help marginalized groups gain access to education. Possibilities are suggested for overcoming and addressing such challenges. The article then reconceptualizes student engagement in a way that challenges educators to rethink how they currently understand student engagement, followed by a discussion about how to connect with school communities as a way to encourage student and community access and engagement in education. Lastly, strategies for building community relationships are presented.

This study adopts a critical discourse analysis (CDA) approach to problematize the representation of victims in the online educational messaging on sex trafficking promoted in the US “end-demand” movement. The websites of 20 US anti-trafficking groups are analyzed. While these website-based messages are positioned to educate the public about sex trafficking, they are predominately framed toward problematizing sex work and essentializing women with racialized and marginalized identities in sex work, with no discursive recognition of intersectional structural inequalities (e.g., racism, sexism, poverty, homo/transphobia) that lead to trafficking. These ideologically charged messages, when presented as “facts,” further the anti-sex work sentiment among the public, powerfully (re)produce and sustain the public (mis)perception equating “anti-sex trafficking” with “anti-sex work,” and legitimize the carceral feminist anti-trafficking practice that primarily criminalizes, censors, and oppresses the agency, behaviors, and needs of structurally marginalized communities. This paper calls attention to how injustice may be (re)produced in the way trafficking is represented and how representational injustice may translate into material consequences, further subjecting already marginalized groups to criminalization and surveillance. Through incorporating representational justice into our conceptualization of racial and social justice, we may (re)build an anti-trafficking framework that is structurally competent, rights-inclusive, and centered on humanization.

The focus of this chapter is the management and governance of education at provincial level—specifically on efforts to introduce performance management into education by the Western Cape Education Department (WCED), and their impact. Post-1994 the WCED inherited a bureaucracy that was well placed to manage the province’s large public education system. Subsequently, irrespective of which political party has been in power, the WCED consistently has sought to implement performance management. This chapter explores to what extent determined, top-down efforts, led by the public sector, can improve dismal educational performance. It concludes that the WCED is a relatively well-run public bureaucracy. However, efforts to strengthen the operation of the WCED’s bureaucracy have not translated into systematic improvements in schools in poorer areas. One possible implication is that efforts to strengthen hierarchy might usefully be complemented with additional effort to support more horizontal, peer-to-peer governance at the school level.

In the COVID-19 pandemic, marginalized groups like migrants are disproportionately affected. As panic, fear of neglect, and mistrusting institutions in these groups are presumed to be apparent, their detachment to health services still needs to be investigated. This study comparatively analyzed the level of panic and trust between South Koreans and immigrants who are living within highly affected areas of South Korea. Mann–Whitney-U-Test and Pearson correlation showed panic is more pronounced in the Korean group while having a similar panic display pattern with the immigrants. The immigrant group appears to highly trust the Korean health system, health institutions, local media, and the local native community. Beyond conventional expectations, participant’s average panic score showed a statistically significant positive correlation with items of the trust scale, indicating a level of individual reliance amid the pandemic panic. Thus, ascertaining institutional trust and matured citizenry are identified as factors for effective public health outcomes. During such a pandemic, this study also reminded the public health needs of immigrants as secondary citizens, and presumptions of immigrants’ mistrust in such settings might not always be true.

Democratic decentralization is the process of devolving the state’s roles and resources from the centre to the lower-level elected officials to encourage greater direct participation of people in governance. The 73rd Constitutional Amendment Act (1993), which gave the constitutional mandate to the Panchayati Raj Institutions in India, is considered as an opportunity for historically marginalized groups like women, Dalits (Scheduled Caste) and others to actively engage in the grassroot governance as members of local government institutions. Further, gram panchayats have been mandated for formulating their own annual development plan for economic development and social justice in their area. Although in these 25 years, since the enactment of the Act, various measures have been introduced through Panchayati Raj Institutions for increasing people’s participation and effective implementation of developmental programmes, but there is a little or no evidences—either the theoretical or the empirical, which can give a hint on its performance on social and political inclusion of marginalized communities. Against this backdrop, this empirical research paper attempts to explore the linkages between the democratic decentralization and socio-political inclusion of marginalized, by focussing on the Musahar community in Bihar state of India, using primary data collected from the field. The researchers argue that decentralization has ameliorated the social inclusion to some extent but shows very dismal rate of political inclusion of the Musahar Community.

The central focus of this essay was to examine different socio-cultural structures that affect high school aged athletes in seemingly different impoverished areas in the United States. Specifically, narratives in the popular press books The Last Shot and Our Boys were explored in order to highlight similarities and differences between the high school athletes in these two different urban and rural environments. In all, four factors that showcase the power of community involvement in underprivileged America emerged: the values promoted by the high school coach, the socioeconomic status of the community, the public education system, and the battle between the desire to escape the community and fear of the unknown. The implications of community involvement are discussed and avenues for future research are presented.

Under the Tax Administration Act, 2011 (TAA), taxpayers enjoy a right to privacy of information disclosed to the South African Revenue Service (SARS). This note shows that tax officials are obliged to protect the secrecy thereof. It is argued that the Commissioner for the SARS correctly resisted compliance with a subpoena issued by the Public Protector for access to the records of former President Jacob Zuma. If it acquiesced without objection, shock waves would have reverberated through South Africa’s tax community. It is contended that the Commissioner’s decision to maintain taxpayer secrecy under pain of a potential criminal sanction contributed to restoring some of the lost confidence and respect for the SARS which has, in recent times, endured reputational damage owing to internal squabbles which morphed into public scandals. This note hypothesises that CSARS v Public Protector is good authority for the proposition that governmental departments and state institutions not expressly mentioned in s 70 of the TAA do not have statutory rights of access to taxpayer information and must, to gain access, follow due process. This note argues that the judgment in casu is not only a victory for taxpayer rights but also for the rule of law.

In this article, Dyrness and Sepúlveda argue that in El Salvador, young people are participants in a diasporic social imaginary that connects them with Salvadorans and other Latinos in the United States—before they have ever left the country. The authors explore how this transnational relationship manifests in two school communities in San Salvador: a private school long recognized as a gateway to the elite and a public school serving one of the most violent and impoverished urban marginalized communities in San Salvador. Focusing on two different contexts of socialization—“homeboy” expressive culture and school-based English instruction—they argue that both groups of students were experiencing contradictory forces of cultural socialization that are characteristic of the diaspora.

The title “interpreter” is not a professional title in Norway; Norwegian legislation only applies to “sworn interpreters” authorized by the Directorate of Integration and Diversity (IMDi). The interpreter authorization scheme is one of the steps that have been taken to guarantee the quality of the interpreters and their services. Another step has been the creation of the National Register of Interpreters, which provides the public with access to qualified interpreters. However, the register is not flawless and may exclude well-qualified interpreters. The register has five qualification categories with different sets of requirements; the only problem is that the interpreter’s access to the different courses that enables the interpreter to enter the register is limited. This problem could be remedied easily by means of the official exams for the grant of the title ”sworn interpreter”, but regretfully the exams, as well as the necessary courses to advance from category to category in the register, are not available in all language combinations or on a frequent basis. The distinction between an “interpreter” and a “sworn interpreter” may not be the quality, as much as the professional title and having access to education. In this context, the importance of licensing or professionalization linked to the phenomenon of trust becomes evident. The foreign and native speaker have to communicate through an interpreter, they need to trust the interpreter in order to get their message through, but why anyone should do that without a guarantee that the interpreter is qualified is another question. Mainly non-professional interpreters perform interpretation in the public sector and several studies show that the interpreters lack linguistic and professional skills to do their job satisfactory. This problem should not be ignored, but rather properly addressed by establishing a professional graduate degree to ensure the quality of the interpreter and consolidate the status of the interpreter as a professional in the public sector in Norway. However, this is only one side of the problem, it is also necessary to promote and ensure the use of qualified labour in the public sector.
