The article presents and describes research results concerning determination of an impact of the ionospheric correction upon the positioning accuracy of an aircraft. The main objective of examinations was to verify three ionospheric models (the Klobuchar model, SBAS model and IONEX model) in determining aircraft coordinates. In the framework of the conducted simulations, the authors determined the aircraft coordinates by means of the SPP code method in the GPS system. The article presents a comparison of the determined aircraft coordinates in the SPP code method in relation to an accurate solution in the RTK-OTF differential technique. Based on the obtained results, it was found that e use of the SBAS and IONEX model is exploited to improve the positioning accuracy of an aircraft in relation to the Klobuchar model, from 20% to 72%, in the geocentric XYZ frame. The obtained findings of a simulation indicate that the ionospheric correction in the SBAS and IONEX models may be used to improve the performance of aircraft coordinates in air navigation.

Ionospheric delay as the major error source needs to be properly handled in multi-GNSS (Global Navigation Satellite System) single-frequency positioning and the different ionospheric models exhibit apparent performance difference. In this study, two single-frequency positioning solutions with different ionospheric corrections are utilized to comprehensively analyze the ionospheric delay effects on multi-frequency and multi-constellation positioning performance, including standard point positioning (SPP) and ionosphere-constrained precise point positioning (PPP). The four ionospheric models studied are the GPS broadcast ionospheric model (GPS-Klo), the BDS (BeiDou Navigation Satellite System) broadcast ionospheric model (BDS-Klo), the BDS ionospheric grid model (BDS-Grid) and the Global Ionosphere Maps (GIM) model. Datasets are collected from 10 stations over one month in 2019. The solar remained calm and the ionosphere was stable during the test period. The experimental results show that for single-frequency SPP, the GIM model achieves the best accuracy, and the positioning accuracy of the BDS-Klo and BDS-Grid model is much better than the solution with GPS-Klo model in the N and U components. For the single-frequency PPP performance, the average convergence time of the ionosphere-constrained PPP is much reduced compared with the traditional PPP approach, where the improvements are of 11.2%, 11.9%, 21.3% and 39.6% in the GPS-Klo-, BDS-Klo-, BDS-Grid- and GIM-constrained GPS + GLONASS + BDS single-frequency PPP solutions, respectively. Furthermore, the positioning accuracy of the BDS-Grid- and GIM-constrained PPP is generally the same as the ionosphere-free combined single-frequency PPP. Through the combination of GPS, GLONASS and BDS, the positioning accuracy and convergence performance for all single-system single-frequency SPP/PPP solutions can be effectively improved.

This paper presents research results relate to determination aircraft coordinates using SPP method in kinematic mode. For this purpose C/A code on L1 frequency in GPS system from onboard Topcon TPS Hiper receiver were used. Numerical computations of aircraft coordinates in SPP module in gLAB software were executed. The SPP method was characterized and configuration of SPP module in gLAB software was described. In research part, two airborne tests (Mielec and Dęblin) were realized and preliminary results of positioning accuracy of aircrafts were presented. Accuracy of BLh geodetic coordinates for aircraft is better than 4 m in Mielec experiment and better than 12 m in Dęblin experiment, respectively.

AbstractThe article presents research results concerning the determination of the vector error between a reference station and the GNSS on-board receiver in the GPS satellite measurements for GBAS system, taking into account the ZTD troposphere delay parameter. Based on the conducted studies, it was found that the highest value of the vector error between a reference station and the GNSS on-board receiver can exceed 0.18 m, for a distance of over 40 km and the ZTD value equalling to 2428.1 mm. The error results of vector measurement can be used in the RTK-OFT differential technique in the GBAS system.

ABSTRAKPutusan Nomor 2-3/PUU-V/2007 selain menjadi dasar konstitusionalitas pidana mati, juga memberikan jalan tengah (moderasi) terhadap perdebatan antara kelompok yang ingin mempertahankan (retensionis) dan yang ingin menghapus (abolisionis) pidana mati. Permasalahan dalam penelitian ini adalah bagaimana kebijakan moderasi pidana mati dalam putusan a quo dikaitkan dengan teori pemidanaan dan hak asasi manusia dan bagaimana kebijakan moderasi pidana mati dalam RKUHP tahun 2015 dikaitkan dengan putusan a quo. Penelitian ini merupakan penelitian doktrinal, dengan menggunakan bahan hukum primer dan sekunder, berupa peraturan perundang-undangan, literatur, dan hasil-hasil penelitian yang relevan dengan objek penelitian. Penelitian menyimpulkan, pertama, putusan a quo yang memuat kebijakan moderasi pidana mati telah sesuai dengan teori pemidanaan khususnya teori integratif dan teori hak asasi manusia di Indonesia di mana hak hidup tetap dibatasi oleh kewajiban asasi yang diatur dengan undang-undang. Kedua, model kebijakan moderasi pidana mati dalam RKUHP tahun 2015 beberapa di antaranya telah mengakomodasi amanat putusan a quo, seperti penentuan pidana mati di luar pidana pokok, penundaan pidana mati, kemungkinan pengubahan pidana mati menjadi pidana seumur hidup atau penjara paling lama 20 tahun. Selain itu masih menimbulkan persoalan berkaitan dengan lembaga yang memberikan pengubahan pidana mati, persoalan grasi, lamanya penundaan pelaksanaan pidana mati, dan jenis pidana apa saja yang dapat diancamkan pidana mati.Kata kunci: kebijakan, KUHP, moderasi, pidana mati. ABSTRACTConstitutional Court’s Decision Number 2-3/PUU-V/2007, in addition to being the basis of the constitutionality of capital punishment, also provides a moderate way of arguing between retentionist groups and those wishing to abolish the death penalty (abolitionist). The problem in this research is how the moderation policy of capital punishment in aquo decision is associated with the theory of punishment and human rights and how the moderation policy of capital punishment in the draft Criminal Code of 2015 (RKUHP) is related with the a quo decision. This study is doctrinal, using primary and secondary legal materials, in the form of legislation, literature and research results that are relevant to the object of analysis. This study concludes, firstly, the aquo decision containing the moderation policy of capital punishment has been in accordance with the theory of punishment, specificallyy the integrative theory and the theory of human rights in Indonesia, in which the right to life remains limited by the fundamental obligations set forth in the law. Secondly, some of the modes of moderation model of capital punishment in RKUHP of 2015 have accommodated the mandate of aquo decision, such as the determination of capital punishment outside the main punishment, postponement of capital punishment, the possibility of converting capital punishment to life imprisonment or imprisonment of 20 years. In addition, it still raises issues regarding the institutions that provide for conversion of capital punishment, pardon matters, length of delay in the execution of capital punishment, and any types of crime punishable by capital punishment. Keywords: policy, criminal code, moderation, capital punishment.

Background: The determination of the mechanical properties of biological samples using Atomic Force Microscopy (AFM) at the nanoscale is usually performed using basic models arising from the contact mechanics theory. In particular, the Hertz model is the most frequently used theoretical tool for data processing. However, the Hertz model requires several assumptions such as homogeneous and isotropic samples and indenters with perfectly spherical or conical shapes. As it is widely known, none of these requirements are 100 % fulfilled for the case of indentation experiments at the nanoscale. As a result, significant errors arise in the Young’s modulus calculation. At the same time, an analytical model that could account complexities of soft biomaterials, such as nonlinear behavior, anisotropy, and heterogeneity, may be far-reaching. In addition, this hypothetical model would be ‘too difficult’ to be applied in real clinical activities since it would require very heavy workload and highly specialized personnel. Objective: In this paper a simple solution is provided to the aforementioned dead-end. A new approach is introduced in order to provide a simple and accurate method for the mechanical characterization at the nanoscale. Method: The ratio of the work done by the indenter on the sample of interest to the work done by the indenter on a reference sample is introduced as a new physical quantity that does not require homogeneous, isotropic samples or perfect indenters. Results: The proposed approach, not only provides an accurate solution from a physical perspective but also a simpler solution which does not require activities such as the determination of the cantilever’s spring constant and the dimensions of the AFM tip. Conclusion: The proposed, by this opinion paper, solution aims to provide a significant opportunity to overcome the existing limitations provided by Hertzian mechanics and apply AFM techniques in real clinical activities.

This paper presents a method for increasing the speed and the positioning accuracy of the positioning systems with mechanical position feedback. The method consists in using a position transducer for real time determination of the position of the load and correcting this position using an adequate algorithm. It is preferable not to modify the construction of the positioning unit, allowing the user to decide when to use this correction method according to the practical application. An interesting solution to this problem is to use an external space-position finding sensing system, as presented in the paper.

One of the basic tasks in shipping is to ensure safe navigation of vessels. The concept of the ship domain is of major importance in the assessment of a navigational situation and the avoidance of ship collisions. It is difficult to determine a ship domain as its shape and size depend on a number of factors. One question to be answered before the determination of the ship domain is which method to use: statistical, analytic, or expert method using artificial intelligence tools; other questions are connected with domain interpretation. The authors have analyzed the ship domain as a criterion for the assessment of ship navigational safety in an encounter situation in the open sea. The research results are used to answer some of the questions.Part 2 includes definitions of the ship domain and ship fuzzy domain. Part 3, in turn, presents methods of their determination as well as relevant questions. The results of the authors' research, described in Part 4, make up a basis for the determination of the domain and ship fuzzy domain. These have been determined with the so-called dynamic domains as a point of departure. The criteria of ship domain and closest point of approach are compared and discussed. Encounters of various size ships are considered in Part 5. The research and its results are described. Both ship domains and ship fuzzy domains of encountering ships are analyzed. Then, conclusions have been formulated in relation to the effect of the sizes of encountering ships on the shapes and sizes of their domains. Final conclusions are given in Part 6.

Abstract Single-frequency users of the global navigation satellite system (GNSS) must correct for the ionospheric delay. These corrections are available from global ionospheric models (GIMs). Therefore, the accuracy of the GIM is important because the unmodeled or incorrectly part of ionospheric delay contributes to the positioning error of GNSS-based positioning. However, the positioning error of receivers located at known coordinates can be used to infer the accuracy of GIMs in a simple manner. This is why assessment of GIMs by means of the position domain is often used as an alternative to assessments in the ionospheric delay domain. The latter method requires accurate reference ionospheric values obtained from a network solution and complex geodetic modeling. However, evaluations using the positioning error method present several difficulties, as evidenced in recent works, that can lead to inconsistent results compared to the tests using the ionospheric delay domain. We analyze the reasons why such inconsistencies occur, applying both methodologies. We have computed the position of 34 permanent stations for the entire year of 2014 within the last Solar Maximum. The positioning tests have been done using code pseudoranges and carrier-phase leveled (CCL) measurements. We identify the error sources that make it difficult to distinguish the part of the positioning error that is attributable to the ionospheric correction: the measurement noise, pseudorange multipath, evaluation metric, and outliers. Once these error sources are considered, we obtain equivalent results to those found in the ionospheric delay domain assessments. Accurate GIMs can provide single-frequency navigation positioning at the decimeter level using CCL measurements and better positions than those obtained using the dual-frequency ionospheric-free combination of pseudoranges. Finally, some recommendations are provided for further studies of ionospheric models using the position domain method.

Artikel ini ingin menyorot mengenai penentuan kandidat pepala Pemerintah Aceh di internal Partai Aceh. Bertujuan untuk mengetahui dan menganalisis penentuan kandidat calon Kepala Pemerintah Aceh di Internal Partai Aceh. Serta mengetahui dan menganalisis penentuan kandidat calon Kepala Pemerintah Aceh di Internal Partai Aceh yang tidak merujuk kepada AD dan ART Partai Aceh sekaligus dengan Peraturan Pemerintah Nomor 20 Tahun 2007 tentang Partai Politik Lokal di Aceh. Berdasarkan hasil penelitian dalam pembahasan, disimpulkan: Pertama, bahwa proses penentuan kandidat calon Kepala Pemerintah Aceh di internal Partai Aceh tidak sesuai dengan Anggaran Dasar dan Anggaran Rumah Tangga Partai Aceh. Akan tetapi proses ditentukan dalam kongres partai hal ini berdasarkan pernyataan para elit-elit Partai Aceh. Kemudian Dewan Pimpinan Pusat, Dewan Pimpinan Wliayah, Dewan Pimpinan Sagoe, Dewan Pimpinan Mukim dan Dewan Pimpinan Gampong sudah mengadakan rapat dalam hal penentuan para kandidat yang diusung. Kedua, konsekuensi dari penentuan kandidat Kepala Pemerintah Aceh baik itu Calon Gubernur/Wakil Gubernur, Calon Bupati/Wakil Bupati, Calon Walikota/Wakil Walikota memang tidak merujuk kepada Anggaran Dasar dan Anggaran Partai Aceh, dalam Anggaran Rumah Tangga Pasal 6 yang menyatakan kewenangan Majelis Tuha Peut menentukan kebijakan strategis namun kenyataannya tidak demikian, hal ini inkonstitional karena melanggar ketentuan AD dan ART Partai Aceh. Karena legitimasi AD dan ART Partai Aceh diakui secara kuat oleh Peraturan Pemerintah Nomor 20 Tahun 2007 tentang Partai Politik Lokal di Aceh. This article would like to highlight the determination of the Aceh Government candidate pala in internal Aceh Party. Aims to find out and analyze the determination of candidates for the candidates for the Head of the Government of Aceh in the Internal Aceh Party. As well as knowing and analyzing the determination of candidates for candidates for the Head of the Aceh Government in the Internal Aceh Party who did not refer to the AD and ART of the Aceh Party as well as Government Regulation Number 20 Year 2007 concerning Local Political Parties in Aceh. Based on the research results in the discussion, it was concluded: First, that the process of determining candidates for the Head of Aceh Government candidates in the Aceh Party internally was not in accordance with the Aceh Party Statutes and Bylaws. However, the process was determined at the party congress based on the statements of the Aceh Party elites. Then the Central Leadership Board, the Wliayah Leadership Board, the Sagoe Leadership Board, the Mukim Leadership Council and the Gampong Leadership Council held a meeting in determining the candidates to be promoted. Second, the consequences of determining the candidates for the Head of the Government of Aceh, whether Candidates for Governor / Deputy Governor, Candidates for Regent / Deputy Regent, Candidates for Mayor / Deputy Mayor, do not refer to the Statutes and Articles of the Aceh Party, in Article 6 of the Bylaws which states the authority of the Tuha Assembly Peut determines strategic policy but the reality is not the case, this is unconstitutional because it violates the provisions of the AD and ART of the Aceh Party. Because the legitimacy of the AD and ART of the Aceh Party is strongly recognized by Government Regulation Number 20 of 2007 concerning Local Political Parties in Aceh.
