In a pair of recent papers, Allen Buchanan has outlined an ambitious account of the ethics of revolution and its implications for military intervention. Buchanan’s account is bold and yet sophisticated. It is bold in that it advances a number of theses that will no doubt strike the reader as highly controversial; it is sophisticated in that it rests on a nuanced account of how revolutions unfold and the constraints that political self-determination places on intervention. He argues that, despite the importance of political self-determination, humanitarian intervention may be permissible without the consent of the rebelling population. Indeed, given certain structural features of revolutions, there are often reasons to disregard the consent of the population oppressed and intervene before the revolution starts. More controversially, he argues that military force may be employed to nullify the democratic constitutional choice of the newly liberated population and impose a particular form of democratic government, if this is necessary to guarantee the conditions for the future exercise of self-determination. In this paper, I further elaborate Buchanan’s account of political self-determination and argue that once correctly understood, it places tighter constraints on intervention than Buchanan allows. Thus, his bold conclusions should be resisted.

In the Bangladesh crisis, two important objectives of international law appeared to be in conflict: that of peace and that of justice. The former objective is set out in the rules of the U.N. Charter against the use of force by states except in self-defense against an armed attack. The second is found in the provisions of the Charter and in various resolutions, declarations, and covenants pertaining to fundamental human rights and self determination.

Metaphase chromosomes from human and mouse cells in vitro are isolated by micrurgy, fixed, and placed on grids for electron microscopy. Interpretations of electron micrographs by current methods indicate the following structural features.Chromosomal spindle fibrils about 200Å thick form fascicles about 600Å thick, wrapped by dense spiraling fibrils (DSF) less than 100Å thick as they near the kinomere. Such a fascicle joins the future daughter kinomere of each metaphase chromatid with those of adjacent non-homologous chromatids to either side. Thus, four fascicles (SF, 1-4) attach to each metaphase kinomere (K). It is thought that fascicles extend from the kinomere poleward, fray out to let chromosomal fibrils act as traction fibrils against polar fibrils, then regroup to join the adjacent kinomere.

Since March 2020 in Australia, there has been decisive national, and state and territory policy as well as community led action involving Aboriginal and Torres Strait Islander people as information about COVID-19 arose. This has resulted in, what could only be framed as a success story in self-determination. However, there continues to be issues with the quality of data used for the surveillance and reporting of Aboriginal and Torres Strait Islander people during the pandemic. This article discusses some of the important events in pandemic planning regarding Aboriginal and Torres Strait Islander people and how this relates to surveillance and monitoring in the emerging and ongoing threat of COVID-19 within Aboriginal and Torres Strait Islander communities. The authors also identify some of the data considerations required in the future to monitor and address public health.

AbstractOver the past three decades Jean Bethke Elshtain has used her critique and application of just war as a means of engaging with multiple overlapping aspects of identity. Though Elshtain ostensibly writes about war and the justice, or lack of justice, therein, she also uses just war a site of analysis within which different strands of subjectivity are investigated and articulated as part of her broader political theory. This article explores the proposition that Elshtain's most important contribution to the just war tradition is not be found in her provision of codes or her analysis of ad bellum or in bello criteria, conformity to which adjudges war or military intervention to be just or otherwise. Rather, that she enriches just war debate because of the unique and sometimes provocative perspective she brings as political theorist and International Relations scholar who adopts, adapts, and deploys familiar but, for some, uncomfortable discursive artefacts from the history of the Christian West: suffused with her own Christian faith and theology. In so doing she continually reminds us that human lives, with all their attendant political, social, and religious complexities, should be the focus when military force is used, or even proposed, for political ends.

For Americans, long accustomed to judicial review of the law, the traditional absence of a similar system of constitutional control in France comes as a surprise. Closer examination however, reveals that the French politico-historico-judicial tradition inherited from the Ancien Régime and the Revolution of 1789 is deeply opposed to the development of "government by the judges." Why did the Revolution react against the judiciary? How has the idea of constitutional control evolved in modern France? What are the possible sources of legitimacy for an institution (the Conseil constitutionnel) and a concept (judicial review) cut off from the sanction of tradition? What is the future of the Conseil?

AbstractTerrorism, while not new in the history of humanity, has become a major issue and challenge for contemporary society worldwide. Recently it has become embodied and symbolized by the “Islamic State in Iraq and Syria” (ISIS) in its many permutations in the Middle East, the focus of massive military intervention on the part of major world powers and of study, analysis, strategy and planning. One aspect that has distinguished ISIS from previous terrorist movements is a major migration of women, especially but not limited to Western Europe, joining the jihad proclaimed by the religious leaders of ISIS. This introduction to the special issue on Female Migration to ISIS surveys and identifies the known possible roots of the phenomenon and related issues, summarizes major known points relative to it, and outlines the future agenda of work, not only academic but also practical and strategic, to be followed. Balanced recommendations on how to build a promising intervention strategy not only based on military force are put forth for consideration and discussion. While based on research, this article should be considered more of an editorial, generally introducing the field, summarizing existing work, especially the content of this special issue, and pointing out work needed in the future.

This article describes the results of research carried out among youth for determining the perceptions of the image of the future. The image of the future is a dynamic psychological state that sets a vector of life and self-organization of individuals, and serves as the basis for projecting the development of personality and resources, essential for realization of its life path. Leaning on the analysis of existing perceptions of the image of the future suitable for youth, it was established that it relates to the perception of life as a dependent on the subject of activity, which correlates with independence, self-control, acceptance of social roles and emotional self-esteem. The author assumes that there are three key strategies in description of the image of the future for young men and women: planning, description of emotional relationships, and self-determination. The research involved total of 1,538 respondents (610 male and 928 female, aged 14-28. The classical methodology developed by I. S. Kon “Me in 5 Years” served as the main method for this study. Images of the future for young men and women contain both, different and similar strategies. Young women receiving vocational education see their future through planning, and the ones studying in high school and universities – through self-determination. Young men who study in high school and universities see their future through emotional relationships, and students of vocational education – through self-determination. This implies that namely the level of educational institution (school, university, vocational education) allows forming certain gender differences in the image of the future.

A knowledge ecosystem is a collection of individuals and organizations who are involved in the creation, management and dissemination of knowledge, both in the form of research and lived experience and teaching. As is the case with ecosystems more generally, they thrive on variation and diversity, not only in the types of individuals and organizations involved but also in the roles that they play. For many decades, the northern knowledge ecosystem in Canada was dominated and controlled by Western scholarly approaches and researchers based in academic institutions outside the North. More recently, this research landscape has started to change, largely in response to the efforts of Indigenous peoples and northerners to realize greater self-determination and self-government. Not only have these changes led to the development of research and educational capacity in the North, but they have also changed the way that academic researchers engage in the research process. The keys to maintaining the future sustainability and health of the northern knowledge ecosystem will be encouraging diversity and balance in the research methodologies and approaches used to generate knowledge about the North and ensuring that the needs and priorities of northern and Indigenous peoples are recognized and addressed in the research process.
