Methodological approaches to planning the organization of environmental safety in sports facilities were developed taking into account the provisions of the environmental safety system concept for sports activities, including the implementation of the main provisions of the environmental safety system concept in sports activities: organizational principles, basic functions, current and future planning environmental safety management plan for sports objects holding a public discussion of the provisions set out in the plans. It was established that the planning of the organization of ensuring environmental safety at sports facilities should take into account the main provisions of the concept of the system for ensuring the environmental safety of sports activities: methodological approaches, organizational principles, basic functions. This should take into account the conceptual provisions of environmental risk management: zoning areas used for sports activities according to the degree of environmental risk (acceptable, moderate, elevated, high); acceptance of the limits of acceptable risk (fully acceptable, partially acceptable, completely unacceptable); regular monitoring of environmental hazards with a forecast of their occurrence; environmental education for those involved in sports activities; development of economic and social measures to prevent the negative impact of environmental hazards in the field of sports; health promotion athletes. The plan for the organization of environmental safety in a sports facility should consist of the following main areas of activities: organizational; operational; repair and reconstruction; environmental protection; legal; educational and financial. Conclusions. Planning the organization of ensuring environmental safety at sports facilities should take into account the main provisions of the concept of the system for ensuring the environmental safety of sports activities: methodological approaches, organizational principles, basic functions, conceptual approaches to environmental risk management. In order to draw up a plan for ensuring the organization of environmental safety at a sports facility, it is first necessary to collect and analyze environmental information in the direction of environmental safety. The plan for the organization of environmental safety in a sports facility should contain the following main sections: organizational and planning measures; operational activities; measures for the construction, repair and reconstruction of environmental facilities; legal measures on environmental safety issues; environmental education and training, financial support for the organization of environmental safety; regulatory standard maintenance of environmental safety.

The article considers the problems of application of aerospace technologies in the management of environmental safety of the planned activity with the help of integrated automated systems. The purpose of the article. The aim of the article is to determine the features of the application of aerospace technologies in the management of environmental safety of planned activities using integrated automated systems and the formation of a methodology for assessing environmental risk in the ecosystem. The scientific novelty is that the proposed methodology for assessing environmental risk in the ecosystem and provided scientific and practical recommendations for the use of space technologies for Earth observation to study the state of the environment in the management of environmental safety of planned activities Conclusions. The methodology of ecological risk assessment in the ecosystem is considered. The risk analysis scheme includes a wide range of interrelated problems and different stages: identification of risk factors, risk assessment, risk management. Recommendations for ecosystem risk assessment are provided. Features of risk management in the ecosystem are considered. The risk management strategy defined in the environmental decision-making support system may be based on the choice of the level of risk in the range from the minimum (which is considered to be quite small) to the maximum allowable. The article considers several strategies for environmental safety management: prevention of the causes of catastrophes up to the abandonment of products of hazardous industries, closure of emergency facilities; prevention of emergencies in cases where it is impossible to avert the causes of disasters (construction of protective structures, dams, the creation of an underground economy, early evacuation of the population, etc.); disaster mitigation, implementation of stabilization and compensation measures. The most suitable, from the point of view of the main goal of environmental safety management, is risk minimization, ie the implementation of the first and second strategies. However, in practice this is not always possible. A combination of all three types of strategies is most likely. Therefore, the selection of space survey materials is an important step in the classification for environmental monitoring. Procedures of thematic decoding and creation of digital maps of the area with the use of comic images are considered. When creating a digital map of ecological monitoring of regions, it is advisable to use the procedure of creating a vector layer of terrain in the ArcCatalog environment, and build a mosaic image using the software Erdas Imagine. The article raises the issue of environmental risk management for the formation of measures to ensure environmental safety in industrial enterprises. A classification of environmental risks is given depending on the nature and type of environmental impact. The paper describes the methods of environmental risk management. On the basis of which it is possible to build a further strategy of the enterprise to reduce or prevent the occurrence of risks depending on risk-forming factors of the environment. The concept of environmental risk management in an enterprise should be developed taking into account the economic conditions inherent in a particular enterprise, depending on the climatic and economic conditions of the region. Each industrial enterprise is unique in its field of activity, production volumes and a set of external and internal environmental factors. Therefore, environmental risk management can be classified as a targeted action aimed at choosing the optimal strategy for the enterprise to minimize environmental damage. The paper is proposed an algorithm for managing environmental risk for enterprises.

Постановка задачи. Ставится вопрос о необходимости развития методологических подходов градостроительного проектирования на микротерриториальном уровне, направленных на создание комфортной и безопасной среды жизнедеятельности в городах и поселениях. Результаты. Получила развитие методология разработки проектов планировки территории - градостроительной документации элементов планировочной структуры (кварталов, микрорайонов, жилых районов) - на основе разрабатываемой в РААСН парадигмы биосферной совместимости городов и поселений, развивающих человека. Предлагается методика оценки вариантов проектов планировки на основе сравнения четырех блоков индикаторов: экологической безопасности жилых территорий, пространственно-территориальных ресурсов, структурно-планировочной и архитектурной организации территории и обеспеченности городскими функциями. По каждому из этих блоков определен необходимый и достаточный состав индикаторов оценки проектных решений. Показаны перспективы развития количественной оценки проектных решений с использованием принципов парадигмы биосферной совместимости на микротерриториальном уровне. Выводы. Выполненная численная оценка проектных решений жилых кварталов показывает прежде всего социальное с точки зрения предоставления необходимых условий жизнедеятельности и развития человека содержание проектов планировки территории, а также их экологический императив. Statement of the problem. The question is raised about the need to develop methodological approaches to urban planning at the microterritorial level aimed at creating a comfortable and safe environment for life in cities and settlements. Results. The authors propose a methodology development project plan for the area - planning documentation of the town-planning elements of the planning structure (blocks, neighborhoods, residential areas) based on the paradigm developed in RAACS of biosphere compatibility of man-made cities and settlements. The method of evaluating variants of planning projects based on a comparison of four blocks of indicators: environmental safety of residential areas, spatial and territorial resources, structural planning and architectural organization of the territory and provision of urban functions. For each of these blocks, the necessary and sufficient composition of indicators is determined, which are calculated based on the design solutions. The prospects for the development of quantitative evaluation of design solutions using the principles of the biosphere compatibility paradigm at the microterritorial level are shown. Conclusion. The numerical evaluation of the design solutions shows the social content of the territory planning projects and reflects the decisions on the urban environment of the city.

AbstractPeople in developing countries face multiple risks, and their response decisions sit at the complex and often opaque interface of climatic stressors, constrained resource access, and changing livelihoods, social structures, and personal aspirations. Many risk management studies use a well-established toolkit of methodologies—household surveys, focus group discussions, and semi-structured interviews. We argue that such methodological conservatism tends to neglect the dynamic and differentiated nature of livelihood decisions. Since different methodologies privilege different portrayals of risk and response, we highlight how plural methodological approaches can capture a broader range of perspectives and problematisations. In this paper, we draw on life history (LH) interviews across four countries (Kenya, Namibia, Ghana, and India) to offer one way of expanding current methodological approaches on vulnerability and adaptation. We argue that LHs offer four key ‘value additions’. First, LHs give insights into the multiple and interacting nature of drivers of response behaviour. Second, they highlight intra-household dynamics to demonstrate how people with differential power shape risk management decisions. Third, LHs support explorations of past decisions, present situations, and future aspirations, thus producing temporally nuanced enquiries. Fourth, they provide a powerful analytical lens to capture the interplay of motivations, aspirations, and values on livelihood choices and adaptation outcomes. By adding value in these four ways, LHs challenge assumptions about how and why people respond to multiple risks and offer a nuanced understanding of adaptation processes.
