The issue of climate change is a major challenge for humankind.1 It concerns the ways of survival and development. We need the common efforts of all members of the international community to tackle the problem. Climate change is, in essence, an issue about development. In the past 200 years the emissions of developed countries during the process of industrialisation have been the main contributor to climate change. Of the total amount of carbon dioxide emissions from the burning of fossil fuels, developed countries contributed 95% from the Industrial Revolution to 1950, and 77% from 1950 to 2000. It has to be acknowledged, therefore, that developed countries should take the larger part of the responsibility for solving the problem due to their past emissions.

Since the Industrial Revolution, chlorine has featured as an iconic molecule in process chemistry even though its production by electrolysis of sodium chloride is very energy-intensive. Owing to its high energy and reactivity, chlorine allows the manufacture of chlorinated derivatives in a very easy way: AlCl3, SnCl4, TiCl4, SiCl4, ZnCl2, PCl3, PCl5, POCl3, COCl2, etc. in turn are pillar intermediates in the production of numerous everyday goods. This kind of chloride chemistry is widely used because the energy is transferred to these intermediates, making further syntheses easy. The environmental and health constraints (toxicity and eco-toxicity, ozone layer depletion) and the growing need for energy (energy efficiency, climate change) force us to take advantage from available knowledge to develop new chemical strategies. Substitution of chlorine in end products in compounds where “chlorine is used in the making” means that we avoid electrolysis as primary energetic source; this makes chemistry “without chlorine” considerably more difficult and illustrates why it has not found favor in the past. The rationale behind this Special Topic issue is to seek useful and industrially relevant examples for alternatives to chlorine in synthesis, so as to facilitate the development of industrially relevant and implementable breakthrough technologies.

‘Why do we need renewables?’ describes the dangers of fossil fuels and explains the importance of renewable energy as an alternative. It shows that the use of fossil fuels causes global warming and climate change, leading to widespread concern, and also to a growing realization of the harm caused by the air pollution from coal burning and from internal combustion engines in cars and lorries. These threats are causing a switch away from fossil fuels to renewables that is gaining impetus from the growing awareness of the increased intensity and frequency of extreme weather seen in recent years. This transition is also being aided by the falling price of clean energy from renewables, in particular, solar and wind farms, which will become the dominant sources. The area of land or sea required for these farms is readily available, as are the back-ups required to handle their variability. Alternative supplies of low-carbon energy are examined. In the Paris Agreement in 2015, it was recognized that carbon dioxide emissions must reach net-zero by 2050 to avoid dangerous climate change.

Agritourism, a key segment of the rural tourism sector that incorporates both a working farm environment and a commercial tourism component, is well studied in the European and North American contexts. However, there is a lack of comparable data for developing countries. This paper explores the development of coffee tourism by a Guatemalan coffee cooperative. It highlights two significant findings regarding the benefits and limitations of agritourism initiatives in less developed countries. First, it details how the development of the coffee tour helped to strengthen the cooperative's organizational capacity in several specific ways, including the introduction of a diversified managerial structure, extensive training opportunities, and new professional positions. However, it also demonstrates that the coffee tour would have been very difficult to initiate without the substantial external support the cooperative received. Second, the paper explores the content of the coffee tour itself, which moves beyond a narrow focus on agriculture to affirm indigenous identity and culture. The coffee tour echoes the themes of the larger "identity economy" that has grown exponentially in the past decades (Comaroff and Comaroff 2009). Although the tour emphasizes community traditions and history, its benefits are not evenly distributed among residents; while cooperative members receive the benefits, the potential costs, both tangible and intangible, associated with an influx of tourists are borne by the community as a whole. This poses a challenge to the common deployment of concepts like "community" and "local" in tourism development and research.

Environmental Context.Excessive levels of carbon dioxide are accumulating in the atmosphere, principally from burning fossil fuels. The gas is linked to the enhanced greenhouse effect and climate change, and is thus monitored carefully, along with other trace gases that reflect human activity.The rate of growth of carbon dioxide has increased gradually over the past century, and more rapidly in the last decade. Teasing out fossil emissions from changes due to wildfires and to natural exchange with plants and oceans guide global attempts in reducing emissions.

Abstract The UN summit on climate change in Durban constituted an important moment in the continuous discourse on how to understand climate change and the framing of the problems and solutions. A new emergent frame of understanding could be detected in the press, which the author calls the ‘out-dated worldview’ frame. This frame contains a critique of the clear-cut division between developing vs. developed countries from the 1992 Rio Convention, and may influence how we understand burden-sharing roles in a new global climate deal. In an eager attempt to include all major polluters within a new climate regime, there is a danger that the principle of ‘common but differentiated responsibility’ will be ignored, which may be an attempt to excuse the rich industrialized countries from their responsibility after 150 years of benefitting from fossil-fuel-driven development.

ABSTRACTThis paper sets the wider global and Scottish context for this Special Issue of EESTRSE. Climate change is inextricably linked to wellbeing, security and sustainability. It poses a fundamental challenge to the way we organise society and our relationship to the exploitation of the Earth's resources. Rising levels of CO2 in the atmosphere, linked to burning fossil fuels and land use, present a major risk of climate change, with serious but uncertain impacts emerging at a regional scale. A new industrial revolution is needed to achieve energy security and to reduce greenhouse gas emissions, with energy efficiency and energy production emitting low or no CO2 at its heart. At present, on a global scale, there is a mismatch between the emphasis on economic growth and the need to reduce emissions and achieve a sustainable use of resources. A more sustainable blueprint for the future is emerging in Europe and Scotland has much to gain economically and socially from this change. Scotland's ambitious emission reduction targets (42% cut by 2020 and 80% by 2050) are achievable, but require major commitment and investment. Despite success in cutting emissions from activities within Scotland, Scotland's consumption-based emissions rose by 11% in 1996–2004.

AbstractThe periodic reforms of the Common Agricultural Policy (CAP) are announced each time by a strategic document in the form of a Communication by the European Commission (EC). The content of the last Communication differs from previous ones, which raises the questions of what frames the EC has employed with respect to its CAP reforms and how these frames have been modified over the past 26 years (from 1991 to 2017) in order to legitimise the preservation of the CAP. This paper tries to fill the gap in the research of frames in the main strategic documents on the CAP by employing comparative historical framing analysis. The results show consistent use of five frames: the policy mechanism frame, farmers’ economic frame, foreign trade frame, budgetary frame, and the societal concerns frame. While they have all remained in use, most have been changed significantly over the years. Throughout the analysed period, the farmers’ economic frame has retained its primacy and continuity, demonstrating the power of the farmers’ lobbies and conservative member states. If in the initial Communications the environment was barely present within the societal concerns frame, it has gained importance in the recent Communications, in addition to other general societal issues, such as climate change, food security and quality, health, digitalisation, innovation, and even migration. By marginalising the policy mechanism frame and replacing it with the implementation model and increasingly emphasising the societal concerns frame with social justifications of the CAP, the EC is trying to legitimise the CAP after 2021.

Climate change has become a critical political issue in the past twenty years. However, there is a related issue that is often overlooked by governments, industry, and the public: energy supply security, defined by the IAEA (2007) as “...the ability of a nation to muster the energy resources needed to ensure its welfare” (n.p.). Conventional energy requires the burning of fossil fuels, which releases carbon dioxide, the primary driver behind climate change (Pulles & Amstel, 2010, p. 4). Because of this, the problems of our dependence on fossil fuels and carbon fuelled global warming are interrelated. As such, solving the climate change problem may mitigate energy concerns. However, the potentially disastrous consequences of climate change will not be felt immediately while energy is critical to our daily survival; so, energy issues are arguably a more pressing concern.

Abstract This article provides an overview of Russian energy policy in the context of the global energy transition. Russia, ranking fourth in the world in primary energy consumption and carbon dioxide emissions, adheres to the strategy of “business as usual” and relies on fossil fuels. Decarbonization of the energy sector is not yet on the horizon: a skeptical attitude towards the problem of global climate change prevails among stakeholders. GDP energy intensity remains high, supported by relatively low energy prices and high cost of capital. The share of solar and wind energy in the energy balance is insignificant and is not expected to exceed 1% by 2040. The challenge for Russia in the coming years is to develop a new strategy for the development of its energy sector, which enters a zone of high turbulence—even in the absence of the influence of the climate change agenda—due to increasing global competition, growing technological isolation, and financial constraints.

The Framework Convention on Climate Change, first negotiated at the Rio 'Earth Summit', has recently been ratified by the required 50 countries. Now that the Convention has come into force the pace of implementation will quicken with important implications for Australia and world trade. Developed countries, including Australia, are likely to be under significant pressure to strengthen the emission control commitments they made at Rio.For a country like Australia with growing energy demand and a dependence on fossil fuels, the potential costs of meeting stringent greenhouse emission constraints are high, both in terms of domestic economic costs and lost export markets. We need to be vigilant with respect to policy developments in other countries and need to ensure that domestic greenhouse policies are appropriate to our circumstances.The recent International Negotiating Committee (INC9) meeting in Geneva gives an indication of the direction of international policy developments and a forewarning of the potential dangers for Australia. This paper reviews the outcomes of INC9 and considers the implications of these developments for Australia.
