This paper surveys research on behaviour change and identifies ways that social psychology and behavioural economics can assist with environmental policy making. By understanding why and how people make decisions – and how decisions are affected by framing, habits, cognitive biases, and risk perception and interpretation – we can design policies that are more effective, less costly and more acceptable to the public.

Environmental policy depends for its success on public participation. However, the scientific construction of environmental issues often means that such participation in policy-making is difficult when the public is not considered scientifically `expert'. Even if the notion of `expertise' is broadened to deal with this problem, this does not ensure truly `public'—i.e. lay—involvement, because lay ideas are still not included but are discounted as `non-scientific'. Further, emphasis on the scientific and environmental education of the general public will not guarantee policy implementation by individuals. Therefore, if we wish to design environmental policy that can be successfully implemented, we must consider other ways in which people relate to their environments as well as through scientific mediation—ways in which people `understand' their environments through culture, morality and social interaction—and build these into environmental policy.

Environmental problems are amongst the most complex issues faced by the government. The reason why such problem is difficult to tackle lie within its basic assumption which often contradictory to the country’s development agenda. Take an example of Cement Plant controversy that happened recently – the plant that situated in Mount Kendeng, Pati, Central Java, considered harmful to the surrounding and threatening the environmental right of the people who lives in nearby areas. This case can be referred as government misconduct on neglecting basic environmental right. Environmental rights itself are commonly understood as the reformulation and expansion of existing human rights and duties in the context of environmental protection. However, although it has received much attention at grass root level conveyed by activist group and people based community, environmental rights still do not have strong recognition, whether in domestic level and also in international level. Therefore, this research attempt to modulate recognition on environmental right by emphasizing ecological democracy perspective, particularly in public participation in environmental policy making. Public participation is vital to ecological democracy as the key to sustainable development and in defending the environmental rights. The concept itself tries to bridge the government and public needs – to ensure that the public can participate in any ways by providing feedback and solutions. There are three main types of environmental rights – procedural, substantive, and solidarity. As for this research, we will focus on solidarity aspects, to explain the public engagement in environmental policy making.

Various stakeholders from science, policy and practice aspire to shape public policy. What are the engagement spaces they operate in, and what are the characteristics of these spaces and the implications for effective policy making? The literature on the public policy formulation process in developing countries is sparse, and this study attempts to bridge this gap. We analyzed India's recent environmental policy making engagements using the lens of 'policy spaces'. We found that strong civil society coalitions have successfully 'claimed' the policy making space. Conventional policy making operating in 'closed' and 'invited' spaces is yet to accept this change, resulting in frequent standoffs. However, when policies emanated from the 'deliberative' space, there have been successes as well. The policy development space has consequently become contested, with nature conservation, forest-based livelihoods and corporate interests all staking their claim. To break this impasse, we recommend a graduation from confrontational and authoritative engagement approaches to deliberative arenas.

Modern society is witnessing a data revolution which necessarily entails changes to the overall behavior of citizens, governments and companies. This is a big challenge and an opportunity for National Statistics Offices (NSOs). Especially after the outbreak of COVID-19, when the public debate about the number of mortalities and tested and infected persons escalated, trusted data is required more than ever. Which data can modern society trust? Are modern societies being subjected to opinion rather than fact? This paper introduces a new statistical tool to facilitate policy-making based on trusted statistics. Using economic indicators to illustrate implementation, the new statistical tool is shown to be a flexible instrument for analysis, monitoring and evaluation of the economic situation in the Republic of Serbia. By taking a role in public policy management, the tool can be used to transform the NSO’s role in the statistical system into an active participant in public debate in contrast to the previous traditional, usually passive role of collecting, processing and publishing data. The tool supports the integration of statistics into public policies and connects the knowledge and expertise of official statisticians on one side with political decision makers on the other.

Abstract Transportation influences health through its effects on people's access to goods, services, and life chance opportunities; social interactions; physical activity levels; air pollution exposures; and road injury risks. Given the ageing of populations, it is essential that decisions about land use and transportation systems are appropriate to meet the mobility needs of older people and support healthy ageing. Not all transportation options, however, may be accessible to older people. Factors that affect accessibility relate to the spatial and physical characteristics of places, personal and social contexts of individuals, and rules and norms underpinning planning and policy making. This research aimed to understand how different parts and processes of urban systems interact to influence transportation options for older people. Using the Greater Sydney area as a case, we drew on key informant interviews and public policy documents to identify the considerations that inform planning and policy making as they pertain to the nature of cities and the opportunities of older people to get out and about. We compared and integrated these findings with peer-reviewed literature of similar urban growth areas. Our analysis mapped the factors of the human-urban system that are central to enabling transportation mobility for older people, articulated their interrelationships, and identified the actors that influence them. Our results point to the involvement of actors from the public health, community development, transportation, and urban planning sectors at multiple levels of government. Each of these actors operate within their own remit to influence a part of the urban system relevant to older people's transportation, such as the zoning of land, the approval of housing developments, and the location of bus stops. However, these individual actions are constrained by others in the system. We interpret this complexity with a governance lens. Key messages Efforts to promote mobility in old age should move beyond ‘single solutions to single issues’ approaches toward those that reflect the complexity of cities and the ways that people move within them. For sustained realization of desired outcomes, age-friendly initiatives cannot occur in isolation, but rather must take into account the behaviours and dynamics of the urban system.
