This research examines the relationship between community participation in public space decisions and the wellbeing of marginalised communities. A cross-disciplinary literature review and four New Zealand case studies investigate if community participation in public space design enhances the wellbeing of marginalised communities, and if so, how this is best done. The findings from the literature review, case study interviews and surveys show strong evidence that participation in place-making does enhance the wellbeing of marginalised communities in New Zealand. Furthermore, four aspects of community wellbeing stand out as being most significantly enhanced by participatory processes. These are an increased empowerment, enhanced vision-making and advocacy capabilities, an increased collective action and an enhanced sense of pride, belonging and connectedness to community. The findings also identify a comprehensive range of processes that are critical to effective participatory projects. The range includes community-led support initiatives, community involvement in social analysis, celebration events, engagement processes for visioning and decision-making, work-group collaboration, involvement in implementing, partnerships with stakeholders and post-project involvements. Two actions that are critical to gaining authentic engagement in these processes is participant involvement in the initial preparation processes and the appointment of a community advocate to plan and facilitate the participatory process. This research is distinguished by identifying effective participatory processes that are typically under-utilised or not considered in conventional public consultation work. Furthermore, it provides strong evidence that these participatory processes enhance the wellbeing of marginalised communities.

Abstract: The technical instruction number: 002/JUKNIS-300.UK.01.01/II/2019 dated on 1-02-2019 concerning Complete Systematic Land Registration Program Based on the Community Participation (Juknis PTSL-PM) enables the presence of community involvement as the manifestation of Article 42 paragraph (1) of the Regulation of the Ministry of Agrarian and Spatial Planning/Ka.BPN Number 6 of 2018. The practice can be found in Bojonegoro District which has started the PTSL–PM program before the issue of the technical instruction of PTSL-PM so that it causes issues related to the compatibility of the technical instruction of PTSL-PM implementation with the participative mechanism occurred in Bojonegoro District. The purpose of this research was to evaluate the implementation of the technical instruction of PTSL-PM. This research used qualitative research method through descriptive approach. The result of the research found that from 97 description of the activities as the comparison instrument, 48 activities were not appropriate, while 42 activities were appropriate (the activities type contains participation which is not regulated in the technical instruction of PTSL-PM) and 7 activities have not been studied so that those were not included in the research object. The components related to the working map, land data collection formation basic, and measurement method used were the components which affect the implementation of technical instruction of PTSL-PM the most. Land office of Bojonegoro District cannot perform the technical instruction of PTSL-PM fully since the participation method uniformity is not possible considering the community characteristic, human resource, and facilities-infrasturure which are different in each region. Keywords: PTSL, Community’s Participation, Technical Instruction Intisari: Petunjuk Teknis Nomor 002/JUKNIS-300.UK.01.01/II/2019 tentang Kegiatan PTSL Berbasis Partisipasi Masyarakat (Juknis PTSL-PM) memungkinkan adanya keterlibatan dari masyarakat sebagai perwujudan dari Pasal 42 ayat (1) Permen ATR/Ka.BPN Nomor 6 Tahun 2018.

This research presents a literature review of published scientific literature on the Coromandel Peninsula, a well-known region of the northern part of the North Island of New Zealand. It contains many biological, geological, and historical features and is well known for beautiful scenery, resulting from a volcanic rock-dominated terrestrial environment influenced by oceanic factors at the coast. All these factors have combined to make the Coromandel a popular tourism destination for New Zealanders and offshore visitors. In researching the current state of knowledge of the region, we searched three scientific databases to define the main ways of studying the region. The results demonstrated a high interest in biological and environmental factors, reflected in the type and scale of conservation measures applied to flora and fauna of the region. Additionally, specificity of geological evolution was a highly examined subject, in the context of hydrothermal alteration as related to gold and silver mineralization resulting in extensive exploration and mining. Meanwhile, indigenous cultural aspects of the land were not recognizable as expected within Western scientific literature, even though the region contains sites recognized as some of the earliest Māori habitations. Therefore, we suggest future studies to expand our understanding of scientific, cultural, and social aspects of the region as applied to the field of conservation in the region.

Development planning in the city of Banda Aceh is still experiencing various problems and shortcomings both in terms of the substantial process of implementation and supervision. This is because there is still a lack of regional planning apparatus both in terms of quantity and quality and not yet optimal public consultation in taking government policy in development that directly impacts the community, then development plan deliberations and official head work unit forums as a mechanism for community involvement in planning development is not yet up to and maximal. Commitment to the political communication of the mayor of Banda Aceh wants to build the community of the city of Banda Aceh as a model of the civil city. This political commitment arose from the results of the geopolitical analysis, the natural conditions of the region, the Aceh provincial regional development policy and the national development vision, and the strong desire of the mayor himself. The Mayor of Paradigama in building the city of Banda Aceh referred to the concept of building the Prophet in Medina.
