<p>What is Africa's best hope for advancing its development initiatives? Should each state seek to compete independently on the world stage? Should they seek to forge relationships with external partners and the power players in the world economy on a one-to-one basis? Or should they work together in conjunction with the economic giants of the globalised economy? Of these three possible approaches this article seeks to investigate the third. Can the African states use a regional approach to economic development whilst still engaging and benefitting from external benefactors? Or will the traditional and developing powerhouses in the world economy simply use Africa's efforts at regional integration as a way to garner favour and preferential access to African markets and resources? In the post colonial and post independence period, many African states sought to work with the former colonialists overlords in an attempt to develop their economies through a regional approach. Many of these attempts created little real benefit to the African peoples themselves. In the wake of these failed attempts at development via the perceived benefits of regional integration, new movements developed. A new approach to regionalism has appeared in the last three decades, whose hallmarks are quite different to the old approaches to regionalism. It is the intent of this article to make an empirical investigation into the progress of these new approaches to regional integration or 'the new regionalism' as it is often dubbed. I also wish to add a further element to this investigation. The 'old regionalism' traditionally featured African states seeking trade policy rationalisation/integration/development under the tutelage and patronage of the western states. However, one of key characteristics of the 'new regionalism' is that new partnerships between developing economies and the African states are emerging. These partnerships have the ability to either greatly help the African states in the path to development through regional integration, or they may hinder and derail these attempts.  To this end I wish to investigate the greatest 'developing' economy in the world and its impact on Africa's regionalisation projects. I am referring here to China. China has shown interest in Africa as a continent that has huge potential and as one that can provide great benefit to China's rapid economic growth and expansion. To this end it seems particularly relevant to investigate how China seeks to expand its ties and increase its presence in the area. As both Africa and China can be seen as 'developing', albeit both at very different levels, it should be particularly interesting to see how these two geographical and demographic juggernauts work together in the pursuit of their own developments ...</p>

This article is focused on exploration not merely proposed developments in and refinements of the law and its administration, but the very significant role that financial intelligence can and should play in protecting our societies. It is the contention of the author that the intelligence community at large and in particular financial intelligence units have an important role to play in protecting our economies and ensuring confidence is maintained in our financial institutions and markets. In this article the author considers a number of issues pertinent to the advancement of integrity and in particular the interdiction of corruption to some degree from the perspective of Africa. The potential for Africa as a player in the world economy is enormous. So far, the ambiguous inheritance of rapacious empires and the turmoil of self-dealing elites in post-colonial times has successfully obscured and undermined this potential. Indeed, such has been the mismanagement, selfishness and importuning that many have grave doubts as to the ability of many states to achieve an ordered transition to what they could and should be. South Africa is perhaps the best example of a society that while avoiding the catastrophe that its recent past predicted, remains racked by corruption and mismanagement. That there is the will in many parts of the continent to further stability and security by addressing the cancer of corruption, the reality is that few have remained or been allowed to remain steadfast in their mission and all have been frustrated by political self-interest and lack of resources. The key might be education and inter-generational change as it has been in other parts of the world, but only an optimist would see this coming any time soon – there is too much vested interest inside and outside Africa in keeping things much as they are! The author focuses not so much on attempting to perfect the letter of the law, but rather on improving the ways in which we administer it.

The relevance of the study is due to the growing role of services in the world economy. Trade in services has become the dominant driver of economic growth and development in both developed and developing economies. Since the 1980s, data suggest that there is a stronger relationship between trade in services and gross domestic product (GDP) than in the case of commodity growth and GDP. It is noted that the quality of policies, regulations and institutional frameworks is a key factor in determining the effectiveness of services. As services are increasingly subject to liberalization through multilateral and regional trade agreements, it is important that countries develop harmonized approaches to internal regulation and trade liberalization in the services sector. The article identifies the features and characteristics of the service sector as a factor of multifaceted development and growth. The dynamics of international trade in services by geographical structure and types of development of countries is studied on the basis of statistical data of international organizations, taking into account the impact of the pandemic. It is noted that international trade in services is becoming an increasingly important part of global commerce. The problematic aspects of the activity of small business entities to enter foreign markets of services are considered. The issue of urgency of digital economy development for the sphere of services and contribution to world markets is outlined. Opening up the services sector has the potential to bring great benefits and deserves more attention. Further prospects for the realization of entrepreneurial potential in a comprehensive global economy are outlined. It is noted that services are an important part of the world economy, generating more than two-thirds of world gross domestic product (GDP), attracting more than three-quarters of foreign direct investment in developed economies, and creating most of new jobs worldwide. Establishing effective coordination mechanisms between trade negotiators, policymakers and regulators will be an important tool for the development of the global economy.

With Donald Trump as President of United States, multilateralism in the world economy is facing an unprecedented challenge. The international economic institutions that have evolved since the fifties are increasingly under the risk of being undermined. With the growing assertion of the emerging and developing economies in the international fora, United States is increasingly sceptical of its ability to maneuvre such institutions to suit its own purpose. This is particularly true with respect to WTO, based on “one country one vote” system. The tariff rate hikes initiated by the leader country in the recent past pose a serious challenge to the multilateral trading system. The paper tries to undertake a critical overview of the US pre-occupation of targeting economies on the basis of the bilateral merchandise trade surpluses of countries, through the trade legislations like Omnibus Act and Trade Facilitation Act. These legislations not only ignore the growing share of the United States in the growing invisibles trade in the world economy, but also read too much into the bilateral trade surpluses of economies with United States and the intervention done by them in the foreign exchange market.

This article deals with changes of a spatial structure of the world economy, which has complex and heterogeneous hierarchy. It specifies that multipurposeness and complex structuring are becoming global signs of regionalization proc­esses and highlights the enhanced role of regional competitiveness within the context of global transformation. The emphasis is laid upon the objectiveness of the global regionalization process, which characterizes processes of the world economy development whilst global regions are becoming its main system ele­ments. This paper stresses that global regionalization development is reflected through a new global space structure. It suggests a methodic toolbox of compre­hensive assessment of regional integration development processes with due consideration of various aspects (trade, industrial and market integration), which provides for a comparative analysis of global regions' development or of certain integration associations according to the development level of integration proc­esses on the basis of suggested integrated index.

Between 1978 and 2000, Chinese GDP expanded more than seven-fold; present official projections suggest a further four-fold expansion to 2020. Is this feasible and, if so, what would be the consequences for the rest of the world? China has a huge catch-up potential and a vast resource of cheap labor. Policies are improving. The fiscal, employment and regional disparity problems, while serious, seem manageable. Hence, further rapid growth is possible. For the world economy this is bound to be beneficial thanks to resource reallocation, the growth of a large market and likely terms of trade gains. Developing countries, particularly in Asia, will, however feel a strong competitive challenge.

Since the late eighties, the new regionalism is the most important wave of regionalism ever experienced in the world: every continent is now involved in one or several regional integration processes. This article aims at assessing the real impact of these processes on the international System. The method consists of comparing and building typologies of the main regional integration processes which have been created out of Europe, according to four criteria: the sense of the integration, the quality of political cooperation between the member states, the degree of economic integration, and the degree of institutional and political integration. The outcome of the analysis is that, except from Europe, integration is rarely scheduled to go deep or has a real chance to go deep in the short term. Hence the ability of the new regionalism to shape the international system deeply remains quite limited.
