<p>How do we organise society and adjust our human relationships with the natural environment to adapt to a changing climate? How do we decide to make these adjustments? These questions shape Aotearoa-New Zealand climate change discourse across adaptation research and central and local government policy. A resilience approach to adaptation is one conceptual response that has gained popularity over the past decade. However, some critical geographers argue that the dominant typologies of resilience have been normalised as neoliberal capitalist strategies and positioned as ‘neutral processes’, and that these strategies can perpetuate inequity and unsustainability. Critical geographers therefore suggest focusing on addressing the root causes of inequity and unsustainability through transformative resilience and adaptation.  This research builds on critical geography work by exploring how Common Unity Project Aotearoa (CUPA), a charitable trust located in Te Awa Kairangi-Hutt City, is fostering a community that understands and performs transformative possibilities for resilience and adaptation. For community members of CUPA, ethical actions of a community economy, a process of collective learning and an ability to make sustainability accessible contribute to transformative adaptation and resilience. Exploration of these themes provides a grounded example of how communities can adapt to climate change in ways that also seek to transform inequitable and unsustainable capitalist relations with one another and with the natural environment. CUPA’s transformative work poses implications for councils and decision-makers seeking to build resilience and the capacity to adapt in community, offering alternate possibility for discourse, decision-making, participation and engagement.  I approach this project as a scholar-activist in recognition that research is a performative, political act. Through a scholar-activist methodology I use participant observation and interviews to gather insight and information. I ground my critical geography lens in care in order to contribute to a knowledge-making around climate change based in possibility and multiplicity, rather than of authority and judgement.</p>

Abstract This paper identifies and characterizes vulnerability to climatic change in the Ngöbe-Buglé Indigenous community of Playitas, Panama, using a “trajectories of change” approach. Playitas is a community composed of swidden forest farmers that is undergoing rapid rates of change as a result of demographic shifts, regional development, and climate change. Working in collaboration with a community organization, various methods were used to identify and characterize livelihoods, social-ecological dynamics, environmental change, and behavioral responses to change, with the aim of informing future planning in the community. Qualitative methods included semistructured interviews (n = 26), community workshops, and participant observation. Causal-loop diagrams based on field data and the perceptions of community members were created to model trajectories of change. The research reveals that change is driven by both internal and external factors and that the responses of community members create both reinforcing and balancing feedback loops that overall generate increased stress in agricultural systems, social structures, and environmental components. Although community members historically relied on social relationships, Indigenous knowledge, and remoteness as sources of resilience to external disturbances, climate change is acting as a “multiplier” of their existing vulnerabilities and is undermining their capacity to adapt to current and future climatic changes.

Common law precedents for some resource consent approvals in Aotearoa New Zealand are out of date due to the rapid increase in the science and understanding of the effects of climate change. This article considers one 2010 Environment Court case on a resource consent for building in the coastal area. It examines how the case would be decided if it arose today, with the benefit of the relevant law, policies and guidance now available to decision-makers. It suggests that the option taken by the Court in 2010, whereby the owners assumed the relevant inundation risks, would not be so available to a court today. This case is thus no longer good law.

AbstractUnderstanding the causal factors of livelihood challenges and associated vulnerabilities is essential for developing viable adaptation strategies. However, clarifying which livelihood challenges can be attributed to which causal factors remains a challenge. In this paper, we used a case study in Vanuatu to show how local populations attribute subsistence challenges to underlying causes. Particularly, we are interested in whether there is a tendency to view climate change as the primary cause, and if so, why. We followed a participatory approach involving local community members and experts at all stages of the study process. For this, we used complementary research methods such as resource mapping, participant observation, and in-depth interviews with local community members and local agriculture experts. The results show that local populations are indeed inclined to attribute problems to external causes, particularly climate change. However, the results also indicate that this external attribution is not definitive. Rather, we find that over the course of participatory reflection, attribution to climate change was supplemented and even replaced by internal causal factors, such as changes in garden practices. Our findings suggest that the initial emphasis on climate change may be related to prevailing narratives that may have influenced individual perceptions of the study participants and created social desirability. If such bias is not recognized, the narratives risk being reified, with potential new insights being overlooked. As a result, local attribution may overstate or understate specific causes, such as climate change.

&lt;p&gt;To make an impact on science policy, a relationship between scientists, community leaders, and decision-makers cannot stop at one successful event &amp;#8211; it must grow and evolve. The Arizona Science Policy Network aims to facilitate collaboration between early career scientists and decision-makers to draft science-informed policy. Beyond providing interactive and cross-disciplinary training and curriculum to scientists, we facilitate opportunities to practice in real situations, including speaking at town halls and public hearings, organizing public science science cafes and science days, writing policy memos and briefs, and advising on bills. In 2019, we successfully brought more than 60 early career scientists to the Arizona State Capitol to discuss drafts of the complex, multi-state Drought Contingency Plan with decision-makers. Since then, the state government has invited us to help draft sustainability- and climate change-focused legislation. We consider issues like climate change, water quality and availability, heat adaptation and mitigation, science education, ecological and social impacts of mining and industry, waste management, and emerging technologies. As we worked in impacted communities, we soon realized that we were missing the voices of community leaders in the conversation between scientists and policy-makers. In order to correct this, we hosted several science forums in breweries and cafes throughout Arizona. The science cafes initiated collaboration between policy-makers, scientists and community stakeholders, including Native American tribes. These meetings gave scientists, community members, and policy-makers a platform to discuss the environmental and socio-economic &amp;#160;impact of mining sites specific to each forum&amp;#8217;s location. Early career scientists contributed their scientific expertise to explain how we can address region-specific problems. Community members also shared their knowledge of each unique area and context of the impact of current business and policy. Policy-makers brought their perspective on how science is used to enact change. From these efforts, we have fostered a more equitable and inclusive environment to ensure that all perspectives and knowledge are included in new bills and policies. Our program has provided a unique experience for scientists to further understand the broader impacts of science on communities and society. This presentation will reflect on the lessons learned in drafting policy with decision-makers and community leaders.&lt;/p&gt;

In his trilogy of space travel novels, published between 1938 and 1945, C.S. Lewis strikingly anticipates, and incarnates in imaginative form, the insights and concerns central to the modern discipline of ecotheology. The moral and spiritual battle that forms the plot of the novels is enacted and informed by the relationship between humans and the natural environment, Rebellion against, and alienation from, the Creator inevitably manifests in a violent and alienated attitude to creation, which is seen as something to be mastered and exploited. Lives and cultures in harmony with the divine will, on the other hand, are expressed in relationships of care and respect for the environment. The imaginative premise of the Trilogy is that of ecotheology; that the human relationships with God, neighbour, and earth and are deeply and inextricably intertwined.

How can we reasonably justify a climate policy goal if we accept that only possible consequences from climate change are known? Precautionary principles seem to offer promising guidelines for reasoning in such epistemic situations. This chapter presents two versions of the precautionary principle (PP) and defends one of them as morally justifiable. However, it argues that current versions of the PP do not allow discrimination between relevant climate change policies. Therefore, the chapter develops a further version of the PP, the Controllability Precautionary Principle (CPP), and defends its moral plausibility. The CPP incorporates the following idea: in a situation when the possible outcomes of the available actions cannot be ranked with regard to their value, the choice between available options for action should rest on the comparison of how well decision makers can control the processes of the implementation of the available strategies.

Natural disasters represent a latent threat for every country in the world. Due to climate change and other factors, statistics show that they continue to be on the rise. This situation presents a challenge for the communities and the humanitarian organizations to be better prepared and react faster to natural disasters. In some countries, in-kind donations represent a high percentage of the supply for the operations, which presents additional challenges. This research proposes a Markov Decision Process (MDP) model to resemble operations in collection centers, where in-kind donations are received, sorted, packed, and sent to the affected areas. The decision addressed is when to send a shipment considering the uncertainty of the donations’ supply and the demand, as well as the logistics costs and the penalty of unsatisfied demand. As a result of the MDP a Monotone Optimal Non-Decreasing Policy (MONDP) is proposed, which provides valuable insights for decision-makers within this field. Moreover, the necessary conditions to prove the existence of such MONDP are presented.

In the light of climate change, the drive for zero carbon buildings is known as one response to reduce greenhouse gas emissions. Within New Zealand, research on climate change mitigation and environmental impacts of buildings has received renewed attention. However, there has been no detailed investigation of zero carbon building practices. This paper undertakes an exploratory study through the use of semi-structured interviews with government representatives and construction industry experts to examine how the New Zealand construction industry plans and implements zero carbon buildings. The results show that New Zealand’s construction industry is in the early stage of transiting to a net-zero carbon built environment. Key actions to date are focused on devising a way for the industry to develop and deliver zero carbon building projects. Central and local governments play a leading role in driving zero carbon initiatives. Leading construction firms intend to maximise the carbon reduction in building projects by developing a roadmap to achieve the carbon target by 2050 and rethinking the way of designing and constructing buildings. The research results provide an insight into the initial practices and policy implications for the uptake of zero carbon buildings in Aotearoa New Zealand.
