<p>Like many nations, Aotearoa New Zealand’s land-use and transport development has prioritised planning for mobility, movement, over accessibility, access. This has contributed to an auto-centric transportation system and a high national road emissions profile. In light of the imminent threat of catastrophic climate change, a low-emissions transport sector transition is needed. Understanding how and why people travel is a critical prerequisite for achieving this shift.   Planners and policymakers increasingly recognise that transport demand is fundamentally influenced by the desire for access over movement. An accessibility-based framework aligns with this interpretation and supports analysing personal and contextual drivers of transport demand. Policymakers tasked with promoting a low-emissions transport sector transition are seeking to identify existing low-emissions transport uptake constraints and potential avenues for their improvement.   Using a mixed-methods approach, this thesis addresses an existing gap in the literature by analysing low-emissions transport demand in the Greater Wellington Region (GWR), informed by an accessibility-based framework. Survey responses supplied quantitative data on user-based needs, abilities, and attitudes towards GWR low-emissions transport options. Practicality – the degree to which a transport option facilitates access in reasonable time, at reasonable cost, and with reasonable ease – was found to be the strongest predictor of ability to use low-emissions transport. Qualitative data was also collated from stakeholders knowledgeable of transport policy and planning at the local, regional, and central government level. This provided insight into GWR low-emissions transport supply and oversight, as well as the impact of land-use policies, transport policy and funding structures, and governance agendas and capabilities. These findings support augmenting low-emissions transport with an accessibility orientation, but also reveal the challenges of doing so within current governance structures.</p>

IntroductionThe impact of acute COVID-19 on people with asthma appears complex, being moderated by multiple interacting disease-specific, demographic and environmental factors. Research regarding longer-term effects in this group is limited. We aimed to assess impacts of COVID-19 and predictors of persistent symptoms, in people with asthma.MethodsUsing data from an online UK-wide survey of 4500 people with asthma (median age 50–59 years, 81% female), conducted in October 2020, we undertook a mixed methods analysis of the characteristics and experience of those reporting having had COVID-19.ResultsThe COVID-19 group (n=471, 10.5%) reported increased inhaler use and worse asthma management, compared with those not reporting COVID-19, but did not differ by gender, ethnicity or household income. Among the COVID-19 group, 56.1% reported having long COVID, 20.2% were ‘unsure’. Those with long COVID were more likely than those without long COVID to describe: their breathing as worse or much worse after their initial illness (73.7% vs 34.8%, p<0.001), increased inhaler use (67.8% vs 34.8%, p<0.001) and worse or much worse asthma management (59.6% vs 25.6%, p<0.001). Having long COVID was not associated with age, gender, ethnicity, UK nation or household income.Analysis of free text survey responses identified three key themes: (1) variable COVID-19 severity, duration and recovery; (2) symptom overlap and interaction between COVID-19 and asthma; (3) barriers to accessing healthcare.ConclusionsPersisting symptoms are common in people with asthma following COVID-19. Measures are needed to ensure appropriate healthcare access including clinical evaluation and investigation, to distinguish between COVID-19 symptoms and asthma.

Due to low industrial land prices and inefficiently used industrial land, China’s central government has reformed land regulations in order to promote more market-oriented industrial land. Considering the differences in land management between developed and developing countries, this study aims to investigate the impact of land use regulations on industrial land prices in China and the effect of market-oriented reforms of industrial land policy. Measures that capture multiple dimensions of land use regulation tools are incorporated into OLS models based on a micro dataset from 1999 to 2016 that covers Jiaxing City in Eastern China. The results show that (1) The land policy implemented in 2006 to promote industrial land marketization has had a very limited effect; (2) The impact of land supply on industrial land prices was decreased for land transferred through listings after 2006, which implies an immature marketization; (3) Zoning instruments has obvious effects on industrial land prices; (4) The results imply that the effect of land use regulations varies with firm ownership and development zones. The findings in this paper clearly show that the industrial land market should be more open and competitive and combined with a rational land supply to promote the market-oriented price mechanism.

The transport sector aims to address climate change by reducing emissions, and a key to achieving this goal is to increase uptake of sustainable modes such as walking, cycling, and public transport. Therefore, it is important to determine ways to achieve this goal and to build a portfolio of feasible reduction strategies. This study is based in Norway where the government has a clear policy objective to reduce growth in urban car traffic and assimilate future sustainable transport modes. Cycling has therefore gained importance in both policy discussions and programme implementation through providing dedicated infrastructure to increase its modal share. Ways to increase cycling can be plotted at both macro- and microlevels. At the micro-level, road design and improved conditions for cyclists can lead to an increase in cycling. At the macro-level, land-use planning can be one of the tools to promote cycling. We analyse the issue at a macro-level based on an Integrated Methodology for Land Use prognosis within Transportation Models (INMAP) which estimates the mutual eff ects of land-use plans and increased accessibility by e-bike. We assess the extent to which future growth areas, as earmarked by the strategic master plans of the cities of Oslo and Trondheim, coincide with the areas that have a high job accessibility by bicycle and e-bike. Analyses reveal that on the introduction of e-bikes in Oslo, accessibility to jobs in the city centre increases from 20,000–24,000 to over 28,000 jobs. For Trondheim, in terms of spatial expansion of accessibility for jobs, there is an extension of the catchment area from 6 km2 to 18 km2. Based on the findings, this study strongly recommends integrating the impact of e-bikes with land-use planning processes and decisions. Through active land-use management, municipalities and regional development authorities can take informed decisions to steer urban mobility in a more sustainable direction.

The recent history of planning for the transport sector in New Zealand offers interesting comparisons with parallel developments in the United States under the Intermodal Surface Transportation Efficiency Act of 1991. Over the past decade, both nations have undergone a major reconstruction of the legal and political apparatus of transportation planning. In each case, this restructuring reflected two potentially contradictory sets of goals: (a) to rationalize and improve the efficiency of transportation planning, thereby enhancing economic development and (b) to systematically mitigate transport-related externalities and formally recognize environmental and fiscal limits to the expansion of transportation infrastructure. New Zealand is described from a historical and geopolitical perspective and the legislative and political framework of transport is outlined, focusing on key changes in the regulatory regime. New Zealand is shown to have followed policies that strongly favor privatization and market-style means and measures, with central government moving from an operational to a strategic stance. Examples of deregulation and privatization programs are discussed, including ports, safety regulation, and environmental regulation. The future requirements of transport policy planning are speculated on.

All countries are addressing the drastic climate changes as high priority issues. The impact of climate change on coastal land use in Taiwan has been especially severe due to the country's long coastline. As such, developing strategies to promote the protection of coastal land is critical for the sustainable development of the land. At present, even though the central government has developed the relevant adaptation strategies and implementation plans in response to climate change. Due to the limited resources, determining which protection strategy should be implemented as a top priority will require a strategic evaluation for planning and reference purposes. While most of the existing literature on coastal land use has been focused on the establishment of a vulnerability index along with an analysis of adaptation strategies very little of the existing literature discusses research that has been conducted in relation to an in-depth analysis of climate change and coastal land use. Therefore, this study uses the fuzzy analytic hierarchy process to conduct an exploration of coastal land use and protection strategy. The study compiled the literature and related data to establish five major assessment dimensions and 16 protection strategy evaluation indicators. After the empirical investigation and analysis, the findings demonstrated that the designation of coastal conservation areas is the most important aspect in terms of strategies to protect coastal land, followed by land subsidence control and the establishment of land disaster warning systems.

The Indonesian archipelago that stretches from Sabang( Sumatra Islands ) to Merauke ( Papua Islands ) has a variety of abundant natural resources , one of which are West Java Province . Central Government through the Ministry of Public Works – Public Housing has allocated Rp 1 trillion in APBN 2013 (presidential directive allocation) for the road construction of south traffic in West Java. This thesis aims to assess the effect / assessment of variables (i) land use - transportation; (ii) the pattern of development of the area and the road network system; (iii) spatial and regions; and (iv) the level of transport in the National Transportation System (SISTRANAS) towards improving the status of south traffic road of West Java to be became a national road in perspective the function of the road network, which is expected to provide an objective assessment in evaluating the proposed of roads status improvement. Positivistic and rationalistic approach used in this study to design variables and criteria for assessment of land use; the pattern of development of the area and the road network system; spatial and regions; as well as the transport level in the National Transportation System (SISTRANAS). Quantitative descriptive method in this research is intended to provide a description / overview and assessment of data analysis in the form of numbers. The research concludes that the variable of land use - transport and national transportation system (Sistranas) variable can be taken into consideration, because these two variables more realistic in assessing improvement the status and function of the national road compared to the other variables.

AbstractThis chapter provides a review of policies, strategies, and regulations in the transport sector. The narrative plays out in terms of outlining national, provincial, and local application dimensions and impacts of transport using green transport lenses. The different application scales for transport policies, strategies and regulations as enunciated through different spheres of government constitutes the main thread of the discussion. In any case, the impact and outcomes of government and non-governmental transport intervention are discussed from a green transport perspective. Complementary to this, the role and scope for norms and standards in promoting green transport policy, innovation and activities is outlined. A thematic approach is used in unpacking green transport issues with respect to transport in Limpopo province. The analysis is anchored within the green transport systems theory of innovation framework.

This study uses descriptive statistical method to analyze the income and life qual- ity of 397 farmer households who are suffering social exclusion in an economic aspect out of a total of 725 households surveyed in five Northern provinces of Vietnam in 2010. The farmers’ opinions of the impact of the policies currently prac- ticed by the central government and local authorities to give them access to the labor market are also analyzed in this study to help management officers see how the poli- cies affect the beneficiaries so that they can later make appropriate adjustments.
