The research aim is to find out policy formulation process, policy implementation; and the policy results on free education financing policy in Dompu Regency This research applied evaluation method by using Stake Countenance model The data were collected through questionnaires, interview, observation and documents. The result shown that policy formulation was based on (1) the rough enrollment rate of senior secondary education (2) the income per capita of the people Dompu; and (3) it was also supported by relevant regulations All of the steps in formulating the policy were followed as well as The policy contents contained stra tegic issues and actions, procedure, and goals or objectives The policy implementa tion process were based appropriately on method and guideline required The result of policy implementation, such as improvement of rough enrollment rate of senior secondary education was effectively achieved Before the implementation of the policy, the rough enrollment was 50,28% (2007) and it was 88,56% (2011)This per centage exceeded the national target 64,6% (2011); (2) it is decidable that the policy is responsive because since the policy is applied the parents pay nothing for the school fees; (3) the free of charge education policy implemented appropriately for all senior secondary students; (4) the policy is ineffective to the improvement teachers and staffs competencies, performance, and welfare, ineffective to the improvement students motivation and achievement, and parents participations became lower.

Abstract, Secondary education policy needs to be improved by a process which is a strategic alternative to improve the quality of education. This paper examines the relation of actors in the implementation of secondary education policy in the city of Mataram which focuses on senior secondary education as an education sub-system by formulating and implementing education-related policies that are trademarks for the achievement of policy objectives. The Key to Policy Implementation uses a participatory approach in public policy making in education supported by 4 (four) factors as a driver of successful policy implementation. But in reality there are causes of the implementation of policies that have not optimally reached their objectives, namely: a). Communication b). Resources (Resources), c). Implementor Attitudes (Dispositions), and d). Bureaucratic Structure (Bureaucratic Structure). Then, on the other hand, the Government's relation with actors outside the government is not yet optimal, where the government has not effectively built relationships with the community and the business world so that governance has not been created in the implementation of secondary education policies. This condition requires improvement of aspects of policy implementation and improvement of coordination between actors and organizational culture towards the achievement of secondary education policy objectives in supporting governance in the city of Mataram. Keywords: Policy Implementation, Secondary Education, Governance  Abstrak, Kebijakan pendidikan menengah perlu ditingkatkan dengan suatu proses yang merupakan alternatif strategis untuk meningkatkan kualitas pendidikan. Tulisan ini mengkaji relasi aktor dalam implementasi kebijakan pendidikan menengah di kota mataram yang menitikberatkan pada pendidikan menengah atas sebagai sub sistem pendidikan dengan merumuskan dan melaksanakan kebijakan terkait pendidikan yang menjadi trademark unttuk tercapainya tujuan kebijakan. Kunci Implementasi kebijakan menggunakan pendekatan partisipatory dalam pengambilan  kebijakan publik  bidang pendidikan yang ditopang oleh 4 (empat) faktor sebagai pendorong  keberhasilan implementasi kebijakan. Namun secara realitas adanya penyebab implementasi kebijakan yang belum secara optimal mencapai tujuannya yaitu: a). Komunikasi b). Sumber Daya (Resources), c). Sikap Implementor (Dispositions), dan d). Struktur Birokrasi (Bureaucratic Structure). Kemudian pada sisi yang lain relasai Pemerintah dengan aktor di luar pemerintah yang belum optimal, dimana pemerintah belum secara efektif membangun relasi dengan masyarakat dan dunia usaha sehingga belum tercipta governance dalam implementasi kebijakan pendidikan menengah. Kondisi ini memerlukan pembenahan terhadap aspek-aspek implementasi kebijakan dan peningkatan koordinasi antar aktor  dan budaya organisasi ke arah pencapaian tujuan kebijakan pendidikan menengah dalam mendukung governance di kota Mataram. Kata Kunci: Implementasi Kebijakan, Pendidikan Menengah, Governance

This study aimed to find the portrayal of financing policy implementation through the management of BOS funds at SMPN 1 Curup Timur. Viewed from the problem under study, this study was descriptive in nature, and it deployed a qualitative approach. In order to obtain accurate data related to this problem, this study used two methods, observations and interviews with the principal. Once collected, the data were further analyzed by means of the following stages: Data reduction, data presentation, and conclusion drawing. The findings of this study concluded that the implementation of Education Financing Policy at SMP 1 Curup Timur was manifested in the management of BOS funds. The procurement of BOS (School Operational Assistance) funds at this school was supported by the government, and the budgets were dependent upon the number of students with the amount of one million for one student. There were almost 700 students at this school. BOS funds were distributed every 3 months, and then there were 20% of the budgets for books and infrastructure. BOS-driven education funding, especially at SMP, was already implemented in accordance with the technical guidelines and was supervised by the local government.

Resumo: A presente pesquisa buscou analisar os impactos dos recursos públicos para o avanço do Ensino Médio em Pernambuco A educação no estado de Pernambuco avançou significativamente na qualidade do Ensino Médio e na oferta ao acesso as vagas e a democratização do ensino. Esse avanço se tornou significativo nas últimas duas décadas a partir da aplicação eficiente dos recursos produzidos e arrecadados pela máquina administrativa. Os recursos são provenientes de arrecadação estadual e repasse de verbas federais estabelecido pela Constituição Federal de 1988 e fortalecida pela Lei de Diretrizes e Bases da Educação de 1996. O crescimento de uma sociedade perpassa pelo avanço dos resultados educacionais e pela produção cientifica em sociedades que apresentam uma enorme desigualdade social e assevera o papel do Estado na produção da equidade de oportunidades. Trata-se de uma pesquisa de abordagem qualitativa, de natureza aplicada e quanto aos objetivos, descritiva. Quanto aos procedimentos técnicos é uma pesquisa bibliográfica e documental, pois recorreu a documentos oficiais como o Plano Nacional de educação 2014-2024, o Plano estadual de educação 2015-2025 e a Constituição Federal. Foram elencadas as formas de fiscalização referentes à aplicação de recursos no estado de Pernambuco e, por último uma análise da relação entre a aplicação de recursos e os resultados na melhoria da qualidade de ensino. Conclui-se que apenas a arrecadação de fundos não garante a qualidade desejada, sem o suporte de uma proposta curricular que seja adequada ao modelo pernambucano de educação fundamentada na criação das escolas de Tempo Integral que apresentam características específicas.

The authors of this study have attempted to understand whether study habits affect academic achievement among secondary and senior secondary school students of Mysore. It is also attempted to know whether students at secondary level differ from senior secondary level on their study habits. The study was conducted on the sample of 625 students of Mysore City in India using stratified random sampling technique. Results indicated that the study habits facilitate higher academic achievement. Further, it was also found that secondary school students are significantly better than senior secondary students on study habits. The findings are analyzed and explained. Thus, study habit is found to be an important correlate of academic achievement.

ABSTRACTThis paper reports on a study into the environmental opinions and concerns of a sample of Brisbane children in the upper primary, junior and senior secondary years. The study adopted a qualitative approach. Children's opinions about the environments around them and beyond were gathered using open-ended question items and focus group discussions. The study revealed that the upper primary children participating were most obviously concerned about their immediate personal environments. The junior and senior secondary students were more concerned about their natural environments to which they showed strong positive associations. On the other hand, all participants wanted to undertake personal action for change in their social environments at local, national and global levels.

The study attempts to develop the notion that networking among the teachers can influence the academic achievement of the students in a positive direction along with the smooth implementation of the curriculum at senior secondary level in the schools. In the current study, the syllabus of different subjects of Grade XI and XII has been overviewed and compared with each other on the basis of contents. The curriculum issued by Central Board of Secondary Education, Council for the Indian School Certificate Examination, Cambridge International Examination and some of the State Boards has been undertaken to review the syllabus of various subjects. It has been found that many topics are similar in the syllabus of two or more subjects. It has also been noticed that the teachers face challenges to complete the syllabus in the allotted numbers of classes throughout the year. If one teacher can teach effectively a topic which is being repeated in the other subject then such networking and coordination can save the time and energy of both the teachers as well as the students which in turn removes the other challenges in routine curriculum.

In a context of the rising importance of ministerial advisers, this article provides empirical evidence about the nature of involvement of civil servants in policy work. Based on a survey of graduated civil servants in francophone Belgium, it shows that civil servants are much involved in policy work even in a politico-administrative system characterised by strong ministerial cabinets. Belgian francophone civil servants are ‘incidental advisors’. They are less process generalists than issue specialists who mostly deal with policy implementation. Their policy advisory style oscillates between ‘rational technician’ and ‘client advisor’. Despite a low institutionalisation of policy advice in the civil service, civil servants significantly serve the ministers in the policy formulation (for harmonization) phase, supplying information and analysis and participating to the writing of policy-related texts. Points for practitioners The francophone Belgian case shows the importance of policy tasks conducted by civil servants. It also provides evidence about the importance of in-house policy-analytical capacity as it shows that civil servants primarily rely on internal information sources and consultation when involved in policy formulation.

The purpose of this research is to get deep meaning of policy implementation to improve quality of primary education teachers in Laos and Indonesia. Research locations are in the Ministry of Education in those both countries. This research used a qualitative approach with a multi-case study design. First, policy formulation consider the aspect of novelty and national education goals; second, policy dissemination of existing policies do after getting approval from parliament, as well as socialization is done to the department of education in each provinces and districts; third, policy implementation process is done by establishing a monitoring team to oversee that the policy can work well; fourth, monitoring and evaluation of the implementation is done periodically, at least every six months, and the results of the evaluation are reported to the Ministry; fifth, gaps in the policy implementation is because monitoring can not be run with maximum caused by geographical conditions and the weakness of the role of school supervisors; sixth, efforts to repair gaps in the implementation of policies to improve the quality primary school teachers is to make laws on the teacher, as well as to provide training to teachers and principals.
