Resumo: A presente pesquisa buscou analisar os impactos dos recursos públicos para o avanço do Ensino Médio em Pernambuco A educação no estado de Pernambuco avançou significativamente na qualidade do Ensino Médio e na oferta ao acesso as vagas e a democratização do ensino. Esse avanço se tornou significativo nas últimas duas décadas a partir da aplicação eficiente dos recursos produzidos e arrecadados pela máquina administrativa. Os recursos são provenientes de arrecadação estadual e repasse de verbas federais estabelecido pela Constituição Federal de 1988 e fortalecida pela Lei de Diretrizes e Bases da Educação de 1996. O crescimento de uma sociedade perpassa pelo avanço dos resultados educacionais e pela produção cientifica em sociedades que apresentam uma enorme desigualdade social e assevera o papel do Estado na produção da equidade de oportunidades. Trata-se de uma pesquisa de abordagem qualitativa, de natureza aplicada e quanto aos objetivos, descritiva. Quanto aos procedimentos técnicos é uma pesquisa bibliográfica e documental, pois recorreu a documentos oficiais como o Plano Nacional de educação 2014-2024, o Plano estadual de educação 2015-2025 e a Constituição Federal. Foram elencadas as formas de fiscalização referentes à aplicação de recursos no estado de Pernambuco e, por último uma análise da relação entre a aplicação de recursos e os resultados na melhoria da qualidade de ensino. Conclui-se que apenas a arrecadação de fundos não garante a qualidade desejada, sem o suporte de uma proposta curricular que seja adequada ao modelo pernambucano de educação fundamentada na criação das escolas de Tempo Integral que apresentam características específicas.

Vocational schools (SMK) is a secondary education that preparesstudents primarily for working on a particular field. Diverse efforts made by SMKgraduates increased 8 Medan include improving the quality of education byreforming both the substance of the material and the provision of facilities andinfrastructure. However, the results have not been up, cermatan can be seen fromthe low competence of graduates, making it less able to play a role in meeting thedemands of the workplace. Assumed to be an indication of the quality of learning isstill performed during less effective, less efficient and unable to increase studentinterest. In order to achieve maximum learning outcomes is through theimprovement of learning strategies to utilize the educational facilities in accordancewith existing conditions, ie, by examining one of the subjects namely Constructiondressmaking pattern. Construction material pattern done with learning strategyapproach manipulated into two comparing results STAD cooperative learningstrategies and learning strategies expository and compare the results with thelearning characteristics of students with high and low interest in learning onlearning outcomes Pattern Construction.

The article deals with the world rating of Ukrainian educational sphere according to The Global Competitiveness Report and UNESCO Science Report. It shows comparative indices of Ukraine in contrast to the other countries of these world ratings according to the “Quality of primary education”, “Penetration of primary education”, “Penetration of secondary education”, “Quality of secondary education”, “Quality of education in Sciences”, “Quality of school management”, “School access to the internet” and others. The article also defines strategic directions of reforming Ukrainian education system to improve its position in the world international ratings.

This research aimed to describe the financing management planning, implementation of education financing management and education financing control to improve the quality of education in RA Mambaul Ulum Sumurgung Montong Tuban. The method used in this research through observation, interviews and documentation. The results showed that 1) financing management planning was arried out by referring to the budget ceiling, not exceeding the budget determined by the government or financing from parents or the community, if the source of cost comes from the government then must look at the rules that have been determined by the government, if financing income comes from the community, so the financing management plan was carried out according to the principle of primary school needs to tertiary needs but within limits did not violate the rules 2) Madrasah financing implementation activities included two major activities, consisting of school financial revenues and expenditures. The financing management activities included bookkeeping or financial management activities 3) control/evaluation included the activities of checking and evaluating the plan and implementation of education funding can be carried out in accordance with the initial financing plan and its implementation.

Financing education is a concept that should exist and can not be understood without reviewing the underlying concepts. There is an assumption that pembicarakan education financing can not be separated from the issue of the economics of education. Many of the problems faced in the world of quality education just as the quality of teaching and learning process and the quality of learning outcomes. Qualities to those closely related to education financing as said Jhons in Fatah (1998) is the cost and quality of education are of direct relevance. Policies to improve the quality of education is directed to the achievement of quality education based on national standards of education consisting of content standards, process standards, graduation competency standards, standards of teachers and education personnel, standards of facilities and infrastructure, management standards, standards of financing, and assessment standards of education. Quality improvement include the output (output), the process, intake / inputs (input).

Secondary education occupies a unique position in the educational system of Nigeria. This level of education is the intermediary between the primary level of education and tertiary levels of education. Due to the unique position of this level of education in Nigerian Educational System, the National Policy of Education (2014), states that the broad goals of secondary education shall be to prepare individual for useful living within the society and higher education. It would be realized that the extent to which these goals can be actualized will depend on the quality of education provided in the secondary school. School supervision and inspection are carried out as an instrument for maintaining standards and quality control, so that the school system can be put on the right track in the course of achieving its goal. This paper, therefore, examines school supervision and inspection as veritable tools for ensuring quality control in selected secondary schools in Ekiti State, Nigeria. The research instrument designed for the study was a questionnaire tagged School supervision and inspection and quality control in secondary schools (SSIQCSS). The population of the study comprises teachers in Ekiti State. A total of 100 teachers were purposely selected, this formed the sample of the study. Findings revealed that supervision and inspection served as a measure for quality control in our secondary schools, school Principals also embarked on regular routine school inspection, also, routine inspection carried out by school inspectors serve as a means to maintain quality control in secondary schools in Ekiti State. Thus, based on the findings of the study, the need to embark upon more modern techniques of supervision and inspection to improve the quality of education in secondary schools was recommended. The educational system must be adequately funded so that there would be high level of quality and efficiency. Modern techniques of supervision should be adopted or replaced with old ones. Finally, there is the need for collaborative efforts on the part of all education stakeholders to devise more quality control measures that can save the educational system from total collapse. The research aim is to find out policy formulation process, policy implementation; and the policy results on free education financing policy in Dompu Regency This research applied evaluation method by using Stake Countenance model The data were collected through questionnaires, interview, observation and documents. The result shown that policy formulation was based on (1) the rough enrollment rate of senior secondary education (2) the income per capita of the people Dompu; and (3) it was also supported by relevant regulations All of the steps in formulating the policy were followed as well as The policy contents contained stra tegic issues and actions, procedure, and goals or objectives The policy implementa tion process were based appropriately on method and guideline required The result of policy implementation, such as improvement of rough enrollment rate of senior secondary education was effectively achieved Before the implementation of the policy, the rough enrollment was 50,28% (2007) and it was 88,56% (2011)This per centage exceeded the national target 64,6% (2011); (2) it is decidable that the policy is responsive because since the policy is applied the parents pay nothing for the school fees; (3) the free of charge education policy implemented appropriately for all senior secondary students; (4) the policy is ineffective to the improvement teachers and staffs competencies, performance, and welfare, ineffective to the improvement students motivation and achievement, and parents participations became lower.

The article discusses the question of how to apply social design in the management system of secondary education institutions. In theoretical and practical terms, the correct and scientific justification of the problem statement is important not only in the framework of pedagogy, but in the context of management sociology. Today, the inability of schools to systematically adapt to the changes and integrate innovative approaches and technologies into the learning management process is noteworthy. The schools cannot anticipate and plan, in a project form, the directions for solving social problems and contradictions. The absence in the school management the system of models for implementing goals and the lack of the established mechanism for stimulating systemic changes in education are revealed. The main approaches and their relevance, the forms of the structure and possible directions of` the research are denoted. In conclusion, it is stated that social design, namely using the ability to create, implement social projects, that improve the quality of education, create opportunities for the development of the active educational environment, the inclusion of all interested participants in school relationships, personal growth and self development into of management practices – all they are necessary and important for developing and improving the quality of school education.

Penelitian ini bertujuan untuk mengetahui, 1) upaya peningkatan mutu pendidikan melalui penerapan manajemen berbasis sekolah pada pen-didikan dasar dan menengah di Provinsi Banten, dan mengetahui, 2) Kontribusi Manajemen Berbasis Sekolah Terhadap Prestasi Ujian Nasional pada Pendidikan Dasar dan Menengah di Provinsi Banten. Penelitian ini merupakan penelitian deskriptif eksploratif. Data dikumpulkan melalui wawancara, observasi dan dokumentasi. Analisis data dilakukan dengan teknik kualitatif dan kuantitif. Dari hasil penelitian dapat dinyatakan bahwa; 1) upaya pe-ningkatanan mutu pendidikan melalui penerapan manajemen berbasis sekolah pada pendidikan dasar dan menengah di Provinsi Banten, dapat dinyatakan bahwa secara keseluruhan telah menerapkan manajemen ber-basis sekolah dalam mengelola Sekolah Dasar, Sekolah Menengah Pertama dan Sekolah Menengah Atas, yaitu rata-rata lima komponen (0,635), dari delapan komponen garapan MBS, dan 2) kontribusi manajemen berbasis sekolah terhadap prestasi ujian nasional pada pendidikan dasar dan menengah di Provinsi Banten, dinyatakan berpengaruh dengan besaran kontribusi adalah masing-masing 0,216 persen untuk sekolah dasar, dan 0,242 persen untuk sekolah menengah pertama serta 0,202 persen untuk sekolah menengah atas, atau rata-rata 0,229 persen untuk pendidikan dasar dan 0,202 persen untuk pendidikan menengah.Kata kunci : kontribusi manajemen berbasis sekolah ______________________________________________________________ EDUCATION QUALITY IMPROVEMENT OF BASIC AND SECONDARY IN THE BANTEN PROVINCE BY OPERATION MANAGEMENT SCHOOLAbstract The objectives of this research are to know: 1) effort to improve the quality of education through school-based management in the primary and secondary education in Banten Province, and 2) contribution of school-based management toward the national test achievement for primary and secondary education in Banten Province. This research is explorative descriptive. Data were collected through interview, observation, and docu-mentation. Data were analyzed quantitavely and qualitavely. The result shows 1) effort to improve the quality of education through school-based management in the primary and secondary education has been implement-ted. The average of five components was 0.635. 2) School-based manage-ment contributed to the national test achievement as much as 0,216% for primary schools, 0,242% for junior high, and 0,202% for senior high schools. In average, it is 0,229% for primary schools and 0,202 for secon-dary schools.Keywords: school-based management contribution

The proper education policy of the state and the efficiency of investment invested in the education system will ensure the success of the education system. Reforms in Georgia are going on as a continuous process. Despite some positive results, the state failed to provide sustainable development of the system under poor financing. The research aims to study the problems related to the quality of education, its financing and availability. Evaluation of the main directions of the state policy of education and elaboration of certain recommendations for the improvement of the system. In the paper opinions are expressed on higher education budgeting, promotion of education financing as part of social responsibility of business, main challenges of the new government initiative - ,,Education - Road to Freedom’’ are discussed.
