The success of International Joint Educational Programs of the Educational Establishments   based on effective management. This makes a need for predicting the competitiveness indicators in order to analyze different strategies for the expansion of higher education establishments and the picking up the best scenarios of its market play. The simulation methodology makes possible to performe analysis management that contains elements of actions that influenced by random factors. Using the method of system dynamics as the main tool is due to the complexity of the strategic alternatives selection in a dynamically developing situation, under conditions of external and internal uncertainty. The initial state of performed simulation was based on the parameters that define the market share and the number of potential students of the joint educational program between Admiral Makarov National University of Shipbuilding and partner in Zhejiang City, China. Sensitivity analysis experiments allow determining the influence of the initial hypotheses and the key parameters values on the model output parameters of the interference of competitiveness factors under uncertainty conditions. This significantly improves the effectiveness of management processes.

The object of this research is the automation of the compliance matrix «Disciplines – Competences», which are the links between the list of compulsory and elective disciplines of the educational program according to the curriculum and the set of competencies of the graduate required by the Standard of higher education. The development of the educational program includes a combination of disciplines with «Program Learning Outcomes», which is listed in the Standard. One of the most problematic places is time-consuming of the process of «drawing-up» the links from «General Competencies» (GC) and «Professional Competencies» (PC) of disciplines to «Program Learning Outcomes» (PO). This problem is considered on the basis of the Educational and Professional Program (OPP) «Financial Intermediation» Academic Degree «Master» specialty 072 «Finance, Banking and Insurance» in the field of science 07 «Management and Administration» of the Department of Banking of Kyiv National University of Trade and Economics (KNUTE, Ukraine). The research methods are to use the design of relationships between logical elements («entities») of the data model (Entity-Relationship Model). To develop a compliance matrix «Disciplines – Competences» in the paper the author proposed a software application based on Excel (hereinafter «Application»), which allows to automate the construction of such links. There is a significant reduction in the time-consuming of preparing educational programs by guarantors and support groups. This is due to the fact that the proposed application has a number of features of use, in particular automates the construction of matrices of correspondence «Discipline – Competence». The method of automation of the compliance matrix «Disciplines – Competences» proposed in the research was successfully tested by the author in the development of educational and professional programs of KNUTE, namely «Financial Intermediation», «Management of Banking Business» and «Financial Brokerage». Thus, the application is universal and can be used by guarantors and support groups to build Compliance Matrices of the educational programs of other specializations and specialties.

Introduction. The problems of inclusive education in the system of secondary vocational education have recently become particularly relevant due to the increasing number of students with limited health opportunities and disabilities. Therefore, there is an urgent need to find the best ways to build an educational route for students of these categories. Such an educational trajectory should not only include special conditions that ensure the satisfaction of the special educational needs of such students, but also be aimed at mastering the professional competencies necessary for a modern competitive individual in the labor market. The main tool for implementing the inclusive model of education should be considered an adapted educational program of secondary vocational education. However, the implementation mechanism of this normative document still continues to raise many questions and difficulties. That is why this study was conducted, which involved teachers and masters of vocational training in the system of secondary vocational education, aimed at identifying the difficulties that arise in the implementation of adapted educational programs. The obtained results demonstrated the ambiguity of the current situation in the field of building and implementing an inclusive model in the system of secondary vocational education and allowed us to offer the authors possible solutions to these situations.

Introduction. The article deals with the training of professional educational program managers for work in the digital environment of a university. The digital environment of the university is considered from the perspective of managing professional educational programs and is a complex open system that integrates system components for managing content, process, resources, contingent, finance and quality of programs that ensure the integrity and continuity of the educational process at all levels and in all respects. The implementation of a digital model for managing educational programs at a university on the basis of a single digital ring of services for an electronic platform for managing educational programs at a university dictates the need for digital competencies of managers of major professional educational programs (OPOP).By digital competence of the leaders of professional educational programs we mean the ability and willingness to perform labor functions in the design, implementation and replication of an educational program using digital technologies that ensure the effectiveness of activitiesThe way to identify professional deficiencies in the field of digital competencies of the leaders of professional educational programs was the personalized design of educational internship trajectories with tutorial support for the internship. The internship trajectory of the heads of OPOP has a modular structure and is aimed at eliminating professional deficits in the field of information, methodological, communication, technological and organizational component of digital competencies. The internship site (virtual laboratory) is a virtual educational space that provides training for educational program managers and online events: hackaths, quests, webinars, etc.Materials and methods. When writing an article, the following methods were used - theoretical and methodological analysis and synthesis of available special domestic and foreign scientific and methodological literature, conceptual analysis of scientific articles and publications on the topic; study and generalization of both domestic and foreign developments and implementation of projects to create digital environments in education management; application of generalization, comparison, forecasting methods, online surveys.Results. The structure of the digital environment for managing professional educational programs at the university is presented. Functionally described is the ring of digital services for the management of OPOP. The analysis of different approaches to assessing the digital competencies of educators is presented. The concept of digital competencies has been clarified in relation to the head of a professional educational program. The content of the components of digital competency is described: informational, methodological, communication, technological, organizational.Discussions and Conclusions. The developed modular program for eliminating professional deficits of heads of professional educational programs in the field of digital competencies, based on the personalized design of educational internship trajectories with tutorial support for internships, will allow you to effectively administer and manage BEP in the digital environment of the university.

Special services provided by schools to students are generally the same, but different on the process of the management and utilization. Some form of special services in school is the service: councelling, libraries, laboratories, extracurricular, infirmary, cafeteria, cooperatives, OSIS, transport, boarding, acceleration, class inclusion, and apprentice. As a special service management functions include: (1) planning, such as needs analysis and programming of special services; (2) the organization, such as the division of tasks to carry out special service program; (3) in motion, in the form of the settings in the implementation of special services, and (4) control, in the form of program monitoring and performance assessment special services program in school. So that special services should be managed with effective management processes in order to strengthen the management process of education, particularly at the school level.

The article provides a survey of conducted educational programs „Office administration and records management", based on the content of module I. of the professional training in the Croatian State Archives (hereinafter referred to as HDA), which were held in the period from February 2016 to February 2019. The reason for choosing this exact period lies in the fact that since February 2016 a systematic distribution of anonymous polls to all the participants has begun and those polls have served as a basis for creating a compilation of statistical reports and analysis of data obtained from them. Anonymous polls were first experimentally distributed to participants in November 2015, and they were computer processed to serve as a model of experimentally conducted research based on the content of the module I of professional development in HDA. Survey research covers a period of 36 months, in which 10 courses in the period from February 2016 to February 2019 were held, with a total of 417 participants from all over Croatia. This article is conceptually structured according to the methodology which deals with survey research with a help of statistical methods, and the obtained results aim to improve the quality of teaching, to complete teaching materials and improve the insight into the final outcome of the course and the competencies that participants acquire at the end of the course.

The article presents the results of research for the mathematical model for estimating the probability of risk of incompetent specialist graduation. The mechanisms and tools to determine the probability of risk of incompetent specialist graduation have been developed in the course of the research. The goal tree method has been used as a mechanism to determine the relationship between the structural components of the educational process and the educational program. Using this method, the structuring of 9 criteria by which the educational program quality is evaluated has been carried out. That is, its strengths and weaknesses have been identified. In turn, as a tool for estimating the probability of an educational process (educational program) risks and the graduation of an incompetent specialist, it has been proposed to use a regression mathematical model. To build a mathematical model, an active experiment, a qualimetric approach, a method of regression analysis, and 16 conditional educational programs that met the "Standards and Guidelines for Quality Assurance in the European Higher Education Area" (ESG) have been used. The construction of the model has been carried out according to a specially designed scheme, which included 5 stages. In the first stage, a group of experts was formed and their consistency was determined with the help of the "HEI Experts" software. In the second stage, six groups of indicators were identified, which further estimated the educational process (educational program) quality. For this purpose, the experts used the method of pairwise comparison to select 9 unit indicators, which further estimated the levels of compliance of 16 conditional educational programs. The estimation was conducted according to standardized quality indicators that are inherent in the real educational process (educational program). In the third stage, a robust plan of the experiment was constructed using the method of pseudo-random LP-τ numbers uniformly distributed in multidimensional space. According to the plan, a working matrix of the experiment was formed. Then, the group of experts formed in the first stage carried out the percentage estimation of the probability of risk of incompetent specialist graduation. In the fourth stage, a mathematical model was built using the PRIAM (planning, regression, and model analysis) software. This model allows us to assess nine factors that affect the probability of risk of incompetent specialist graduation. In the fifth stage, the statistical characteristics of the model were tested. According to the test results, it was proved that the model is informative, adequate, and stable, both in terms of structure and calculations. At the same stage, the marginal surfaces were constructed and the forces of influence of regressors (indicators) on the probability of risk of competent/incompetent specialist graduation were determined. According to the results of research, it has been proved that such indicators as compliance of the applicants (bachelors) level with the second Master's level and the level of considering labor market employers (stakeholders) requirements have the strongest impact on the competence of the future specialists. The proposed model allows us to estimate the factors influencing the efficiency (effectiveness) of the educational process and to determine the probability of the risk of competent/incompetent specialist graduation.


This study was based on the understanding that special education programs are educational programs which aim to teach -students with physical and/or, psychological illnesses. It is required to develop knowledge, attitudes, and professional skills individually or collectively and members of the community in mutual relations with the cultural, social and natural environment. In this case, teachers need to have the appropriate competence to carry out their duties and functions correctly. This research aimed to evaluate the competence of teachers in special education programs and his implication to the graduate competencies. The study was conducted by using a mixed method approach. The results indicated that teachers have tremendous personal competence, social competence, professional competence and pedagogic competence. Thus, it can be interpreted that teachers have adequate competence to support the achievement of educational program objectives for special students. Adequate competency of the three competencies has implications for the competence of students. Mastery of attitude competency in special education programs is essentially required good, as well as in mastery of knowledge competency.

All-round development of a child in kindergarten is possible only when using educational programs that perform the function of structuring the entire volume of developmental influences on a child in kindergarten. Currently, this requirement is not fully observed, which leads to the loss or, on the contrary, unproductive duplication of part of the content of preschool education. This state of affairs necessitates the development of a typology of programs. Also, the typology of the program is the basis for building objective links between the goals of educational activities and its actual results. But, at present, connections of this kind can be built only through individual psychodiagnostic examinations, which is unacceptable for real pedagogical practice for a number of reasons. In this article, the authors, relying on the psychological and pedagogical concept of N.A. Korotkova, designing the structure of the educational program, which considering the whole variety of possible events occurring in the preschool educational organization and allowing, without using additional semantic links, to determine the course of children's development based on the manifestation of various types of initiative in their activities.

Technical diagnostics is currently the most important factor of reliability, dealing with forms of disorder manifestation, developing of disorders, their detection and working principles. As tool it has great value in operation and maintenance of facilities. It denotes great interest not only in scientific sphere but also in sphere of results application in the new developing methods and their using in professional practice. Using methods of technical diagnostics taking into account the reliability of measurement results both with new methods IT is one of the main tool for effective management of facilities, elimination of unacceptable conditions and other aspects. The article describes the application of technical and diagnostic tools on workplaces for monitoring behavior of the production machines and facilities.

The purpose of this chapter is to define a prototype for a comprehensive educational program that integrates virtual immersive learning environments into traditional educational settings to develop innovative educational programs. The Future of Learning (FoL) protocol combines an integrative curriculum guide providing educators with thematic modular units of study that are designed based on problem-based learning principles and a FoL learning management system where online learning environments are structured to be integrated into p-12 educational settings and provide a login protected interface for educators and learners to access all the aspects of the FoL protocol including 1) a home page for the educational program linking all aspects of the protocol, 2) a learner home page, 3) a learning analytic system and 4) access to a 3d simulation world. The comprehensive and modular design of the Future of Learning protocol means that it can be integrated in a multitude of p-12 educational programs and define the future of learning.
