School library advocacy is a concern worldwide. Getting school libraries on the agenda for consideration by a school staff, or a ministry of education, or a library association is often a challenge. This paper describes the process being undertaken by two international school library groups to develop school library advocacy training materials which will be freely shared through the Online Learning Platform of the International Association of Library Associations and Institutions (IFLA). The two-year project, entitled School Libraries on the Agenda, is funded by IFLA and is being managed by the Joint Committee of the International Association of School Librarianship (IASL) and the School Libraries Section of IFLA. The final project will include a variety of materials: a trainer’s manual, workshop plans, case studies, and video clips.

This study proposes a framework for an accreditation process for International Baccalaureate (IB) school libraries. It investigates a range of existing library benchmarks from developed countries as well as criteria for school library evaluation. A partner for this study is the International Association for School Librarianship (IASL). IASL will include the results of this study as it considers its role as an accrediting body for IBO school libraries. The areas for evaluation, and resulting accreditation, include: staffing, collections, services, facilities and equipment, and collaboration and networking.

Resumo: Quando trazemos considerações sobre a existência de bibliotecas no território brasileiro, por vezes, se não frequentemente, nos deparamos com reflexões que se movem no campo da responsabilidade do Estado para com as iniciativas de políticas públicas contínuas nos campos da Educação e Cultura do País. Nesse sentido, a cidade de Ribeirão Preto, pertencente a uma das regiões mais ricas do Estado de São Paulo e que apresenta elevado padrão de vida e bons indicadores sociais, por não apresentar um coeso e interligado sistema de bibliotecas escolares, dado a magnitude desse município no interior do Estado de São Paulo, tornou-se a ambiência do objeto de estudo – bibliotecas escolares do sistema municipal de ensino de Ribeirão Preto – dessa investigação. À vista disso, objetivou-se analisar a possibilidade de uma rede de bibliotecas escolares ao sistema municipal de ensino de Ribeirão Preto. Para tanto, como metodologia, foi realizada uma pesquisa exploratória, descritiva, de natureza qualiquantitativa, com coleta de dados realizada a partir de técnica de observação simples durante visita técnica a quatro escolas do sistema municipal de ensino de Ribeirão Preto de diferentes regiões administrativas, assim como houve a aplicação de questionário aosresponsáveis das quatro bibliotecas escolares visitadas. Concluiu-se que as bibliotecas pesquisadas se encontram fora dos padrões estipulados pela política da International Association of School Librarianship, caso se anseie por bibliotecas escolares conectadas por meio de uma rede no sistema municipal de ensino de Ribeirão Preto. Abriu-se margem, assim, à discussão ao desenvolvimento de políticasmunicipais em favor de tornar as bibliotecas escolares das escolas do sistema municipal de ensino da cidade unidades de informação legitimadas e potencializadoras de formação de alcance global e de uso profícuo que objetive o desenvolvimento de novas competências e habilidades nos alunos. Ribeirão Preto. Abstract: When we consider the existence of libraries in brazilian territory, sometimes, if not often, we are faced with reflections that move in the field of State responsibility towards the initiatives of continuous public policies in the fields of Education and Culture of a country. Ribeirão Preto, which belongs to one of the richest regions of the State of São Paulo and has a high standard of living and good social indicators, became the ambience of the object of study of this research. Due to this, the objective of this study was to analyze the possibility of a network of school libraries to the municipal education system of Ribeirão Preto. As a methodology, an exploratory, descriptive, qualitative and quantitative research was done with data collection performed using simple observation technique during a technical visit to four schools of the Ribeirão Preto’s municipal education system from different administrative regions, as well as a questionnaire was applied to each head of each four school libraries visited. It was concluded that the libraries cannot be on the standards set by the policy of the International Association of School Librarianship. So, this led to the discussion of the development of municipal policies in favor of making the school libraries units of information legitimized and empowered aiming at the development of new skills and abilities in students. This paper focuses on school libraries in Turkey. It is a general outlook on K-12 education and how the community perceives the school library. A short history of school libraries and the problems they face will be described. Is a school library part of the education or is it a supplementary issue? How do librarians view the issue? How does the Ministry of Education see the centers? The current trends in Turkish school librarianship: what is the near future of the library media centers and how will the learning-commons strategy affect them? The Turkish government is about to release a new version of Intellectual Property Rights. School librarians and all educators should stress the importance and the necessary practices in order to go hand in hand with the global world.

This chapter presents a year-long collaboration by two editors, one in Italy and one in Canada, that resulted in 2011 the IFLA Publication No. 148, titled Global Perspectives on School Libraries: Projects and Practices. Supporting the work of the two editors were the members of the Joint Committee of two international school library groups, the School Libraries and Resource Centers Section of the International Association of Library Associations and Institutions (IFLA SLRC) and the International Association of School Librarianship (IASL), and the staffs of IFLA Headquarters and of IFLA’s publisher, De Gruyter Saur. The 300-page book included 30 chapters, written by 50 authors from 20 countries across 6 continents. The topics addressed in the book included: school library education and implementation models; promoting literacies through the school library; school libraries for all; expanding the reach of the school library through technology; government initiatives for school library development; and organizations for school library advocacy and development. The whole process—from designing the publication to disseminating it—is described, including some lessons learned along the way, useful for planning joint work of a similar nature. Future steps in the collaboration between the IFLA SLRC Section and IASL collaboration are introduced as well.

The authors summarize the proceedings of two major conferences, the Treasure Mountain Research Retreat VI and the International Association School Librarianship conference. In addition, the authors look at the entire history of information literacy and bring together the theory development, the research, and practice in school libraries since the late 1980s. Information literacy and critical thinking ideas from the fields of education, cognitive psychology and educational technology have been included.

The paper explores the meaning of the recently drafted National Policy for Library and Information Services (NPLIS) for school librarianship in South Africa. It argues that, after years of failed advocacy, a convergence of thinking across the LIS ecosystem enabled the policy project and gives new hope for the transformation of the school library sector. The investigations throughout 2017 sought to find out from a wide range of role-players what and whose behaviour they believed should be changed. The paper describes our evidence-gathering across the country and how the data were analysed into broad themes around which the policy was built. The paper pulls out the threads on school LIS policy but also highlights the principles that tie them to the overarching policy. Thus, the insistence on an ecosystems approach calls for innovative strategies to counter long-established silo-thinking.  Key words: LIS policy, South Africa, school libraries

PurposeSchool library is regarded as the heart and soul of the school. It acts as learning resource centre and support the school curriculum in all possible manners. The main aim of this paper is to document the factors associated with library management in selected school libraries in Varanasi, India.Design/methodology/approachSurvey method is used to conduct this research in which close-ended questions were provided to the school librarians. Simple random sampling was used to collect samples from secondary schools of Varanasi.FindingsIt was found that 34% school libraries affiliated to Central Board of Secondary Education are managed properly and they are termed as first class library. Rest of the schools are not managed as per rules and regulations of school librarianship. Some librarians themselves are not properly aware of the significance of the library and hence the management is suffered accordingly.Practical implicationsThis research will help in exploring the existing status of library management in school libraries. The work is designed specifically for school libraries. Simple ranking system for school libraries will be helpful to make an exhaustive school ranking based on library management.Originality/valueThis research will bring on record the ground reality of school librarianship in India and the way they are managed. Simple ranking system for school library is given in this paper that will help to find out which school library is functioning properly or not.

The purpose of this paper is to present School Libraries Network Program (Ministry of Education) and its strategy concerning the creation and development of a national network, the elaboration of an Evaluation Model and the reference corpus of Learning Standards. This is the main goal of this presentation. Nowadays educational agents have a general concern regarding the tremendous transformation that technologies and social networks brought up to the present, placing on the agenda of educational institutions, policies, and new standards of reference about curricula and learning that today schools and school libraries must ensure. The conviction that school libraries can play an undeniable role in the acquisition of a set of critical skills vital in 21st century education, led us to the creation of learning standards for school libraries, associated with their mission and intervention in schools, called "Effective Learning in the School Library: the Portuguese School Libraries’ Learning Standards Framework".

IbM program aims to provide understanding to partners about the concept and implementation of library management in accordance with library management procedures. The targets to be achieved are as follows. 1) Improving the quality of library staff in managing the library through the manterhadap the nature of the library. A minimum of 75 training materials can be mastered by the trainees. 2) Produce school library management guidelines to facilitate library staff in managing the library. 3) Applying knowledge in school library management. Output target in the form of process is the occurrence of improvement of target audience ability in understanding understanding, concept and process of management and utilization of school library. Output target in the form of product is at least 75% of participants produce library materials that have been processed and at least 75% of participants generate library catalogs to facilitate the process of retrieval. The methods offered to solve the problem of library management are: through the creation of a library management module that contains the concepts of library management; socialization and training of school library management. Implementation of the activity begins with the preparation of training materials, copying, presenting the material, and training with individual guidance. To evaluate the achievement of objectives begins by measuring the candidate's initial capability, followed by an evaluation to measure participants' ability at each stage of the activity, and a final evaluation to measure achievement purpose of program activities. Training activities carried out smoothly in accordance with the expected objectives of this program activities. This activity received a positive response from various parties and trainees in the management of school libraries. So it is expected to provide better service and the existence of school library will be more real in the community.
