The emergence of data-driven research and demands for the establishment of Research Data Management (RDM) has created interest in academic institutions and research organizations globally. Some of the libraries especially in developed countries have started offering RDM services to their communities. Although lagging behind, some academic libraries in developing countries are at the stage of planning or implementing the service. However, the level of RDM awareness is very low among researchers, librarians and other data practitioners. The objective of this paper is to present available open resources for different data practitioners particularly researchers and librarians. It includes training resources for both researchers and librarians, Data Management Plan (DMP) tool for researchers; data repositories available for researchers to freely archive and share their research data to the local and international communities.   A case study with a survey was conducted at the University of Dodoma to identify relevant RDM services so that librarians could assist researchers to make their data accessible to the local and international community. The study findings revealed a low level of RDM awareness among researchers and librarians. Over 50% of the respondent indicated their perceived knowledge as poor in the following RDM knowledge areas; DMP, data repository, long term digital preservation, funders RDM mandates, metadata standards describing data and general awareness of RDM. Therefore, this paper presents available open resources for different data practitioners to improve RDM knowledge and boost the confidence of academic and research libraries in establishing the service.

A Review of: Elsayed, A. M., & Saleh, E. I. (2018). Research data management and sharing among researchers in Arab universities: An exploratory study. IFLA Journal, 44(4), 281–299. https://doi.org/10.1177/0340035218785196 Abstract Objective – To investigate researchers’ practices and attitudes regarding research data management and data sharing. Design – Email survey. Setting – Universities in Egypt, Jordan, and Saudi Arabia. Subjects – Surveys were sent to 4,086 academic faculty researchers. Methods – The survey was emailed to faculty at three Arab universities, targeting faculty in the life sciences and engineering. The survey was created using Google Docs and remained open for five months. Participants were asked basic demographic questions, questions regarding their research data and metadata practices, and questions regarding their data sharing practices. Main Results – The authors received 337 responses, for a response rate of 8%. The results showed that 48.4% of respondents had a data management plan and that 97% were responsible for preserving their own data. Most respondents stored their research data on their personal storage devices. The authors found that 64.4% of respondents reported sharing their research data. Respondents most frequently shared their data by publishing in a data research journal, sharing through academic social networks such as ResearchGate, and providing data upon request to peers. Only 5.1% of respondents shared data through an open data repository.  Of those who did not share data, data privacy and confidentiality were the most common reasons cited. Of the respondents who did share their data, contributing to scientific progress and increased citation and visibility were the primary reasons for doing so. A total of 59.6% of respondents stated that they needed more training in research data management from their universities. Conclusion – The authors conclude that researchers at Arab universities are still primarily responsible for their own data and that data management planning is still a new concept to most researchers. For the most part, the researchers had a positive attitude toward data sharing, although depositing data in open repositories is still not a widespread practice. The authors conclude that in order to encourage strong data management practices and open data sharing among Arab university researchers, more training and institutional support is needed.

Library specialists having competencies in the field of modern information technologies and knowledge of information resources, capable to analyse and synthesize heterogeneous information, process data, solve non-standard tasks, are able to develop innovative trends, increase the importance and competitiveness of libraries in the information space. The purpose of this study is to determine the most important skills and knowledge of librarians for the development of new forms and trends in the activities of research libraries: assistant services to scientists, work with research data, creation of intellectual centres, centres of intellectual leisure, organization of communication platforms, etc. The author highlights the key knowledge necessary for librarian: knowledge of modern and advanced information technologies (social networks, cloud, mobile technologies, new generation analytics, etc.), knowledge of the world market of information resources, as well as technologies of collection and processing of information/data. The article presents competences of librarians in the research data management, who provide consulting and assistant services to scientists in the life cycle of research. It is determined that the research data management librarian should know the methods of data management plan preparation, management methods, categories, metadata standards and schemes, data classifications and identifiers, data citation requirements, copyright, data repositories, long-term data preservation technologies, etc. The author concludes that the possession of non-specialized over-professional (“soft”) skills (communication skills, emotional intelligence, thinking by “results” and “processes”, etc.) along with the complex of professional knowledge is the key to the improvement of efficiency and demand of libraries in the conditions of intensively developing environment.

Research data management is an important topic for funding agencies, universities and researchers. In this context, the main aim of this study is to collect preliminary information for Aperta, which is being developed by the Scientific and Technological Research Council of Turkey, to fulfil the following goals: determine the research data management awareness levels of researchers in Turkey; understand current research data management practices in their research environments; and find out their experiences of policy issues. For this, a questionnaire was distributed to 37,223 researchers, with 1577 researchers completing it. The results indicated that researchers who spend more time with data have more concerns about data management issues. The levels of experience of creating a data management plan were quite low. The importance of this study lies in how it is able to show the current research data management practices of Turkish scholars during the new repository’s foundational development stage.

The vision of NFDI4Chem is the digitalisation of all key steps in chemical research to support scientists in their efforts to collect, store, process, analyse, disclose and re-use research data. Measures to promote Open Science and Research Data Management (RDM) in agreement with the FAIR data principles are fundamental aims of NFDI4Chem to serve the chemistry community with a holistic concept for access to research data. To this end, the overarching objective is the development and maintenance of a national research data infrastructure for the research domain of chemistry in Germany, and to enable innovative and easy to use services and novel scientific approaches based on re-use of research data. NFDI4Chem intends to represent all disciplines of chemistry in academia. We aim to collaborate closely with thematically related consortia. In the initial phase, NFDI4Chem focuses on data related to molecules and reactions including data for their experimental and theoretical characterisation. This overarching goal is achieved by working towards a number of key objectives: Key Objective 1: Establish a virtual environment of federated repositories for storing, disclosing, searching and re-using research data across distributed data sources. Connect existing data repositories and, based on a requirements analysis, establish domain-specific research data repositories for the national research community, and link them to international repositories. Key Objective 2: Initiate international community processes to establish minimum information (MI) standards for data and machine-readable metadata as well as open data standards in key areas of chemistry. Identify and recommend open data standards in key areas of chemistry, in order to support the FAIR principles for research data. Finally, develop standards, if there is a lack. Key Objective 3: Foster cultural and digital change towards Smart Laboratory Environments by promoting the use of digital tools in all stages of research and promote subsequent Research Data Management (RDM) at all levels of academia, beginning in undergraduate studies curricula. Key Objective 4: Engage with the chemistry community in Germany through a wide range of measures to create awareness for and foster the adoption of FAIR data management. Initiate processes to integrate RDM and data science into curricula. Offer a wide range of training opportunities for researchers. Key Objective 5: Explore synergies with other consortia and promote cross-cutting development within the NFDI. Key Objective 6: Provide a legally reliable framework of policies and guidelines for FAIR and open RDM.

Data repositories can support secure data management for multi-institutional and geographically dispersed research teams. Primarily designed to provide secure access, storage, and sharing of quantitative data, limited focus has been given to the unique considerations of data repositories for qualitative research. We share our experiences of using a data repository in a large qualitative nursing research study. Over a 27-month period, data collected by this 15-member team from 83 participants included photos, audio recordings and transcripts of interviews, and field notes. The data repository supported the secure collection, storage, and management of over 1,800 files with data. However, challenges were introduced during analysis that required negotiations about the structure and processes of the data repository. We discuss strengths and limitations of data repositories, and introduce practical strategies for developing a data management plan for qualitative research, which is supported through a data repository.

Research emphasises the fundamental role of research data management (RDM) in enhancing academic and scientific research. This paper intended to examine RDM in Iraqi Universities, identify the current challenges of RDM and propose influential RDM practices. Data collection employed a self-administered questionnaires distributed to 155 postgraduate students and 20 faculty members from five universities in Iraq. Research findings revealed that there is a lack of proper RDM. Postgraduate students and researchers were managing their own research data. Main challenges of maintaining a good RDM involve lack of guidelines on effective RDM practices, insufficient of adequate human resources, technological obsolescence, insecure and inefficient infrastructure, lack of financial resources, absence of research data management policies and lack of support by institutional authorities and researchers negatively influenced on research data management. Postgraduate students and researchers recommend building research data repositories and collaboration with other universities and research organisations.

>> See video of presentation (33 min.)On 29th July 2014 the Ministry of Science, Research and the Arts of Baden-Wuerttemberg, Germany, has launched an e-science initiative to build up a powerful, efficient and innovative information infrastructure for all universities, research institutions and universities of applied science of the county of southwest Germany. With the overall budget of 3.7 million euro action plans within the five areas licensing, digitalization, research data management, open access and virtual research environments shall be worked out within the next years.Within this framework an 18-month project has been launched at the beginning of 2014 to evaluate the needs of services and support libraries and IT service centres should offer for researchers in the area of research data management. In this “bwFDM communities” named project full time key accounters have been established at all 9 universities of the county (Freiburg, Heidelberg, Hohenheim, Karlsruhe, Konstanz, Mannheim, Stuttgart, Tuebingen and Ulm; among them national and international highly ranked universities). The task of the key accounters is to identity concrete needs and requirements of all research groups working with research data (in a broad sense including all areas of science, social science and humanities) at each of the nine universities as well as possible solutions by conducting semi-structured personal interviews and documenting them in the form of user stories. As a result issues of importance and requirements will be identified, categorized and finalized to recommendations for concrete action plans.The presentation will give an overview of the first results of the project, thereby also highlighting the roles libraries and IT service centres are expected to play from the researcher´s point of view. Furthermore the presentation will point out the response of the University of Konstanz Library to the rising awareness of the importance of research data within the University Executive, showing the special efforts the University of Konstanz Library undertakes to support researchers in their research data management so far and to build up more and more expertise in the area of research data management. One step had been the set-up of a disciplinary data repository in the field of ornithology (Movebank data repository).

RESUMO Este artigo trás para discussão o papel dos planos de gestão de dados como instrumento facilitador da gestão dos dados durante todo o ciclo de vida da pesquisa. A abertura de dados de pesquisa é pauta prioritária nas agendas científicas, por ampliar tanto a visibilidade e transparência das investigações, como a capacidade de reprodutibilidade e reuso dos dados em novas pesquisas. Nesse contexto, os princípios FAIR, um acrônimo para ‘Findable’, ‘Accessible’, ‘Interoperable’ e ‘Reusable’ é fundamental por estabelecerem orientações basilares e norteadoras na gestão, curadoria e preservação dos dados de pesquisa direcionados para o compartilhamento e o reuso. O presente trabalho tem por objetivo apresentar uma proposta de template de Plano de Gestão de Dados, alinhado aos princípios FAIR, para a Fundação Oswaldo Cruz. A metodologia utilizada é de natureza bibliográfica e de análise documental de diversos planos de gestão de dados europeus. Concluímos que a adoção de um plano de gestão nas práticas cientificas de universidades e instituições de pesquisa é fundamental. No entanto, para tirar maior proveito dessa atividade é necessário contar com a participação de todos os atores envolvidos no processo, além disso, esse plano de gestão deve ser machine-actionable, ou seja, acionável por máquina.Palavras-chave: Plano de Gestão de Dados; Dado de Pesquisa; Princípios FAIR; PGD Acionável por Máquina; Ciência Aberta.ABSTRACT This article proposes to discuss the role of data management plans as a tool to facilitate data management during researches life cycle. Today, research data opening is a primary agenda at scientific agencies as it may boost investigations’ visibility and transparency as well as the ability to reproduce and reuse its data on new researches. Within this context, FAIR principles, an acronym for Findable, Accessible, Interoperable and Reusable, is paramount, as it establishes basic and guiding orientations for research data management, curatorship and preservation with an intent on its sharing and reuse. The current work intends to present to the Fundação Oswaldo Cruz a new Data Management Plan template proposal, aligned with FAIR principles. The methodology used is bibliographical research and documental analysis of several European data management plans. We conclude that the adoption of a management plan on universities and research institutions scientific activities is paramount. However, to be fully benefited from this activity, all actors involved in the process must participate, and, on top of that, this plan must be machine-actionable.Keywords: Data Management Plan; Research Data; FAIR Principles; DMP Machine-Actionable; Open Science.

Following the national and international trends in mid-2020 the Klebelsberg Kuno Library of the University of Szeged has also started to deal with the issue of research data management. After thorough self-training the library staff studied the Hungarian and international best practices of managing research data. We tried to assess the needs of the institutional research data management habits and the opinion of the researchers of SZTE with a comprehensive questionnaire. We compiled a comprehensive questionnaire to assess the needs of our researchers, learn what they’re thinking about RDM and what kind of practices regarding RDM already exist in the research community. By evaluating the questionnaire we have determined the areas in which the library could provide professional assistance where there was a real need among researchers. Keeping in mind the needs of the research community of University of Szeged we have decided to develop the following services: copyright consulting, RDM trainings for PhD students, theoretical and methodological assistance for RDM, write institutional FAIR data management recommendations. The last four services have been successfully implemented. We also wrote a feasibility study to assess the possibilities of developing our own institutional data repository.
