The problem of export diversification remains pressing for Russia, which needs to increase the share of the non-resources exports, and in particular, the share of higher valueadded products. The paper aims to examine the spatial differentiation of the Russian exports by various entities (federal districts, regions, top exporting companies), including in the sectoral context, and for the latter considers the most important machines and equipment sector. The methodological basis of the research rests on regional and spatial economics and theories of foreign economic activity. The paper applies economic-statistical methods, including the corre lation analysis. The authors examine Russia and its regions’ exports for 2013–2018 based on the data of Russia’s Federal State Statistic Service and Federal Customs Service and reveal “consist ency” between production and export of mechanical engineering products in the four groups of regions. The analysis demonstrates high importance of the resources export for the national economy and high spatial differentiation of exports, including of the non-resources ones. Dur ing 2013–2018, the mechanical engineering production and export grew in 27 regions, how ever, on average, high-tech production is more focused on the domestic market. The analysis confirms the significance of export as a channel of production preservation and can serve as a contribution to justify the necessity to develop the new industrial export specialisation. The results of the research can be of use to the institutions of economic development (government authorities) to outline the perspectives of the regional development of export.

The article discusses the priority directions of innovative development of the machine-building complex in Azerbaijan. Mechanical engineering as the most important branch of industry is an industry capable of ensuring sustainable and sustainable innovative development of the country's economy. However, in the era of globalization, this area has faced numerous problems. This can be explained by: a shortage of investments; outdated means of basic production; high competition in domestic and global markets; a shortage of qualified personnel, etc. All this makes it urgent to modernize and recreate the machine-building industry of Azerbaijan in accordance with the requirements of the time. Based on this necessity, the article examines the aspects of sustainable economic development of the machine-building industrial complex. At the end of the article, assessing the current state of the machine-building industrial complex of Azerbaijan, strategic directions of its scientifically-based innovative economic development are proposed. Innovative energy efficient technologies are the driving force behind the economic development of the region. The feasibility of introducing such technologies is determined by the degree of innovative development of this region. Today there are a large number of models that substantiate certain indicators used to calculate the integral indicator of an innovative energy-efficient focus. The dynamics of the development of an administrative unit depends on the ability to create favorable conditions for the dissemination and use of innovations, the intensification of scientific and innovative activities. The article also uses the concept of "innovative orientation" rather than "innovative development". The innovation orientation is considered as the degree of intensity and timeliness of the implementation of certain actions by economic entities aimed at innovative development. To calculate the indicator of innovative orientation, the method of integral assessment of innovative orientation is used, which makes it possible to: determine a large number of indicators; explore individual sectors of society; not to analyze generally accepted economic indicators that are not sectoral known in the research subjects, and to determine the energy-efficient focus at the expense of the selected indices of the focus of innovative potential. As part of the study, primary indicators are collected from 14 administrative units of the Kharkiv region. At the next stage of the study, indicators of innovative orientation are determined. In accordance with the principles of conducting research and identifying innovative potential, the indicators are formed in 5 groups. The ranking of integral indicators of innovative energy-efficient orientation is carried out, which makes it possible to reasonably and purposefully give recommendations on energy savings in the studied subjects in accordance with the rank of this index.

This paper defines a current applied research project in mechanical engineering technology, describes the roles of the principles, provides a status report of year one work, and provides the major goals for year two. The purpose of the project is to develop a marketable viscoelastic structural damper utilizing ultra-high-damped elastomer to protect buildings from seismic and wind events. The project is a collaboration of Penn State Erie, Lehigh University, and Lord Corporation that is funded by a grant from the Pennsylvania Department of Community and Economic Development through the Pennsylvania Infrastructure Technology Alliance.

Modern globalization processes of economic development are increasingly focusing on the regional level of economic development. The regional economic systems are the basis of economic development, as evidenced by the practice of European countries. Innovative orientation is and remains important for creative economy development, because it is the innovative development of regional economic systems that allows to increase efficiency of the economic activity, to use available resources more rationally without harming the environment, to improve living standards and more. In turn, innovative orientation of economic development of regional economic systems requires the development of methodological approaches to assess the regional innovation efficiency. The outlined and others determined the relevance of the scientific research on the development of a methodological approach to assessing innovative development efficiency of regional economic systems, to which this article is devoted. As a result of the research, a methodical approach to assessing the dynamics of innovation efficiency of regional economic systems in the conditions of the creative economy development, which provides for four stages of its implementation, was developed. This approach allows to objectively analyze innovation efficiency of regions by determining the integrated index of innovation efficiency and the coefficient of the innovation efficiency dynamics, as well as to determine the most influential indicators that will further develop mechanisms to enhance innovation processes in regional economic systems and to increase their innovative development efficiency. The proposed methodological approach to assessing innovative development efficiency of Polish voivodeships has been tested.

The state of the trade cooperation in Siberia in 1926-1929 is described in the article. Such aspects as organizational building, economic development and regional specificity in the context of the transformation of associations of small industrial producers into an independent cooperative system is analyzed. Attention is paid to the peculiarities of the emergence and priority areas of activity of the Siberian Trading Union. The relevance of the study is due both to the ongoing discussion about the assessment of the state of industrial cooperation on the eve of the “great turning point”, as well as its scale and role in the development of the region. The author formulates her own approach to assess the socio-economic processes in small-scale industrial production. It is concluded that the overall result of the organizational and economic development of the Siberian trading cooperation in recent years of the new economic policy was its transformation into a force that could influence the further development of associations of handicraftsmen and artisans, but protectionist measures increased the dependence of artels on state bodies in terms of financing. supply, sales organization and created the prerequisites for the nationalization of the industrial cooperation of Siberia. The main sources of work were materials from the funds of the State Archives of the Russian Federation, the State Archives of the Novosibirsk Region, the State Archives of the Altai Territory, some of which are being introduced into scientific circulation for the first time.
