The problem of export diversification remains pressing for Russia, which needs to increase the share of the non-resources exports, and in particular, the share of higher valueadded products. The paper aims to examine the spatial differentiation of the Russian exports by various entities (federal districts, regions, top exporting companies), including in the sectoral context, and for the latter considers the most important machines and equipment sector. The methodological basis of the research rests on regional and spatial economics and theories of foreign economic activity. The paper applies economic-statistical methods, including the corre lation analysis. The authors examine Russia and its regions’ exports for 2013–2018 based on the data of Russia’s Federal State Statistic Service and Federal Customs Service and reveal “consist ency” between production and export of mechanical engineering products in the four groups of regions. The analysis demonstrates high importance of the resources export for the national economy and high spatial differentiation of exports, including of the non-resources ones. Dur ing 2013–2018, the mechanical engineering production and export grew in 27 regions, how ever, on average, high-tech production is more focused on the domestic market. The analysis confirms the significance of export as a channel of production preservation and can serve as a contribution to justify the necessity to develop the new industrial export specialisation. The results of the research can be of use to the institutions of economic development (government authorities) to outline the perspectives of the regional development of export.

Abstract. The aim. The asymmetric separation of factors of production and uneven development of territories complicates the process of urbanization. In turn, these phenomena can, revitalize competition. For this reason, it is necessary to determine the boundaries of eventual differences in the social and economic levels of development and possible principles of alignment. Along with this, it is necessary to analyze and evaluate the economy of the territory as a whole, as well as pay attention to the types of economic activity that characterize its specialization. In addition, identify priority areas and tools that will help overcome the disproportionate of the territory. The article discusses the features of the spatial of the economy and the territories of the southern macroregion of Russia on the basis of the analysis of the sectoral structure, their asymmetric formation is revealed, the typology of territories is presented, development directions in the conditions of spatial imbalances are proposed. To increase resistance to the processes of the economic crisis, the territories of the southern macroregion with asymmetric development, one should adhere to the stipulated level of diversification and specialization in the developed and profitable segments of the economy. It is especially important to preserve those areas of economic activity in which the region is a leader or participant in local markets. The object of research is the processes of spatial differentiation in the socio-economic development of the territories of the southern macroregion in the conditions of spatial competition. The theoretical base is the fundamental research of Russian and foreign scientists on the problems of the regional economy. Methods. The study used the expert method, the method of situational and comparative analysis, the method of typological groupings. The information and empirical basis are the actual reports of the Federal State Statistics Service and territorial bodies; research in the development of regional economic systems; analytical reviews and materials of scientific conferences. The results of the study can be used to develop a strategy for economic activation of territories. Scientific novelty. The following new scientific results were obtained in the work: a typology of regions was developed according to the degree of proportionality and the dynamics of their socio-economic development; measures are proposed to implement the investment priorities of the southern macro-region for the purpose of managing the processes of economic activation of territories using the opportunities of inter-regional interaction.

The scale and deep heterogeneity of the national economy of Ukraine in the regional context make the relevance of scientific research in this thematic area. The purpose of the article is to determine the economic specialization of the regions of Ukraine by key economic activities contributing to the formation of gross value added, as well as outlining the potential risks to the national economy, taking into account the situation on world commodity markets. The results of the research showed that one of the consequences of the unstable dynamics of industrial production in Ukraine under the influence of geopolitical and macroeconomic factors is the reduction of industrial specialization of the economy of a number of Ukrainian regions. Thus, in 2017 the manufacturing was the leading economic activity (with the highest share in the gross value added created) in 11 regions, compared to 15 in 2012. So Poltava, Donetsk, Dnipropetrovsk and Zaporizhzhya regions are considered to be “highly industrial”. At the same time, the agrarian specialization of the economy of Ukraine and its regions deepened – in 2017 agriculture became the leading type of economic activity in 11 regions (compared to 7 in 2012). The most “agrarian” in Ukraine (with a share of agriculture in gross value added over 30%) in 2017 became the Kherson, Kirovohrad and Khmelnytsky regions. Increasing the level of “agrarianization” of the national economy in the context of volatility of agricultural commodity prices on the world markets poses significant risks for the socio-economic development of Ukraine and its regions. These risks are exacerbated by the high amplitude of fluctuations in the volume and structure of domestic agricultural products and the low degree of processing of raw materials. To improve the structure of domestic commodity exports (in the direction of increasing its share of products with a higher degree of processing) and to deepen its diversification, a number of measures should be carried out aimed at stimulating export activity of enterprises (industrial and agro-industrial), carrying out technical and technological re-equipment of industrial and export production bases, creation of new high-tech industries on the basis of the implementation of powerful innovation and investment projects.

The development of the Russian economy should take into account the implementation of the Industry 4.0 concept. This concept does not have clear assessment parameters. Estimating such parameters is problematic. The development of high-tech industries is one of the main objectives of the implementation of Industry 4.0. Prediction of economic development in modern conditions is possible on the basis of mathematical modeling methods. The difference in technological stage of the domestic economy determines the feasibility of a regional approach. Agent-based modeling is the optimal approach to solving this problem. This approach allows simulating the activities of agents. The simulated environment sets the conditions for the agents to function. A gravitational model proposed to assess the economic system functioning environment. The proposed gravitational model allows us to assess the relationship between regions on the basis of high-tech trade. The approbation carried in the Sverdlovsk region conditions. As a result of the study established, the development of the Sverdlovsk region high-tech environment, covering the main industrial regions of The Urals, Volga and Siberian federal districts, and the Central Region. Purpose: Construction of the spatial development an assessing model of high-tech environment in the agent-oriented model of territories economic development in the Industry 4.0 conditions. Methodology: methods of system, structural and logical analysis, tools of gravitational modeling. Results: The proposed gravitational model allowed us to assess the interregional interrelations of Sverdlovsk region on the basis of high-tech trade. Practical implications: The results can be useful for assessing the environment of the economic system in the context of Industry 4.0 in the agent-oriented approach.

Nowadays, economic diversification remains a key challenge for most developing countries. The world trading system is developing from universal liberalization to increased protectionism which imposes additional difficulties in countries’ exports development and puts export diversification at the heart of a strategy for economic diversification. China's foreign trade is also in a critical period of rapid development and transformation at present. China is building a new pattern of integration into the world economic system, but its economic transformation is not smooth and faces problems. Taking into account China’s high reliance on exports, one of the most important threat to China’s economic development – the susceptibility to fluctuations in global economy – is largely due to a low level of Chinese exports diversification. In order to achieve a more sustainable long-term economic growth and hedge against the impact of external shocks China needs to diversify its exports markets, range of exported products and trade methods. Purpose. The purpose of the article is the research of practical aspects of exports diversification in China, identification of features and problems of China’s exports product and market diversification, diversification of trade methods and high-tech products exports diversification. Methodology. The methodological basis of the study is presented by the theories of foreign trade and industrial policy, as well as by the researches realized in the field of exports diversification. The information basis of the study are the databases of UNCTAD, WTO and National Bureau of Statistics of China. General scientific methods, systematic approach, economic-statistical methods are used in the research. Findings. An analysis of China’s exports diversification was realized in the article, including revealing of features and problems of China’s exports product and market diversification, diversification of trade methods and high-tech products exports diversification, as well as identification of some driving effects of China’s exports diversification on its economic development and substantiation of the significance to improve its export diversification strategy in order to reduce economic risks and promote the sustainable development of foreign trade.

The article examines the state and scale of attracted direct investment (equity) in Transcarpathia and Ukraine as a whole. Research of the direct investment market is relevant, because they are the basis for social and economic development of the country and its regions. The purpose of the article is to study the scale of attracted direct investment (equity) in the regions of Ukraine and the distribution of direct investment by type of economic activity in the Transcarpathian region, to investigate their impact on the development of the Transcarpathian region. Increasing the volume and improving the efficiency of attracted direct investment are becoming the main factors of economic development. For a comprehensive study of direct investment in Transcarpathia should take into account the sectors of the economy to which these investments are directed, and the dynamics of changes in direct investment in 2017-2019. Among all attracted direct investments in the economy of the country and regions, in particular the Transcarpathian region, it is necessary to single out those investments that are involved in important for the region types of economy. The article examines how significant are the attracted direct investments in the industrial sector of the Transcarpathian region, investments in which reach more than 80% of the total number of direct investments for each of the studied years. This is a significant indicator and shows the fact that industry is a key economic activity in the Transcarpathian region. Taking into account the specifics of the Transcarpathian region, it would be advisable to increase the volume of direct investment in the recreational sector of the region. Given that every year, during 2017-2019, the share of direct investment in the Transcarpathian region and in Ukraine as a whole was growing, we can understand how important this area is in the future for the economic development of the region. Given that Transcarpathia is a border area, we can focus on cooperation with countries bordering the region to increase the amount of direct investment in the region's economy. The results presented in this study show the importance of direct investment for the development of the region's economy and show the possibility of their growth in the future. The Federal District, as the highest link in the economic zoning of the Russian Federation, is the most important element of the national economic system, which largely determines the features of its functioning. The article provides an overview of the internal differences of the federal districts of the Russian Federation in terms of gross regional product. This indicator is one of the most important indicators of the specificity of the socio-economic development of the regions, and also, to a certain extent, reflects the possibility of their balanced functioning. Based on the official data presented on the website of the Federal State Statistics Service, the federal districts of Russia were ranked according to the indicator under study and their typology was presented. Within the framework of this typology, groups are identified that reflect the differences between the constituent entities of the Russian Federation in the distribution of gross regional product per capita in federal districts with its value above or below the average Russian level, respectively. Within each federal district, entities with maximum and minimum values of gross regional product per capita were identified. On this basis, an intra-district imbalance coefficient is calculated, reflecting the degree of the gap in the levels of socio-economic development of the constituent entities of the Russian Federation within the corresponding federal district. A brief description of the federal districts belonging to two different types is given in terms of the balance of their socio-economic development. The general trend of dependence of the coefficient of intra-district imbalance on the level of regional development is shown. There are some features that need to be taken into account when formulating development programmes and strategies at the federal district gape.

While the modern economy demonstrates an increase in company mobility, neither economists nor company managers pay due attention to this developing socio-economic phenomenon. Therefore, we analysed how new organisations enter the market of companies and old enterprises leave it after losing their viability, noting the specific features of these processes. We examined the market of companies in Russia in general and in the Federal Districts of the Russian Federation in particular. We used the data from 1 January 2001 to 1 January 2020 published in the Statistical Register of Organisations of Federal State Statistics Service (Rosstat). The research methodology includes synthesis, analysis, comparison methods, and systemic-structural approach. The obtained results showed that, since 2016, the share of officially liquidated companies in the Russian Federation and most of its regions exceeds the birth rate of organisations. This is inextricably linked to the worsening economic situation in Russia, including the business environment. We noted that privately owned companies and organisations with joint Russian and foreign ownership have the highest turnover. The average annual turnover of organisations in Russia amounted to 16.8% in the period 2001–2019. Among the federal districts of the Russian Federation, organisations of the Siberian and Ural Federal Districts have demonstrated the greatest dynamics of the market of companies over the 19-year period (18.1 % and 17.4 %, respectively). Corresponding changes have taken place in the structure of organisations in the market of Russian companies. The share of companies providing various services has sharply increased, including transport and communication companies, and real estate organisations. New organisations with an established business reputation are mostly registered in the regions with higher competitive immunity, characterised by a favourable business environment for small- and medium-sized enterprises. The research results can be used by authorities for managing the spatial development of territories, and determining the support for certain types of business activities in a particular region or municipality.

The subject of the research is the implementation of the state digitization policy aiming at acceleration of socialeconomic development, at creating informational society and export-oriented sector in the country. The aim of the work is to assess the condition and the primary lines of development of digital transformations directed at ensuring structural economic and social conversion, at building competitive environment, developing high-tech services, business processes optimization basing on providing information system resources, information infrastructure and informationcommunicative technologies functioning and developing. The author provides rationalization for the necessity of making use of the principles of systemic approach to the implementation of programs and projects for digitization as a major factor to increase the state and municipal administration efficiency, and of the transition to a new quality economic growth. The author also devotes much attention to analysis of digitization development problems that impede achieving the aims of the May 2018 Decree of the President of RF and to the ways to overcome them. It is concluded that it is important to develop and implement the National Program “Digital Economy of the Russian Federation (2019–2024)” as a legally relevant document. The author suggests forming within the Program Federal and Regional projects that will accomplish the purposes of social-economic development on the basis of digital transformations at the levels of Federal Districts, Subjects of the Russian Federation and Municipal formations.

The proposed article considers three variants of divisions of territories by their spatial location and administrative affiliation in Russia. It now exists 11 economic regions, 8 federal districts, and according to the Strategy for the Spatial Development of Russia up to 2025, planned to form new 12 macro-regions. Analyzed the similarities and differences, advantages and disadvantages of these options. Newly forming macro-regions are considered from the standpoint of the ranking of the subjects of the Federation of the Siberian and Far Eastern districts by investment attractiveness and risk factor of economic activity. Based on the analysis, it was concluded that the various options for spatial division of the country have little effect on the state of the economy as a whole. In relation to Siberia, proposals are presented for the approach to the formation of such an administrative association of territories in order to optimize their economic development.

The work is devoted to the study of economic activity types at the sectoral and regional levels in order to form the sectoral priorities of economic development as the strategic guidelines for sustainable economic growth and the investment attractiveness of the territories. The theoretical and the methodological basis of the study was the fundamental provisions and the concepts of economic theory, the scientific works of domestic and foreign scientists in the field of socio-economic development of the region and regional economic systems, investment activities, strategic territorial and sectoral planning, periodicals, regulatory documents of the federal and regional levels, the modern methods of competitiveness and investment attractiveness evaluation. The study was carried out on the basis of information from the Federal State Statistics Service (ROSSTAT), the Territorial Body of the Federal State Statistics Service for the Republic of Tatarstan (Tatarstanstat), as well as on the basis of analytical information from the Center for Advanced Economic Research of the Academy of Sciences of RT. The methodological approach is a multi-level study consisting of a structural and dynamic analysis of economic activity types, the assessment of localization level and a structural decomposition of key indicator dynamics. The presented methodology allowed to carry out a comprehensive monitoring and the diagnostics of economic activity types, to determine the competitive positions of the Republic of Tatarstan for each type of activity and identify industry priorities that ensure the region investment attractiveness increase.
