The article analyzes the impact of industrial cooperation in the EU and the EAEU on the ecology of the regions, and analyzes the legal framework for regulating environmental standards in production. It is shown that an effective way to reduce the impact on the environment in industrial production is a well-coordinated waste management system, which is primarily aimed at preventing waste, as well as complete recycling and secondary economically profitable use. The subjects of the international economy, international integration structures of the EU and the EAEU are considered. Industrial cooperation is considered within the framework of the concept of sustainable development and strengthening cooperation of waste processing, the use of renewable and environmentally friendly energy sources that have a minimum impact on the environment. The most effective examples of developing waste recycling concepts in integration associations are given.

The development of industrial cooperation creates fundamental and long-term foundations for BRICS current and future economic partnership. It was reflected in recently adopted Strategy for BRICS Economic Partnership 2025. At the same time, realization of the existing potential of industrial cooperation cannot take place without taking into account the development of new global trends. These trends and respective factors influence companies` business strategies and government regulatory policies significantly. As a result, both traditional factors and novel challenges, such as comprehensive digitalization processes in global economy and trade, technical and technological development of different industries and global value chains, the pressure of trade conflicts resulted in accumulation of protectionism in trade policies and the ongoing crisis associated with the COVID-19 pandemic should be considered thoroughly. In the case of the BRICS countries the existing incentives for the reconfiguration of GVCs and the enhancement of their resilience and reliability can be implemented in the strengthening of trade and industrial ties and the diversification of suppliers and markets through the development of cooperation with the partner countries. To realize these opportunities, it is necessary to ensure favorable regulatory basis both in traditional areas (trade and investment liberalization, convergence in domestic regulation) and in the framework of modern trends that are gaining momentum: increasing cooperation in e-commerce, trade facilitation, developing scientific, technological and innovative cooperation, addressing infrastructural issues in order to reduce transport and logistics costs and expand trade and industrial cooperation..

This paper explains the condition of food security in the archipelago during the COVID 19 pandemic in the Riau Islands Province, one of which is the Lingga Regency. Researchers use the Penta helix model to analyze the extent to which actors are involved in the development of the food security sector, especially in the Rice Granary program. The research method used is descriptive qualitative which is then analyzed in-depth using existing secondary data. The results show that the analysis uses the Penta Helic model which consists of five elements, namely the government as a policymaker, industrial cooperation, community group involvement, studies from universities and the media as information and publications on food security which have a very interrelated role in the food security sector especially in the rice barn program in Lingga Regency, however, it should be noted that the involvement of stakeholders must pay attention to rules and regulations in an effort to maintain food security stability in rice barns in terms of quality and quantity of production amid the COVID-19 pandemic. Keywords: Food Security, Penta Helix, Rice Granary, Lingga Regency
