Abstrak Penelitian ini bertujuan untuk (1) mengetahui kelayakan instrumen penilaian yang dikembangkan sesuai dengan spesifikasi standar tes; (2) mengetahui kemampuan instrumen penilaian yang dikembangkan dalam mengukur kemampuan pemecahan masalah. Penelitian ini merupakan R&D dengan mengadaptasi model Borg and Gall yang dimodifikasi menjadi sembilan bagian, yaitu pengumpulan informasi, perencanaan produk, pengembangan draf  produk, uji coba lapangan awal, dan revisi I, uji coba lapangan, revisi II, uji pelaksanaan lapangan, dan diseminasi. Analisis data menggunakan program Quest. Hasil penelitian adalah (1) instrumen penilaian layak sesuai dengan spesifikasi standar tes; (2) instrumen penilaian yang dikembangkan dapat digunakan untuk mengukur kemampuan pemecahan masalah dengan hasil siswa dengan kemampuan pemecahan masalah sangat tinggi yaitu 8,25 %; siswa dengan kemampuan pemecahan masalah tinggi sebesar 65,97 %; siswa dengan kemampuan pemecahan masalah sedang sebesar 17,53%; siswa dengan kemampuan pemecahan masalah rendah sebesar 8,25% yang dilakukan pada 3 SMA di kabupaten Klaten. Kata kunci: penilaian,  pengukuran, pemecahan masalah   MEASURING  PROBLEM SOLVING SKILL OF  SENIOR HIGH SCHOOL STUDENT’S GRADE X IN KLATEN Abstract This study aims to investigate: (1) the appropriateness of assessment instrument to measure students problem solving skill according to the standardized test, (2) the capability of assessment instrument for measuring student’s problem solving skills.This study is research and development that adapted  Borg & Gall models modified into nine steps: collecting information, planning product, developing product, preliminary field testing, main field revision, main field testing, operational product revision, operational field testing, and dissemination. The result of the study are (1) essay test items that are valid to measure problem solving skills according to the standardized test; (2) the items are used to measure problem solving skills at 3 schools in Klaten District. The result of capability instrument to measure problem solving skills from 97 students indicated; very high grade 8,25%;  high grade 65,97; medium grade 17,53%; and low grade 8,25%. This research aims to determine the quality of the questions used to measure students ' mathematical problem-solving skills. This type of research includes quantitative descriptive research. The research subject is a grade VII student with a primary data source is scores of mathematical problem-solving skills. The research instrument used was a written test to measure problem-solving abilities. The data analysis technique used is a quantitative analysis by looking at the validity, reliability, differentiation power, and bullet-grain index of the matter. The results showed that the problem has been valid, the reality belongs to the category quite well, the differentiator power for three items, including bad, enough, and good classes. Meanwhile, the difficulty index shows a number in the easy category, and two names are included in the medium category. Thus, it concluded that the instruments used to measure problem-solving abilities are valid and in a suitable category. It can see it from the instrument trial results with the percentage value of students' problem-solving abilities, which is included in the very high category, namely 20%. The number of students who have problem-solving skills in great variety could be presented at 53.33%. Students who have sufficient and low problem-solving abilities were given at 16.67% and 10%.Penelitian ini bertujuan untuk mengetahui kualitas butir soal yang digunakan untuk mengukur kemampuan pemecahan masalah matematika siswa. Jenis penelitian ini termasuk penelitian deskriptif kuantitatif. Subjek penelitian adalah siswa kelas VII dengan sumber data utama adalah skor kemampuan pemecahan masalah matematika. Instrumen penelitian yang digunakan adalah tes tertulis untuk mengukur kemampuan pemecahan masalah. Teknik analisis data yang digunakan adalah analisis kuantitatif dengan melihat validitas, realibilitas, daya pembeda, dan indeks kesukaran butir soal. Hasil penelitian menunjukkan bahwa butir soal telah valid, realibilitas termasuk dalam kategori cukup baik, daya pembeda untuk tiga butir soal termasuk kategori buruk, cukup, dan baik. Sementara itu, indeks kesukaran soal menunjukkan satu nomor dalam kategori mudah dan dua nomor termasuk dalam kategori sedang. Dengan demikian, dapat disimpulkan bahwa instrumen yang digunakan untuk mengukur kemampuan pemecahan masalah telah valid dan berkategori baik. Hal ini terlihat dari hasil ujicoba instrumen dengan persentase nilai kemampuan pemecahan masalah siswa yang termasuk dalam kategori sangat tinggi yaitu 20%. Jumlah siswa yang memiliki kemampuan pemecahan masalah dengan kategori tinggi dapat dipresentasekan sebesar 53,33%. Siswa yang memiliki kemampuan pemecahan masalah dengan kategori cukup dan rendah dipresentasekan sebesar 16,67% dan 10%.

This research aims to develop an assessment of problem solving skills in improving students digital literacy skills. This research is directed to produce physics learning assessments that can improve students digital literacy, namely by using problem solving skills assessments. The use of assessments that refer to the problem solving skills stage is expected to improve students digital literacy. The study is an R&D research with the Borg & Gall development model. On the preliminary research, questionnaire is needed to detect need analysis of an assessment that can help improving student digital literacy skills. Questionnaires were used to collect expert review data, while cognitive tests were used to collect data on students problem solving skills. Cognitive tests by posttest form was held to find out the progress of students understanding during learning process using the products. The results of content validity by Aiken’s V is 0,80. The factor analysis is looked by The Bartlett test value with Chi-squares = 1.604 and significant at 0.659. Therefore, the problem-solving skills assessment from the aspect of content and construction has valid criteria and is suitable for use. The N-Gain test results of students problem-solving skills in the experimental class by 0.3 with a quite effective category higher than the control class of 0.12 with a quite effective category. The results show that the use of assessment of problem-solving skills effectively improved students digital literacy skills.

Problem solving skills are one of the skills needed by students in the era of the industrial revolution 4.0, so it becomes a challenge for a teacher to design creative learning. One of the media that supports students' problem solving skills is to use worksheets. Meanwhile, the worksheets used so far are general in nature. Suitable worksheets are developed that support students in solving problems, namely problem solving-based worksheets. This study aims to analyze the need for problem solving-based student worksheets. This type of research is a qualitative descriptive study. This needs analysis is part of the research and development of the 4D model, specifically the Define stage. The subjects in this study were students of class XII in SMA Negeri 3 Cirebon City and chemistry teachers as informants. The results showed that students needed worksheets that were more attractive and easy to understand. The worksheets available are in accordance with KD, KI and the 2013 curriculum, but not yet according to student needs. Based on data obtained from several analyzes including analysis of student perceptions, teacher perceptions, student characteristics, curriculum, assignments, concepts and analysis of learning objectives. So it is necessary to develop problem solving worksheets, especially in the matter of ionic equilibrium and pH of salt solutions which can train students to solve problems and relate theory to facts in everyday life.
