Digitalization of society and public life is an objective fact and a challenge for Russia, which is rich in resources and risks. The article provides an assessment of the passport of the national program “Digital economy of the Russian Federation”, which is among the 12 national projects on 12 areas of strategic development, established by the decree of the President of the Russian Federation from 7 May 2018 No. 204 “On the national goals and strategic objectives development of the Russian Federation for the period up to 2024” and contributes to the solution of problems in the field of “Digital economy”. This fact already raises a number of topical questions: “Why is the program included in the list of projects?”, “Why will the national program on the digital economy be implemented within the framework of state programs of the Russian Federation: ‘Information society’ and ‘Economic development and innovative economy’?”, “How much does it contribute to the preservation and development of an integral Russia?”. The authors set a goal — using structural and functional diagnostics to give an expert opinion on the prospects for achieving qualitative and quantitative targets of the national program “Digital economy of the RF” and their value. The methodological key for the examination is the modification of the checklist for system social engineering. The introductory part of the work is devoted to the relationship between the categories of integrity and value, social system engineering, which are important for building the desired social reality, as well as an overview of approaches to social design, its goals and purpose. The main part of the work analyzes the passport of the national program “Digital economy of the RF” from the point of view of its structure, the function of their implementation at the level of state administration, and it also considers the coverage of federal and regional programs and projects of elements of the digital economy in terms of the completeness of significant tasks to be solved. In conclusion, a summary is given in the form of responses to the social engineering checklist: “Are we building a whole?”, “Are we building a valuable entity?” and “Are we building a valuable entity correctly?”.

The basis of world socio-economic development in recent years is information and communication technologies (ICT), which continue to rapidly develop and create new products and services. On their basis, innovative development takes place, there is an increase in the productivity and efficiency of organizations. Digitalization is becoming a necessary and leading component of maintaining and increasing the competitiveness of states and individual territorial entities, the most important prerequisite for improving the standard of living of the population. The development of digital technologies and their successful implementation are facilitated by the adopted state programs, such as the national program Digital Economy of the Russian Federation. The authors determined that the population of the Russian Federation and the Samara region is increasingly mastering digital competencies, using advanced digital technologies, and using services provided by state and municipal organizations. Regional authorities, acting within the framework of the national program Digital Economy of theRussian Federation, develop local programs in accordance with the tasks to be solved on the basis of thepreviously achieved economic state. At the same time, the Samara Region is a dynamically developing territory that has good prerequisites for the active and multidimensional implementation of ICT achievements in the economic life of the region, and its authorities are consistently introducing digital technologies into theregional economy. Nevertheless, in the region there are problems with the staffing of this process, thepopulation is not fully covered by the opportunity to access the Internet and receive a number of state and municipal services using specialized digital services. In these conditions, in the Samara Region, it is necessary to make greater use of the mechanisms of public-private partnership in the implementation of projects for thedigitalization of the economy, to increase the innovative component of the development of enterprises in theregion, to expand and improve the opportunities for the population to acquire digital competencies.

The article discusses in detail the concept of digital economy and its relationship with the Information Society. The opinions of domestic and foreign scientists and representatives of the business sector on the process of digitalization of the economy are analyzed. The definition of applied projects as a tool for digitalization and informatization is given. The relevance of the application of applied projects in the development of the digital economy is proved. The directions of the National Program “Digital Economy of the Russian Federation” in the context of the development and implementation of applied projects are studied. The main problems of the implementation of applied projects are highlighted. The necessity of regular analysis and assessment of the life cycle of applied projects in the digital economy is substantiated. Measures are proposed to improve the organization's activities in the implementation of applied projects.

The article considers the concept of “digital economy” and its relationship with the concept of “knowledge economy”. It is concluded that the digital economy is officially considered the previous stage before the development of the knowledge society (knowledge economy). A review of the opinions of specialists from different fields of knowledge about the positive and negative effects, as well as the possible risks of the development of the digital economy, is presented. It is proved that despite the objectiveness of the process of moving towards the information society, and further towards the knowledge society, humanity must make efforts that this path will not be destructive for its previous achievements in various fields. From the perspective of system economic theory, an analysis of the system effects and risks of the development of the digital economy in Russia is made. For this purpose, an assessment of the system balance of the distribution of funds in the national project “National Program “Digital Economy of the Russian Federation” is performed. The results of federal projects are classified by system types and the system balance indices are calculated for assessment the financing volumes of the four basic types of economic systems (object, environment, process, and project). The obtained values of the indices of system balance of distribution of funds of the national project “National Program “Digital Economy of the Russian Federation” showed the presence of significant imbalances in the volume of financing between systems of various types. It was revealed that priority support was given to the systems of environment and process types responsible for the development of infrastructure and protocols for collecting, processing, storing and disseminating data. This circumstance should be taken into account in the formation of the country’s economic policy since both the economic systems of the four basic types and the conditions and factors of economic growth should develop proportionally. Application of the presented approach to the development of the digital economy in Russia will make it possible to efficiently distribute financial resources between subsystems, to avoid both duplication of functions by systems of various levels and excessive strengthening or weakening of one or several types of systems.

The presented study aims to identify priority directions for national policy in the context of the digitalization of the economy at the federal level. Tasks. The authors analyze program directions of the national project "Digital Economy of the Russian Federation" and determine their strategic objectives; identify products and services aimed at improving the human resources aspect of the digitalization of the economy.Methods. This study uses general scientific methods, such as analysis, generalization, and classification. Analysis of program documents allows the authors to identify the main strategic objectives of each federal project implemented within the framework of the national program "Digital Economy of the Russian Federation".Results. The analysis of implementation of federal projects during the digitalization of the economy in Russia makes it obvious that it is important to make allowance for the level of professional training in the field of digital technologies. Programs of educational institutions are often disconnected from the needs of the real sector of the digital economy. It is no coincidence that competencies of personnel in the field of the digital economy need to be developed. This problem is specifically addressed in the federal project "Human Resources for the Digital Economy".Conclusions. The relevance of digital technologies in various fields is obvious, and economic activity is no exception. Technological development is the starting point of the national program "Digital Economy of the Russian Federation", which covers the time range between 2019 and 2024. One of its objectives is to monitor the development of the digital economy in the country. It also affects such areas as the establishment of businesses in this field, the e-commerce market, human resources, quantum technologies, etc. The government must successfully tackle the current challenges or risk becoming non-competitive compared to other countries. It is advisable to pay increased attention to human resources. In particular, it is necessary to create a register of training programs (bachelor's and master's degrees), that should be adopted by the leading Russian universities.

The functioning of the digital economy is accompanied by the intensive development of mobile communication system, the introduction of numerous wireless devices for various purposes that create radio frequency electromagnetic radiation in the human environment. It is important to solve the problems of ensuring electromagnetic safety of the population. The aim of the study is to substantiate the need for a technical and hygienic prognosis of the impact of radio frequency of electromagnetic radiation on the population in the digital economy in order to develop science - based recommendations for the prevention of the negative impact of EMF on the health of the population. The significance of forecasting is considered on the example of the development of a mobile radio communication system. The study included an analysis of the national program "Digital economy of the Russian Federation", "Concepts for creating and developing 5G/IMT-2020 networks in the Russian Federation", and scientific publications ELIBRARY.RU, PubMed Central Internet information platform, EMF-Portal RWTH Aachen University Internet platform, PubMed Central Internet resources and others. The rationale for the need for continuous forecasting of the impact of radio frequency radiation on the population and the structure of the forecast are presented. The article shows the importance of forecasting for the timely development of legal acts, methodological documents, technical and organizational measures to protect the population from the effects of electromagnetic fields and the need for a systematic approach to ensuring the electromagnetic safety of the population. In the context of the development of the digital economy, it is extremely relevant to develop a technical and hygienic forecast of the impact of radio frequency electromagnetic radiation on the population and scientific justification of measures to protect the population from EMF. When forming a forecast, it is necessary to apply a systematic approach to coordinate the entire range of measures to ensure electromagnetic safety of the population. The development of forecasts requires strong interdepartmental and interdisciplinary interaction. Research and scientific development in the field of electromagnetic safety of the population should have state funding. The "electromagnetic security" direction should be included in the national program "Digital economy of the Russian Federation".

After adopting the federal law ‘About Strategic Planning in the Russian Federation’ strategic planning in the country was investigated. Methodological foundation of setting goals, fixing horizons of strategic planning was shaped by works of overseas and home experts in the field of institutional construction, system -genetics, structural analysis, quantitative modeling. The authors researched ideas about national development put forward by followers of liberal logics of step-by-step social engineering and representatives of historicism doctrine of theological planning of public development and showed possibilities of their combination. Disadvantages in public spheres of state activities dealing with forecasting, planning, programming and resource supply for the development, which are understood as elements of strategic planning were analyzed. The authors studied objective contradictions and risks in home practice of strategic planning and substantiated the necessity to upgrade institute of state programs in the Russian Federation. They rejected the dominance of once-only assignments and decisions in favour of documents of strategic planning. The method of finding optimum values for income distribution of the consolidated budget of the Russian Federation by levels of budget system was put forward. The three-level budget system of the country is considered as institute, instrument and resource source of strategic planning. The hypothesis about possibility to reach the optimum structure of budget system, which could create conditions for including sub-national bodies of power in implementation of national projects was substantiated.

Subject. The innovative economy cannot evolve if its digital component stalls. For this, the National Program – The Digital Economy of the Russian Federation has been started. It includes six interim projects aimed to create the digital infrastructure, information security, digital technologies, etc. Consequently, there should be a ubiquitous accessibility of the Internet both for households and social infrastructure facilities. The result should be assessed by a growth in internal expenditures on the digital economy development up to 5.1 percent of GDP. Objectives. We study the finance of the National Program – The Digital Economy of the Russian Federation, detect challenging aspects and prospects of its development. Methods. We rely upon methods of the bibliographic analysis of the current trends in the finance and cost effectiveness of national projects. The study is also based on scientific summaries, analysis, synthesis, comparative analysis and grouping. Results. The article spotlights issues and weaknesses of the finance of the National Program – The Digital Economy of the Russian Federation, show the mix of sources. We evaluate the trade-off between project activities and target indicators of the program, State aid measures. The article enlists issues and risks of the program, which are associated with operators. Conclusions and Relevance. The national program is definitely important for the development of the innovative digital economy in Russia. However, it is necessary to adjust target indicators of the program. Otherwise, it is doubtful whether the performance of the program is fairly evaluated. It is crucial to substantiate funds allocated to conduct organizational actions and coordinate projects, hold bidding. The conclusions can be used by authorities to implement the governmental policy, evaluate the efficiency of its enforcement, and assess risks.

Introduction: due to the active development of information technologies and the growth of their application in market relations, the issue of legislative regulation of the rules of interaction between participants in the emerging digital economy in Russia is becoming more and more relevant, as evidenced by the existence of the corresponding federal project within the national program “Digital economy of the Russian Federation”. At the same time, the creation of new regulations has a direct impact on the business environment, which forces companies to take an active part in the discussion of mechanisms for developing and implementing state policies in this area. Objectives: to analyze the decision-making process in the field of digital economy regulation through the proposed comprehensive methodology, which involves the study of formal procedures, state institutions and decision-making actors in the field of digital economy regulation in Russia. Methods: methods of applied analysis from the neoinstitutional, stadium-cyclical, and network directions of the political and managerial decision-making theory. Results: the main advisory, coordination and subordination institutions in the sphere of emerging regulation of the digital economy are systematized; the formal cycle of decision-making stages is modeled; the degree of influence of decision-making actors and network communities formed within institutional environments is assessed. Conclusions: the analysis shows that there is an imbalance of state decisions taken on a parity basis, depending on the stage of discussion and passage of the draft regulatory and legislative act. In the process of discussing and preparing draft decisions in the field of digital economy, state corporations take priority in comparison with private sector entities. Business representatives, as well as experts and development institutions, are largely focused on the initial stages of the decision-making cycle. In turn, the network analysis shows that the Ministry of digital development and the Ministry of economic development of the Russian Federation, responsible for the implementation of this national program, can play an important role as a conductor of industry interests.

Introduction: all branches of law are constantly under the influence of the social environment, especially of the national policy and economy. In this regard, the author of the paper set the aim to research the influence of the processes of the digital economy development of the Russian Federation on the industry of Russian criminal law and to identify the relevant trends and relationships. Methods: the methodological framework for this study is a set of methods of scientific knowledge, among which the main ones are the methods of consistency, analysis and the comparative law method Results: grounded in the paper the author’s point of view is based on the domestic and foreign legislation, international legal acts and opinions of the academic community on the problems of interaction of the economic and legal systems, processes and results of their mutual influence. Based on the analysis, a list of problems currently impeding the development of the digital economy of Russia, which can be resolved using the criminal law means, is revealed. The questions of the gap in the Russian criminal legislation concerning a number of socially dangerous acts committed with the use of modern information technologies are raised. Conclusions: the study revealed the importance of the intersystem links between the national economy and its digital sector with Russian criminal law, the need to take them into account in the lawmaking work and their impact on the effectiveness of the industry, the implementation of its sectoral goals and objectives. It is proposed to criminalize a number of socially dangerous acts committed with the use of modern information technologies, taking into account the traditions of the national law-making and the successful experience of the international community and a number of foreign countries in preventing attacks on the information security.
