In November 1862, a great event took place in the Library - the fi rst in its history a special reading room for 250 seats was opened, built according to the project of V. I. Sobolshchikov and his assistant I. I. Gornostaev, laid down under the director M. A. Korf , but completed already in the directorship of I. D. Delyanov. The appearance in the Public Library of a new, spacious and comfortable hall for receiving visitors with a special study for artists and a room for ladies ushered in a new era. In the hall itself, a reference library of several thousand books was organized, and the supply of books from departments to the reading room was accelerated. In the reading room, instead of one general catalog for a subsidiary fund, there were seven printed systematic catalogs. The article recreates the history of the reading room in the pre-revolutionary period, provides information about its managers, gives a description of the organization of services for readers in it.

The Frick Art Reference Library, founded in 1920 as a research library accessible to the public, grew steadily in holdings and reputation throughout the 20th century. Its special text and image resources now make it ideal for a new era. Projects are underway to transform the Photoarchive into a digital surrogate. Among the aims of the Library’s newly established Center for the History of Collecting in America, as it responds to the changing needs of researchers, is to incorporate new areas for discussion, dialogue and workshops. As a participant in the planning stage of the New York Art Resources Consortium (NYARC), a recently conceived collaborative, the Frick will focus on shared access and delivery, reducing duplication, and further expanding research capabilities for a broader, ever-evolving community of users.

In 1860–1861 according to the project of V. I. Sobolshchikov, the first specialized reading room for 250 seats was built with additional rooms for artists and women readers. Until the beginning of the XX century. Sobolshchikov’s reading room was the main one for the readers’ classes. This article reveals the history of the hall in 1917–1960. Over the years, it was called differently: the Exhibition hall, the Hall of catalogs, the Special reading room for scientists, the Scientific reading room of biomedical literature. And only on April 22 1960, in honor of the 90th anniversary of the birth, the hall of the architect V. I. Sobolshchikov began to be called Leninsky

After another election victory, but this time winning almost 52 per cent of the vote, Recep Tayyip Erdogan became the first popularly elected president in the history of the Turkish Republic. In his victory speech, Erdogan vowed to lead Turkey into a "new era of social reconciliation by leaving old disputes in the Old Turkey." He also called on the public to "mobilize our energy for New Turkey”. However, his polarizing rhetoric and steps towards an illiberal democracy may alienate many Turkish discontents, and unless wounds are healed Turkey risks being a weak and fragile state.

An attempt at a synopsis of Mr. Becker's and Mr. Hicks' findings requires an enlargement of focus. They have much in common in their approaches: both are sympathetic to reactions in Italian scholarship against a school which had conceived the history of the Italian city-states chiefly in terms of social clashes caused by antagonistic economic class interests. About 1900 that had been the perspective shared by most students. During the late 13th century (it was then argued), the half-chivalric magnati, owners of landed property, were replaced by the capitalistic merchants and industrialists of the arti maggiori; these, in turn, by the middle of the 14th century were followed by the artisans of the arti minori who, for a short revolutionary period in 1378, opened the door for the laborers of the great textile industries, the Ciompi. After class struggle had thus sapped the public spirit, Florence and other cities were ripe for the heavy, but pacifying hand of despotism.

El objetivo es analizar cómo el texto fundacional y el reglamento de la Biblioteca Pública de Buenos Aires interpelaron a los usuarios y cuál fue la reacción del público una vez que la institución abrió sus puertas. Por lo tanto, se rastreó la tensión entre un paradigma bibliotecológico que apelaba al fomento del saber y al bien público como objetivo institucional y las demandas de los usuarios por el horario restringido de la biblioteca. Se analizaron desde la historia de la cultura impresa las representaciones de la lectura y de la sociabilidad letrada al leer la correspondencia entre Bernardino Rivadavia y Luis José de Chorroarín, el reglamento de la Biblioteca Pública de Buenos Aires y los periódicos porteños. Se concluyó que la negativa en ampliar el horario de atención al público conspiró con el acceso a la biblioteca de los empleados. The objective is to analyze how the founding text and regulations of the Buenos Aires Public Library challenged users and what the public's reaction was once the institution opened its doors. Therefore, we traced the tension between a library paradigm that appealed to the promotion of knowledge and the public good as an institutional objective and the demands of users due to the restricted library hours. From the history of printed culture, the representations of reading and the sociability of the reader when reading the correspondence between Bernardino Rivadavia and Luis José de Chorroarín, the regulations of the Buenos Aires Public Library and the Buenos Aires newspapers were analyzed. It was concluded that the refusal to extend the opening hours to the public conspired with the access to the library of the employees. A fundação da Biblioteca Pública de Buenos Aires em 1810, pelo Primeiro Conselho de Governo, foi um marco no panorama cultural da cidade. A promoção do conhecimento esclarecido em busca do "bem público" e da "felicidade dos povos" foi um ponto crucial na cultura colonial tardia em Buenos Aires. Os leitores enviaram livros de redação como uma doação à Biblioteca, mas nem todos puderam acessá-los. A regulamentação de 1812 foi o surgimento de uma idéia da biblioteca e das práticas culturais a ela ligadas. O objetivo do artigo é investigar, a partir da análise comparativa dos regulamentos da biblioteca, a configuração da biblioteca pública durante o processo revolucionário. O leitor presente no regulamento, ao qual foi concedido acesso, não representava os moradores da cidade, devido ao horário de funcionamento restrito ao público.

It is a known fact that Chennai city has a well-defined place when talking about landmark buildings, which have gone down the annals of history- Connemara library, certainly a pride of Madras is not only heaven for book lovers and research Scholars, the building by its sheer architectural beauty and marvel acquires a special significance as part of the history of Madras City. Public library is largely regarded as the People's University. It has tremendous developments in India from the early period to till date at various stages. Most of the Indian states now have free public library services to develop the people of India at different levels, which can be stated as below briefly. Majority of the users prefer to search documents directly from the stack room. The main purpose of visiting the library by the users is to prepare for completive examinations and some other purposes are to study in the library and to update their subject knowledge. The general book services provided by the library are highly useful. The Reference services provided by the library are highly useful. The users are satisfied with the information provided in the library. All the services available on the library except latest collections are found to be at satisfactory level. Nearly 7.5 lakhs of collection of books are available in the library. Selection of books is done by book selection committee. Nearly four hundred books are issued daily to the public The uses can retain the book for a maximum of 14 days. The users can renew the books for another three times either through phone or in person. A minimum amount of Rupees two per week is charged as overdue charge.
