The article considers the main stages in developing museum attitudes to the costume of the second half of the XX – beginning of the XXI century, collecting and exhibiting costume in foreign and Russian museums. There is examined the theory of Danish researcher M. R. Melchior separating the history of collecting and exhibiting costume in museums into «dress» and «fashion» museology. While the «dress» museology is largely based on the study of garments and their classification, «fashion» museology focuses on organizing events that could be considered fashionable themselves, creating spectacular exhibitions that attract the attention of the public and ensure the museum’s recognition, organizing communications around the museum. The limitations and contradictions of the theory are noted and the issue of the applicability of the theory to the national museum practice is brought up. In the view of the fluidity of terms that comprehend vestmental practices in the human sciences, there is given the analysis of the use of the term «fashion» in relation to stylistic changes in the costume of the Soviet period. There is given a view at the costume collections of the State Historical Museum and the All-Russian Museum of Decorative Art including the main sources of acquisition of the collections and the prospects for their further formation. In both cases, the most representative part of the collection belongs to the 1960s–1980s. And while in the State Historical Museum the costume was gathered mostly as background material for illustrating historical events the All-Russian Museum of Decorative Arts’ acquisition was purposefully based on the artistic quality of the items, which helped to form up the collection of the author’s costume. In the concluding part of the article there is given a view upon the exhibition practice of the State Historical Museum and the All-Russian Museum of Decorative Art representing the costume of the second half of the XX and early XXI centuries

The ancient Greek conception of oikonomia is often dismissed as irrelevant for making sense of the contemporary economic world. In this paper, I emphasize a thread that runs through the history of economic thought connecting the oikos to modern public economics. By conceptualizing the public economy as a public household, Richard A. Musgrave (1910–2007) set foot in a long tradition of analogy between the practically oriented household and the state. Despite continuous references to the domestic model by major economists throughout the centuries, the analogy has clashed with liberal values associated with the public sphere since the eighteenth century. Musgrave’s conceptualization of public expenditures represents one episode of this continuing tension. His defense of merit goods, in particular, was rejected by many American economists in the 1960s because it was perceived as a paternalistic intervention by the state. I suggest that the accusation of paternalism should not come as a surprise once the “domestic” elements in Musgrave’s conceptualization of the public sector are highlighted. I develop three points of the analogy in Musgrave’s public household which echo recurring patterns of thought about the state.

This chapter outlines recent scholarly work on film made for purposes other than entertainment: to persuade, instruct and inform. Throughout the history of the moving image, governments, businesses and other interest groups have used film to educate their workers and the public, establishing networks and mechanisms to produce, screen and distribute predominantly short and narrow-gauge films, often on an international scale, and outside the theatrical cinema circuit. Such filmmaking has been termed ‘useful cinema’; this chapter explains how and why scholarly interest in the phenomenon has increased since the late 2000s, discusses the taxonomy of its various sub-genres, and outlines emerging research methodologies. The chapter also situates Danish informational film within this critical and historical framework. A brief outline is provided of the Danish institutions involved in producing and distributing informational cinema from the 1930s to the 1960s, including Dansk Kuturfilm and Ministeriernes Filmudvalg, covering extant scholarship in the field, and the relationship of the commissioned film and the state.

The history of the forests in canton Geneva, having led to these being disconnected from productive functions, provides a symptomatic demonstration that the services provided by the forest eco-system are common goods. Having no hope of financial returns in the near future and faced with increasing social demands, the state has invested in the purchase of forest land, financed projects for forest regeneration and improvement of biological diversity and developed infrastructures for visitors. In doing this the state as a public body takes on the provision of services in the public interest. But the further funding for this and for expenses for the private forests, which must be taken into account, are not secured for the future.

The author explores the problem of reflecting the collective memory of Siberians about the exiled Decembrists in the memorial space of Irkutsk at different historical stages. The aim of the article is to characterize the developing dynamics of a segment of the memorial space system that includes Irkutsk's memorial places associated with the Decembrists in the chronological framework of the Soviet period of Russian history. The study is based on the principle of historicism. The methodological reference point of the research is the problem field of memory studies; the concepts of the places of memory of P. Nora and cultural memory of J. Assmann and A. Assmann are used. The author also employs historical-genetic and historical-comparative methods. Within the framework of the Soviet period, three stages of forming the segment of the Irkutsk memorial space associated with the memory about the Decembrists were identified. The first stage, from the 1910s till 1925, reflects the general weakness of Irkutsk city residents' collective memory about the Decembrists, which was manifested in neglecting memorial sites, and the beginning of the awakening of interest in the Decembrists among the local liberal-minded intelligentsia. At the second stage, from 1925 (the 100th anniversary of the Decembrist uprising) till the 1960s, under the influence of the state politics of memory that recognized the Decembrists as the first generation of Russian revolutionaries, the intelligentsia of Irkutsk were actively forming the locus of the Decembrists' memorial space in their city. Based on the memory about the Decembrists, the intelligentsia was constructing their social identity. But the local authorities did not provide the intelligentsia with the desired support, which significantly complicated achieving the memorialization tasks. At the third stage, in the 1960s-1980s, the memory about the Decembrists' stay in Irkutsk was in demand among the local authorities, who used it especially actively during celebrations dedicated to the anniversaries of the city. Many memorable places were designated, and their protection was improved. The sharply increased attention of Irkutsk local administration and city residents to the exiled Decembrists reflected the growth of their regional identity. The author revealed the dependence of reflecting the collective memory about the Decembrists in the Irkutsk memorial space on the state and regional politics of memory, as well as on the local intelligentsia initiatives, for which the memory about the Decembrists served as one of the foundations for constructing their social identity.

This article deals with the political situation around the elections to the State Duma of the Russian Empire in 1912 (4th convocation). The main actors of the campaign were the government, local administration, liberal opposition and the clergy of the Orthodox Russian Church. After the 1905 revolution, the “official Church” found itself in a difficult situation. In particular, anti-Church criticism intensified sharply and was expressed now quite openly, both in the press and from the rostrum of the Duma. A consequence of these circumstances was that in this Duma campaign, for the first time in the history of Russian parliamentarianism, “administrative resources” were widely used. At the same time, the authorities failed to achieve their political objectives. The Russian clergy became actively involved in the election campaign. The government sought to use the conflict between the liberal majority in the third Duma and the clerical hierarchy. Duma members launched an active criticism of the Orthodox clergy, using Grigory Rasputin as an excuse. Even staunch conservatives spoke negatively about Rasputin. According to the results of the election campaign, the opposition was even more active in using the label “Rasputinians” against the Holy Synod and the Russian episcopate. Forty-seven persons of clerical rank were elected to the House — three fewer than in the previous Duma. As a result, the assembly of the clergy elected to the Duma decided not to form its own group, but to spread out among the factions. An active campaign in Parliament and the press not only created a certain public mood, but also provoked a political split and polarization within the clergy. The clergy themselves were generally inclined to blame the state authorities for the public isolation of the Church. The Duma election of 1912 seriously affected the attitude of the opposition and the public toward the bishopric after the February revolution of 1917.

The article examines the history of collecting documentary and cultural heritage since 1917 and the participation of archives, museums and libraries in the creation of the Archival Fund of the country. In the 1920s and 1930s, archival institutions were established through the efforts of outstanding representatives of Russian culture. At the same period, the structure and activities of the museums created earlier in the Russian state in the 18th – 19th centuries were improved. The new museums that had been opened in various regions of Russia received rescued archival funds, collections and occasional papers. It is shown that during this period there was a discussion about the differentiation of the concepts of an “archive”, “library” and a “museum”. The present work reveals the difficulties in the interaction between museums, libraries and archives in the process of saving the cultural heritage of the state and arranging archival documents; the article also discusses the problems and complications in the formation of the State Archival Fund of the USSR. During this period, the development of normative and methodological documents regulating the main areas of work on the description and registration of records received by state repositories contributed to a more efficient use and publication of the documents stored in the state archives. It is noted that museums and libraries had problems connected with the description of the archival documents accepted for storage, with record keeping and the creation of the finding aids for them, as well as with the possibilities of effective use of the papers. The documents of the manuscript departments of museums and libraries have become part of the unified archival heritage of Russia and, together with the state archives, they now provide information resources for conducting various kinds of historical research.

Since the 1960s there has been a growing interest in evaluation shown by most Western countries. Alongside discussion of practical and theoretical issues of evaluation, such as methodological developments, best practice, and cross-cultural practice, there has also been increased interest in mapping the history of evaluation activity. Historical discussions are significant for three reasons; first, in providing a record for future generations of evaluators. Second, they provide a consideration of the domestic and international context that has shaped evaluation development, giving each country its distinct institutional make-up and brand of evaluation activity. Third, they assist a country's evaluation capacity development by building on its strengths and compensating for the weaknesses of its history. This article traces the emergence of evaluation within New Zealand using the metaphor of dramaturgy to introduce the settings and actors that we consider to have been constituent of what was played out in the New Zealand situation. Our remit is a broad one of attempting to describe and explain the range of evaluation activities, including program evaluation, organisational review, performance management, and process and policy evaluation. Within this article a broad overview only is possible. As an example of a more in-depth study, a comprehensive article could be prepared on the history of performance management in the public service. Our comments cover developments in the public sector, tertiary sector, and private and professional organisations. It is a companion paper to one on the history of evaluation in Australia, prepared by Colin A Sharp in a recent issue of this journal (Sharpe 2003).

Jacqueline Kennedy’s style is one of the mainstays of the history of fashion and popular culture, as well as contemporary politics. John Kennedy’s way of dressing garnered much less attention. Even though, at first glance, not as interesting as the first lady’s “fashion sense”, the president’s style was no less thought-out. If, however, we view the changes in clothing as social changes and a determinant of various kinds of social differentiation: marital status, sex, occupation, religious and political affiliation, the way in which the Kennedys were presented to the public becomes more interesting – from the (carefully planned) photos and appearances to art and culture. Having in mind that the 1960s were a time when the appropriation of popular and fictional came back into modern art, and that general changes inherent in the new lifestyle, as well as a layered image of American internal politics, and the cold war map of the world, the carefully thought-out image of the presidential couple can be viewed as a specific kind of metaphor for a complicated time.

This chapter examines the role of foster parents as workers, an idea rooted in the nineteenth century role of the “boarding mother.” Child Welfare professionals, foster parents, and the public struggled over the proper balance between paying adequate board to foster parents while ensuring that desire to nurture a child remained the paramount motivation. By the 1960s, foster parents began organizing themselves, culminating in the formation of the National Foster Parents Association in 1971.

The continued influence of traditional governance in sub-Saharan Africa has sparked increasing attention among scholars exploring the role of non-state and quasi-state forms of governance in the modern state. However, little attention has been given to cross-country and over-time variation in the interaction between state and traditional governance structures, particularly in regard to its implications for intrastate peace. This study examines the conditions under which traditional governance contributes to state capacity to maintain peace. The article argues that the type of institutional interaction between the state and traditional authority structures influences a country’s overall governance dynamics and its capacity to maintain peace. By combining new data on state–traditional authorities’ interaction in sub-Saharan Africa from 1989 to 2012 with intrastate armed conflict data, I conduct a systematic comparative analysis of whether concordant state–traditional authorities’ interaction strengthens peace. The empirical results support the argument that integrating traditional authorities into the public administration lowers the risk of armed conflict in comparison to when they remain unrecognized by the state. Moreover, the analysis suggests that the added value of this type of interaction is conditional on the colonial history of a country.
